A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, November 19, 2024.
CALL TO ORDER:
Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.
ROLL CALL:
Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski absent, Doyle aye, Adrieansen aye (6 ayes, 0 nays, 1 absent). Also present are Lewis, Wold, Nelson, Braddy, Gulli, Doyle, Tyk, Pintar, and Attorney Taylor.

CONSENT AGENDA:
Neighbors Motion to Approve the Consent Agenda which consists of the November 4, 2024, Village Board Meeting Minutes; November 4, 2024, Executive Session Meeting Minutes (Not for Release); and Approval of November 19, 2024, Bills List. NEW BUSINESS:
Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $3,690,000 General Obligation Bonds, Series 2016 of the Village of Manhattan, Will County, Illinois. This means we are paying the principal and interest on this bond, without raising taxes to do so.
Young Motion to Approve an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $3,690,000 General Obligation Bonds, Series 2016 of the Village of Manhattan, Will County, Illinois. Doyle Second. Roll Call: Young aye, Dilling aye, Beemsterboer aye, Adamski absent, Doyle aye, Neighbors aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.
Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $5,215,000 General Obligation Bonds, Series 2021 of the Village of Manhattan, Will County, Illinois. This is the same as the last item, again we are not raising taxes to pay the principal and interest on this bond.
Beemsterboer Motion to Approve an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Interest and Principal on $5,215,000 General Obligation Bonds, Series 2021 of the Village of Manhattan, Will County, Illinois. Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving an Engagement Letter By and Between the Village of Manhattan, Will County, Illinois, and Bernardi Securities. This is for restructuring the Brookstone Springs SSA Bonds which Robert Vail from Bernardi Securities discussed with the Village Board in October. It will lower the payment for SSA without extending the payment schedule.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving an Agreement By and Between the Village of Manhattan, Will County, Illinois, and O’Neill and Gaspardo, LLC. O’Neill and Gaspardo is an accounting firm that specializes in municipal finance. They will be assisting Jessica until a Finance Director is appointed.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is the Renewal of Village Property, Casualty, Liability, Cyber, and Worker’s Compensation Insurance. The Village uses Marsh MMA as its insurance broker, they shopped around and provided the Village with several options for insurance. Overall there is an 18.5% increase due to the increased cost of insurance and increased value of property, vehicles, and equipment insured. The overall cost for the Village’s property, casualty, liability, cyber, and worker’s compensation insurance is $233,266.00.

Young Motion to Approve the Renewal of Cyber Insurance Through Lloyd’s CFC. Doyle Second. Roll Call: Dilling aye, Beemsterboer aye, Adamski absent, Doyle aye, Neighbors aye, Young aye (5 ayes, 0 nays, 1 absent, 0 abstain) Motion Carried.
Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is the Renewal of Employee Benefits (Health, Dental, & Life). Marsh MMA served as the Village insurance broker and presented numerous plans from five different insurances companies. The plan selected offers benefits consistent with the current plan. There was a 10.5% increase for an estimated total cost of $695,000.00. We did anticipate this increase due to rising costs in the insurance market. We were able to avoid a 22% increase by providing a limited provider option, called Blue Choice. The Village Administrator met with staff to discuss the new plan and provided resources to locate Blue Choice providers, which will result in some savings for our employees.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is to Hire Part-Time Snowplow Drivers. It looks like we have many drivers returning to the Village. Welcome Back!
Doyle Motion to Approve the Hiring of the 2024/2025 Seasonal Snowplow CDL Drivers: Mark Edelen, Rick Bielema, Barton Gilliam, Nick Gulli, Joe Hora, Brian Marshall, and John Maezes at a Rate of $27.00 Per Hour; Non-CDL Drivers: Al Vlach, Juan Avila, Alan Griffiths, Charles Umbaugh, Kevin Barrone, James Levine, Bill Cryer, Brandon Bird, and Justin Jordan at a Rate of $20.00 Per Hour; and Clarence Huizenga (Snowblower and Shovel Only) at a Rate of $20.00 Per Hour. Village Clerk Lewis reminds the Village Board of the Pictures With Santa event on Sunday, November 24th from 10:00 A.M. – 12:00 P.M. in the Village Hall Meeting Room.
REPORTS FROM VILLAGE STAFF
Monthly Reports for October 2024 in the Board Packet are presented to the Village Board for Finance, Police, EMA, Public Works, Village Engineer, and Building and Development.
Village Administrator Wold announcements:
➢ Cam Rodriguez, a reporter from Manhattan, NY interviewed Police Chief Gulli, Village Administrator Wold, and Code Enforcement Officer Baez for a story on trucking transport & logistics. Rodriguez also did a ride along with our Truck Enforcement Officer.
➢ The Annual Strategic Planning Workshop is scheduled for Saturday, January 25th from 8:00 A.M. – 12:00 P.M. at Lincoln-Way West in the Warrior Lodge room.
➢ The Will County “Our Way Forward 2050: Will County’s Long-Range Transportation Plan” will host a virtual seminar on December 4th from 12:00 P.M. – 1:00 P.M. Village Administrator Wold will email the link out to the Village Board.
Community Development Director Nelson informs the Village Board that the site plan for the new fire station on Eastern Ave. will go in front of the Planning & Zoning Commission on November 26th as well as the new school additions. Both of those items will come to the Village Board for approval at the next Board Meeting.
Public Works Superintendent Tyk updates the Village Board on the Park Rd. project and sidewalk work downtown.
Village Engineer Pintar updates the Village Board on the progress of the Baker Road construction. EMA Director Doyle states that they are getting ready for the Christmas on State Parde on December 7th. EXECUTIVE SESSION
