Village of Frankfort Board of Trustees met Oct. 21.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, October 21, 2024, at 7:00 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis. Trustee Adam Borrelli was absent.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (October 7, 2024)

B. Approval of Bills - $3,408,207.05

C. Committee of the Whole Report

1. Fiscal Year 2024 Annual Comprehensive Financial Report - Acceptance of Report Accept the recommendation of the Committee of the Whole and accept the Village of Frankfort's Annual Comprehensive Financial Report for the Fiscal Year ended April 30, 2024.

2. Lauterbach & Amen, LLP Letter of Engagement: Auditing Services - Resolution Accept the recommendation of the Financial Affairs Committee and adopt A RESOLUTION (NO. 24-26) AUTHORIZING THE EXECUTION OF A LETTER OF ENGAGEMENTFORAFIVE-YEARAUDITINGSERVICESCONTRACTBETWEEN THE VILLAGE OF FRANKFORT AND LAUTERBACH & AMEN, LLP, for the fiscal years ending April 30, 2025; April 30, 2026; April 30, 2027; April 30, 2028; and April 30, 2029.

Trustee Savaria moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Petrow, Rigoni, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Borrelli. The motion carried.

MAYOR'S REPORT

• Mayor Ogle announced the Village is currently accepting applications for appointment to the Plan Commission/Zoning Board of Appeals. The deadline for application submittals is Friday, October 25, 2024, by 2:00 P.M.

• Mayor Ogle reported the Village's Leaf Collection Program began today, October 21, and continues through November 25.

• Mayor Ogle encouraged the public to join the Village of Frankfort and the Frankfort Public Library for a night of spooky stories and hocus pocus on Friday, October 25, on Breidert Green. The inaugural event will feature not-so-spooky stories from 6:00 P.M. to 7:00 P.M., followed by Mr. D's Magic & Illusion Show from 7:00 P.M. to 8:00 P.M. Costumes are encouraged.

• Mayor Ogle announced the Frankfort Police Department will host its annual "Safety Trunk or Treat" Halloween event on Saturday, October 26, from 10:00 A.M. to Noon in downtown Frankfort. The E.F. Bucko costume parade will kick off the event on Breidert Green at 10:00 A.M. followed by trunk-or-treating.

• Mayor Ogle reported the Frankfort Country Market will end its 2024 season on Sunday, October 27. He thanked the vendors, residents, and all the visitors for another successful season.

• Mayor Ogle announced "Trick or Treat" hours for the Village of Frankfort are 4:00 P .M. to 7:00 P.M. on Thursday, October 31.

• Mayor Ogle commented on the successful 3rd Annual Scary at the Prairie 5K Costume Run & Spooky Sprint event held on Saturday, October 19.

• Mayor Ogle acknowledged October is Breast Cancer Awareness Month.

BOARD COMMENTS

Clerk Schubert reported Early Voting is available at Village Hall for the November 5th General Election and will run through November 1, Monday - Friday, from 9:30 A.M. to 3:30 P.M. Visit the Will County Clerk website at www.willcountyclerk.gov for other Early Voting locations, dates, and hours. Clerk Schubert reported the next Village Board meeting is Monday, November 4, at 7:00 P.M. at the Village Hall.

The Village Board commended Administrator Piscia and Finance Director Booth for their key role in the Annual Comprehensive Financial Report. Staff was also acknowledged for their continued efforts in beautifying the community and another successful Scary on the Prairie event.

Several projects currently under construction in the Village were highlighted, including the Prairie Park playground, Well #18 on Elsner Road, Planet Fitness, and the expansion of Currie Motors.

Residents were encouraged to apply for the vacant Plan Commission position and happy Halloween wishes were extended.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

Frankfort resident Paul DiCosola spoke against the permanent closure of Kansas Street between Ash and Oak Streets. He also voiced his preference for the Village to consider impact-resistant, removable bollards during the temporary closure.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Petrow moved, seconded by Trustee Leddin, to adjourn the regular board meeting of Monday, October 21, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:21 P.M.
