Village of Frankfort Board of Trustees met Sept. 3.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Tuesday, September 3, 2024, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Buri ca, and Police Chief Leanne Chelepis.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (August 19, 2024)

B. Approval of Bills - $668,982.47

C. End of Year Transfers - Approval

Approve the 2023/2024 fiscal year-end Village of Frankfort interfund transfers of $9,959,119 from the General Fund (Fund 01) to the Capital Development Fund (Fund 31) and $8,800,000 from the Utility Operating Fund (Fund 62) to the Utility Capital Fund (Fund 68), dated April 30, 2024.

D. Plan Commission Report Summary

1. Triple Crown Training, LLC - 9426 Corsair Road

(Waive 1st and 2nd Readings)

a. Special Use Pennit for Indoor Recreation - Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3466) GRANTING A SPECIAL USE PERMIT FOR INDOOR RECREATION TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (TRIPLE CROWN TRAINING, LLC - 9426 CORSAIR ROAD), to accommodate the operation of Triple Crown Training, LLC, an indoor baseball training facility, in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned upon: 1) implementation of 15-minute breaks in between the offered scheduled time slots for any group trainings/classes, to accommodate parking space turnover; 2) staff approval of trash enclosure details that comply with the requirements listed in the Municipal Ordinance and Zoning Ordinance within 18 months of approval; 3) staff approval of a Landscape Plan; 4) the business shall require that only employees park in the north six parking spaces, unless a railing is implemented to delineate the parking spaces and the loading dock slope; and 5) removal of existing gravel within 18 months of approval.

b. Multiple Variances - Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3467) GRANTING MULTIPLE ZONING VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (TRIPLE CROWN TRAINING, LLC - 9426 CORSAIR ROAD), granting the following variances to the property located at 9426 Corsair Road to permit parking lot improvements for the operation of Triple Crown Training, LLC, an indoor baseball training facility: a pavement setback variation from 5 feet to 1 foot, a waiver of the curb and gutter requirement for a parking lot expansion area, a drive aisle width variation from 26 feet to 16 feet, and a waiver of the parking lot island requirement, all in accordance with the reviewed plans, public testimony, and Findings of Fact.

2. Lanigan Residence: 219 Pacific Street

a. Multiple Variances - Ordinance

(Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3468) GRANTING MULTIPLE ZONING VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (LANIGAN RESIDENCE - 219 PACIFIC STREET), granting the following zoning variances to the property located at 219 Pacific Street for the construction of a new single-family home: a first-floor building materials variance from the masonry requirement to permit the use of non-masonry materials, a lot width variance from 120 feet to 101.28 feet, a lot depth variance from 150 feet to 147.31 feet, and a variation from Section 9.5-1 of the Village of Frankfort Land Subdivision Regulations to approve a Plat of Subdivision for a lot width and depth which do not conform to the requirements of the Village of Frankfort Zoning Ordinance, all in accordance with the reviewed plans, public testimony, and Findings of Fact, and subject to a cash-in-lieu payment to the Village of Frankfort in lieu of installation of the public sidewalk along the Pacific Street frontage as required by the Land Subdivision Regulations.

b. Preliminary and Final Plat of Subdivision - Approval

Accept the Plan Commission recommendation and approve the Preliminary and Final Plat of Subdivision of219 Pacific Street Subdivision to create a lot of record, prepared by Joseph A. Schudt & Associates, in accordance with the reviewed plans, and subject to any necessary technical revisions prior to recording.

Trustee Savaria moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Leddin, Petrow, Rigoni, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle reported on 56th annual Frankfort Fall Festival held over the Labor Day weekend. He commended fellow board members, Village staff, Public Works employees, police and fire responders, residents, and visitors who attended the amazing festival. He recognized 2024 Fall Fest Chair Chris Herder and Co-Chair Jeremy Kalisz, the Fall Fest Committee, the Frankfort Chamber of Commerce, and all the volunteers who made this nationally ranked festival a another highly successful event. He also recognized "Hometown Heroes" Frankfort Police Chief Leanne Chelepis and Frankfort Fire District Chief Sean Fierce as the 2024 Parade Grand Marshals.

• Mayor Ogle announced the annual Village of Frankfort Senior Breakfast is scheduled for Wednesday, September 18, at 8:00 A.M. at the Village Hall. Residents 62 and older are invited to attend the event and enjoy a complimentary breakfast.

• Mayor Ogle reported the Frankfort Restaurant Association is planning a one-day Oktoberfest celebration on Saturday, October 5, from 11:00 A.M. to 10:00 P.M. on Breidert Green. The event will feature family-friendly activities from 11 :00 A.M. to 5 :00 P .M., followed by a 21- and-over event starting at 6:00 P.M. Enjoy live music, food, and much more throughout the day.

• Mayor Ogle announced the 3rd annual Scary at the Prairie 5K Costume Run & Spooky Sprint event will take place on Saturday, October 19, at 10:30 A.M.

• Mayor Ogle reported the Village is partnering with the Frankfort Public Library for the inaugural "Ghost Stories on the Green" event on Friday, October 25.

• Mayor Ogle announced the Frankfort Police Department will host its annual "Safety Trunk or Treat" Halloween event on Saturday, October 26, from 10:00 A.M. to noon, in the Breidert Green parking lot in downtown Frankfort.

• Mayor Ogle reported the Cruisin' Frankfort season continues every Monday evening through September 23, from 5:00 P.M. to 8:00 P.M.

• Mayor Ogle announced Frankfort Country Market continues every Sunday in downtown Frankfort through October 27, from 9:00 A.M. to 1 :00 P.M.

BOARD COMMENTS

Clerk Schubert announced the next Committee of the Whole meeting is scheduled for Wednesday, September 11, at 5:30 P.M., and the upcoming Village Board meeting will take place on Monday, September 16, at 7:00 P.M. She also mentioned that the board will resume wearing business attire starting with the Village Board meeting on November 4.

The Village Board extended their heartfelt appreciation to the Chamber of Commerce, the hundreds of volunteers, emergency police and fire responders, Public Works employees, Village staff, local businesses, restaurants, and civic organizations for their exceptional contributions to this year's successful Fall Festival. Board members also expressed their gratitude to the residents for their warm hospitality to the thousands of visitors who attended the event. They honored "Hometown Heroes" Frankfort Police Chief Leanne Chelepis and Frankfort Fire District Chief Sean Fierce as the 2024 Parade Grand Marshals. Prayers and best wishes for a speedy recovery were offered to 2024 Fall Fest Chair Chris Herder.

A story was shared highlighting the community's spirit when a vendor, facing unfortunate circumstances, was considering leaving the event early. The community came together to support the vendor, demonstrating the kindness and unity that embodies Frankfort.

The Board welcomed Triple Crown Training and six new businesses to the Village of Frankfort and congratulated the Lanigan's on their new home in the downtown area.

The Board celebrated the Lincoln-Way East Griffins for their impressive victory over Maine South, noting the outstanding performance of Brody Gish, who rushed for over 200 yards to start the season.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Savaria, to adjourn the regular board meeting of Tuesday, September 3, 2024.

A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:22 P.M.
