City of Joliet Finance Committee met Aug. 20.

Here are the minutes provided by the committee:

ROLL CALL:

Present Councilman Pat Mudron, Councilman Larry E. Hug and Councilwoman Sherri Reardon

ALSO PRESENT:

Kevin Sing - Director of Finance, and Armando De Avila - Risk Management

APPROVAL OF MINUTES:

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Pat Mudron, to approve the Minutes for July 16, 2024.

The motion carried by the following vote:

Aye: Councilman Mudron and Councilwoman Reardon Abstain: Councilman Hug

CITIZENS TO BE HEARD ON AGENDA ITEMS:

None.

AGENDA ITEMS:

Resolution to Authorize a TIF Development Agreement with 311 Ottawa Building LLC for the Renovation of 311 N. Ottawa Street

TMP-7629 item, has been removed from Finance Committee as an Agenda item for this date. No further discussion was held.

Authorization to Approve the Proposed Renewal of Claims Administrator

Armando De Avila - Risk Management, presented TMP-7597 regarding the Authorization to Approve the Proposed Renewal of Claims Adjustor. A brief discussion was held.

Award of Contract for the Authorization for Comprehensive Benefit Consulting/Broker Services to Gallagher Benefit Services in the amount of $76,000

Mr. De Avila presented TMP-7630, regarding the Award of Contract for the Authorization for Comprehensive Benefit Consulting/Broker Services to Gallagher Benefit Services in the amount of $76,000. A brief discussion was held.

Ordinance Amending the 2024 Annual Budget for the City of Joliet

Kevin Sing - Director of Finance, presented TMP- 7633 regarding the Ordinance Amending the 2024 Annual Budget for the City of Joliet. A brief discussion was held.

Resolution Authorizing Certain Employees for the City of Joliet to sign Checks, Vouchers and Warrants to the Disbursement of City Funds

Mr. Sing presented TMP-7634, the Resolution Authorizing Certain Employees for the City of Joliet to sign Checks, Vouchers and Warrants to the Disbursement of City Funds. No further discussion was held.

Resolution Authorizing the City Manager to Accept Grant Funds Under Title XX of the Social Security Act

Mr. Sing presented TMP-7639, for the Resolution Authorizing the City Manager to Accept Grant Funds under Title XX of the Social Security Act. A brief discussion for clarity was held.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to approve TMP files: 7597, 7630, 7633, 7634 and 7639, to go before full council for approval.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Reardon

REPORTS:

Mr. Sing gave an overview of TMP- 7586 for the Monthly Financial Report, Invoice Exceptions and the Quarterly Report for the Railto Square Theatre. A brief discussion was held.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri Reardon, to approve TMP-7586, for the Monthly Financial Report.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Reardon

Mr. Sing briefly discussed TMP-7587 for the Travel Expense Report.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri Reardon, to approve TMP-7587, for the Travel Expense Report.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Reardon

Mr. De Avila presented TMP- 7588 regarding the August Personnel Summary Report, regarding employment positions currently open within the City of Joliet and the Local 440 Union. A brief discussion was held.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri Reardon, to approve TMP-7588, for the Personnel Summary Report.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Reardon

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION:

Mr. Sing briefly discussed the timeline on the update of the proposed budget, due to the incoming new city clerk.
