Village of Channahon Board of Trustees met July 1.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6: 15 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, Scaggs and Slocum present.

Also present were Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Assistant Director of Public Works Kevin Fricke, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed .to Ii.ave given his/her consent to the recording of their likeness and speech. This meeting is being 1·ecorded,

Trustee Greco made a motion to approve the consent agenda as read. Seconded by Trustee Perinar.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Consider Approval - Appointment of Hayden Minor for the Arts and Culture Commission, for a 3-year term (24-27)

Trustee Slocum made a motion to approve the Appointment of Hayden Minor for the Arts and Culture Commission, for a 3-year term (24-27). Seconded by Trustee Host.

ROLL CALL 

AYES: Greco, Host, Perinar, Scaggs and Slocum.

NAYS: NONE 

MOTION CARRIED

VP Moorman Schumacher stated that she would call Hayden Minor, after the meeting and let him know that he has officially been appointed to the commission.

Consider Approval - Resolution Supporting Dresden Clean Energy Center License Renewal

Trustee Slocum made a motion to approve a Resolution Supporting Dresden Clean Energy Center License Renewal. Seconded by Trustee Scaggs.

Proclamation - Honoring Ronald Lehman on the Occasion of his 90th Birthday VP Moorman Schumacher stated that last weekend she had the honor of attending one of our original trustees when the Village was incorporated, Ron Lehman, 90th birthday party at the United Methodist Church. She read the Proclamation into the record. She had the pleasure of presenting this Proclamation to Ron Lehman at his birthday party. •

VP Moorman Schumacher stated that Attorney Silverman, Bryan Wellner, Trustee Perinar, Durkin, Petrick and Sergeant Blough had a preliminary meethtg with CN and toured their facility in Homewood. Attorney Silverman is putting together an outline of an annexation and development agreement so that we can work on further negotiations. This past Saturday, she attended the ribbon cutting of the Dora Schoomnaker exhibit at the Grundy County Historical Museum in Morris. If you have not been there, it is a very cool museum. Dora was a resident of Channahon, graduated from school here, became a school teacher in Morris and then in 187 4 she traveled to Japan to become the first woman Methodist Missionary and started a girl's school over there. There were some folks from Japan, where the school is, who came out for the ribbon cutting. Dora Schoomnaker is a very big deal in Japan, they even have bronze plaque of her outside the school. It was incredible to hear them talk about her and how much they love her. She also stated that the history museum is very cool, so if you haven't been there, please go. She further stated that it is on Illinois Street, past Calhoun in Morris, along the I&M Canal. If you are walking the trail, you see the backside of it.

Trustee Host stated that they have a very active theater group. If you are ever looking to raise funds for them, they have a Christmas tree and various Christmas things that you can bid on.

VP Moorman Schumacher stated that they are expanding and just bought another part of the building. It is actually a really interesting museum and she had not been there before, so if you get a chance to stop by there, please do.

B. VILLAGE ADMINISTRATOR

VP Moorman Schumacher stated that there were no formal items.

C. COMMUNITY DEVELOPMENT & INFORMATION

Consider Approval - Village Welcome Signs

Petrick stated as there is a cost savings of $2,000 to do two signs, after discussion with the finance director it is recommended by staff that the board approve the installation of two signs together located on Ridge Rd. and Ford Rd. at a total cost of $48,000, including all fabrication and installation. There was $40,000 placed in this year's budget. This cost does not include ComEd electric service, which is outside of the scope of work provided by Midwest Signworks.

In talking with Public Works, a significant amount of that work can be accomplished with our public works crew. There will be a part that we need a licensed electrician involved but we don't have quotes on that yet. Until the Board approves, we don't know how many or where they will be. There will be a little bit of extra cost for that, but he doesn't think it will be significant.

Trustee Scaggs made a motion to approve the Village Welcome Signs. Seconded by Trustee Slocum.

Reminder - Planning and Zoning Commission Regular Meeting, Monday, July 8, 2024 at the Channahon Municipal Building at 6:00 p.m.

Petrick stated that this,PZC will be canceled again. There is one site plan been completed, so we are putting it off another. month. He will be leaving on vacation on Wednesday morning and returning to work the .day of the next Board Meeting. Also, the GEDC is looking for a new Business Director, if anyone knows anyone who is looking for that type of position.

D. FINANCE DEPARTMENT

Wagonblott stated that she had no fomial items.

E. POLICE DEPARTMENT

Bogart stated he had no formal items.

F. PUBLIC WORKS DEPARTMENT

Consider Approval- 2024 MFT Road Maintenance Project Change Order 1 Trustee Perinar made a motion to approve the 2024 MFT Road Maintenance Project Change Order 1. Seconded by Trustee Host.

G. VILLAGE ATTORNEY

Village Attorney David Silverman stated that he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Greco stated the State Legislature has adjourned for the session and they won't be back in session until November 12th. There is not a lot going on down there, so no surprises.

VP Moorman Schumacher asked when the portable DMV is coming.

Petrick stated the portable DMV is coming August 8th.

Trustee Host stated that the police department is still accepting applications for the position of patrol officer. This is in anticipation of our current hiring pool expiring in August.

As of this morning, there were 66 applicants and the application window closes on July 12th. The number of applications received to this point is encouraging and we anticipate it to grow substantially as we approach the cut-off date. She congratulated Officers Nelli and Kirkolis on becoming certified bicycle officers. These two officers will be out on the paths and parkways. With this addition, residents will see an increase in bicycle patrols throughout the Village.

VP Moorman Schumacher asked about the golf carts.

Bogart stated that since the last meeting we have received no complaints regarding golf carts. We have made a few stops and all of them have been for unregistered golf carts with the Village. There were no other violations noted, with the exception of a seat belt on one of them. Two of the three have been registered with the Village since then. He further stated that the current total of registered vehicles is up to 62.

Trustee Scaggs made a motion to open Executive Session at 6:30 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Host.

NAYS: NONE

MOTION CARRIED

Trustee Perinar made a motion to close Executive Session at 6:48 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Greco.
