Village of Manhattan Board of Trustees met June 18.

Here are the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, June 18, 2024.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

ROLL CALL:

Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye, Adrieansen aye (7 ayes, 0 nays, 0 absent). Also present are Lewis, Nelson, Gehrke, Wold, Doyle, Tyk, Pintar, and Attorney Taylor.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Village Clerk Lewis Swears-In Full-Time Police Officer, Gerald Causer.

PUBLIC COMMENT:

None.

CONSENT AGENDA:

Mayor Adrieansen informs the Village Board that the June 4, 2024, Village Board Meeting minutes under the Consent Agenda has a typo for the salary of Jeff Wold and recommend a motion to approve the correction from $1465,000.00 to $146,000.00.

Adamski Motion to Approve the Consent Agenda which consists of the June 4, 2024, Village Board Meeting Minutes, with correction to Jeff Wold’s Salary from $1465,000.00 to $146,000.00; and Approval of June 4, 2024, Bills List. Young Second. Roll Call: Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is a Resolution Authorizing the Execution of an Intergovernmental Agreement with the Manhattan Township Road District for the Transfer of a Portion of Baker Road. This is the section of Baker Road from US Route 52 headed east and approximately 1,500 feet. The Township Road District will be responsible for the repair of the bridge and resurfacing before, after and including the bridge. After that the Village will maintain the road. The agreement states that the road will be turned over in its existing condition or better. Mayor Adrieansen provides the Village Board with a map as a reference.

Adamski is concerned with the condition of the road east of the bridge. Adamski suggests that in 2025 when the bridge is being repaired and the road will be closed for those repairs, that the Village resurfaces that section of the road.

Doyle asks if the bridge will be wider?

Public Works Superintendent Tyk states that he has not seen the plans yet.

Young expresses his concerns about the condition of the road. Young wants to know why we can’t wait until the bridge is repaired and then take over the road. Investigate the condition of the road before we take it over. Young has a problem with not fixing taxpayer roads first. Now we are taking money from roads of our taxpayers to fix roads for people that do not live in the Village limits.

Beemsterboer says that the urgency is that we could lose the grant.

Adamski asks Attorney Taylor under the IGA it talks about the existing condition of the road. If in a year or two from now, if we have our experts go out there and we do not like the condition of the road can we say no?

Attorney Taylor states that the Village can object however if the condition of the road lines up with the pictures it does not contemplate the road not having a base.

Mayor Adrieansen states that the Manhattan Township Road Commissioner is on record at the last Village Board meeting stating that he will turn the road over in good condition and will fix any issues.

Beemsterboer Motion to Approve a Resolution Authorizing the Execution of an Intergovernmental Agreement with the Manhattan Township Road District for the Transfer of a Portion of Baker Road. Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Amending Title 8, Chapter 4, Article B-8 (Lawn Sprinkling Restrictions). This Ordinance amendment is to clean up language to match the signs posted at each subdivision entrance. Between the dates of May 15 and September 15 sprinkling restrictions will be limited to even numbered side of the street on even numbered days and odd numbered side of the street on odd numbered days during the hours of 4:00 A.M. to 11:00 A.M. or 7:00 P.M. to 11:00 P.M.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving an Engineering Agreement with HR Green for the Trask Street Drainage Project. This is for phase 1 of the Trask Street Drainage Project which consists of a new pipe under the Wauponsee Glacial Trail and ditch work by Sharp and Cochran and the pond in Leighlinbridge. The total cost of engineering services is $78,270.00.

Beemsterboer Motion to Approve a Resolution Approving an Engineering Agreement with HR Green for the Trask Street Drainage Project in the Amount of $78,270.00. Neighbors Second. Roll Call: Beemsterboer aye, Adamski aye, Doyle aye, Neighbors aye, Young aye, Dilling aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Dilling leaves Regular Session at 6:37 P.M.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Amending Title 2 (Business Regulations), Chapter 3 (Liquor Control Regulations), Section 2-3-10 (number of Licenses Issued and Automatic License Reduction) of the Manhattan Village Code of Ordinances (SOKA Japanese Hibachi and Sushi). This is for a Class G Liquor License for the SOKA Japanese Hibachi and Sushi restaurant that will open in the former Kat’s Café location.

Beemsterboer asks if they can serve alcohol before opening.

Mayor Adrieansen states no.

Beemsterboer asks how Arrowhead Smoke Works was able to sell alcohol at the car show.

Mayor Adrieansen informs Beemsterboer that Arrowhead has been issued their liquor license which has a beer garden license attached to it.

A discussion takes place whether that is allowed and in the future Arrowhead should apply for a Special Event Liquor License since his establishment is not officially open yet.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Creating Authorizing Signatures to Disburse Funds of the Village of Manhattan. This resolution will add the Village Administrator, Jeff Wold, as an authorized signer to disburse funds from Village accounts.

Mayor Adrieansen informs the Board of Trustees that the last item on the agenda is a Discussion about Arrowhead Smoke Works and the proposal to place a container in the back of the building at 195 S. State Street to house a smoker. The Village Board has in front of them pictures of what the proposed container could look like.

The Village Board discusses the aesthetics of the container and would like to see a more improved look before deciding to allow it.

Beemsterboer expresses his dislike for the container and is completely against the idea.

The owner of Arrowhead Smoke Works Mike Bacon agrees to go back to the drawing board and produce a better concept but asks the Village Board to provide him with some alternatives if the container is not what they want overall.

FROM VILLAGE OFFICIALS

Neighbors wants to remind everyone of the upcoming open house for the new Manhattan Junior High School on July 30th at 1:00 P.M.

Adamski comments on the great events in town that happened over the last week, the Cruise Night, Bike with a Cop event, and the Manhattan Kart Cruise.

Village Clerk Lewis Announcements:

➢ IML Registration is open. The Chicago conference runs from September 19-21.

➢ Manhattan Park District is having their first Sip of Summer on Wednesday, June 19th. The classic rock band playing is Strung Out and the music starts at 7:00 P.M.

➢ Reminder of the ribbon cutting for the Mental Wellness Center of Manhattan takes place on Saturday, June 22nd at 5:00 P.M.

REPORTS FROM VILLAGE STAFF

Monthly Reports for May 2024 in the Board Packet are presented to the Village Board for Finance, Police, EMA, Public Works, Village Engineer, and Building and Development.

Village Administrator Wold informs the Village Board that for the next meeting he will be presenting an Ordinance to change the speed limit on Baker Road to 35 MPH.

Community Development Director Nelson informs the Village Board that final grading in Stonegate for the Park site is complete. Seeding will be done in the next week or so.

Public Works Superintendent Tyk lets the Village Board know that an email went out with examples of Christmas decorations please look that over and get back to Becky with your thoughts.

Finance director Gehrke informs the ERP System conversion is on track and the go live date is August 5th.

Police Chief Gulli would like to thank everyone for the donations to the Bike with a Cop event. It was a well-attended event and raffled off some great prizes. Through another donation the police department will be receiving equipment from Pepper Ball that can be used on streets and the officers will be receiving specialized training.

EMA Director Doyle states that the Cruise Night, Bike with a Cop, and Golf Cart parade this past weekend went well.

Dilling would like to acknowledge EMA Director Doyle and his team for their help with the gold cart parade. They did an excellent job.
