Village of Manhattan Board of Trustees met May 7.

Here are the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, May 7, 2024.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

ROLL CALL:

Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye, Adrieansen aye (7 ayes, 0 nays, 0 absent). Also present are Lewis, Gehrke, Tyk, Pintar, Doyle, and Attorney Taylor.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Village Clerk Lewis Swears In Full-Time Police Officer, Bryan Diaz.

Mayor Adrieansen presents Karleen Kendall with a plaque honoring her 17 years of service to the Manhattan Police Pension Fund from 2007-2024.

PUBLIC COMMENT:

Resident, Erica Aultz, states that she was inspired to speak in respect to the comments on the Manhappenin’s Facebook page regarding Arrowhead Smoke Works building. Aultz informs the Village Board that the business owner had commented on Facebook that no one attended the Planning and Zoning Commission meeting to express concerns about the appearance of the building. Aultz assumes there were schematics presented to the Planning & Zoning Commission. Aultz suggests that board packets for the Planning and Zoning Commission meetings be put on the website for the public to view.

CONSENT AGENDA:

Doyle Motion to Approve the Consent Agenda which consists of the April 16, 2024, Village Board Meeting Minutes; Approval of May 7, 2024, Bills List; and Authorization to Reschedule the Village Board Meeting from Tuesday, May 21, 2024, to Thursday, May 23, 2024. Adamski Second. Roll Call: Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is a Resolution Authorizing the Village of Manhattan, Will County, Illinois to Enter into an Intergovernmental Jurisdictional Boundary Line Agreement with the Village of Frankfort, Will County, Illinois. This item was tabled at the last meeting for clarification on a section of the agreement. The issue has since been cleared up.

Young Motion to Approve a Resolution Authorizing the Village of Manhattan, Will County, Illinois to Enter into an Intergovernmental Jurisdictional Boundary Line Agreement with the Village of Frankfort, Will County, Illinois. Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Granting a Special Use Permit for a Comprehensive Sign Plan for Certain Property Located Within the Corporate Boundaries of the Village of Manhattan, Will County, Illinois (Arrowhead Smoke Works – 195 South State Street). Arrowhead Smoke Works is proposing to paint a mural on the north side of the building that will include “Welcome to Manhattan” the business logo and the business name.

Young Motion to Approve an Ordinance Granting a Special Use Permit for a Comprehensive Sign Plan for Certain Property Located Within the Corporate Boundaries of the Village of Manhattan, Will County, Illinois (Arrowhead Smoke Works – 195 South State Street). Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving a Final Plat of Subdivision for the Burch Subdivision. The Village previously objected to the rezoning of the site; however, the County Board approved the project despite the Village’s objection. Now that the final plat is set to be recorded, the Village must take action on the plat to ensure that the plat is following the Village’s Subdivision Ordinance because it is within 1.5 miles of the Village boundaries. It is roughly 6 acres that will be subdivided into three lots at the NE corner of Kankakee Street and Smith Road.

Dilling Motion to Approve a Resolution Approving a Final Plat of Subdivision for the Burch Subdivision. Neighbors Second. Roll Call: Beemsterboer aye, Adamski aye, Doyle aye, Neighbors aye, Young aye, Dilling aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Accepting a Grant of Permanent Public Easement and Temporary Construction Easement (Well 7 Watermain Loop). As part of the well 7 rehabilitation project, the Village is looking to loop a watermain from the existing well site up to Manhattan-Monee Road. The loop requires a plat of easement on the Fritz Farm which is immediately east to the well site.

Beemsterboer Motion to Approve a Resolution Accepting a Grant of Permanent Public Easement and Temporary Construction Easement (Well 7 Watermain Loop). Doyle Second. Roll Call: Adamski aye, Doyle aye, Neighbors aye, Young aye, Dilling aye, Beemsterboer aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is a Resolution Approving Bid for Completion of Tar & Chip on Cherry Hill Road. A-1 Grading will prepare the road for tar and chip by adding gravel, grindings and grading the road for a cost of $35,940.00. The tar & chip will be done by Steffens 3-D Construction for a cost of $46,796.20. The Manhattan Township will be giving the Village over 600 tons of grindings which lowered A-1 Grindings price by $11,000.00. The Village sent out letters to the homeowners about this project and did not hear back from anyone.

Beemsterboer Motion to Approve a Resolution Approving Bid for Completion of Tar & Chip on Cherry Hill Road. A-1 Grading to Prepare the Road at a Cost of $35,940.00 and Steffens 3-D Construction to Tar & Chip the Road at a cost of $46,796.20. Adamski Second. Roll Call: Doyle aye, Neighbors aye, Young aye, Dilling aye, Beemsterboer aye, Adamski aye (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is the Roster for 2024 Summer Mowing Crew for the Public Works Department. Clarence Huizenga, Al Vlach, Bart Gilliam, Caleb Ludwig, Marc Thrash, and Scott Brown at a rate of $17.00 per hour.

Neighbors asks how the job was advertised.

Public Works Superintendent Tyk informs Neighbors that the job was advertised on the Village website, in the Manhattan Messenger newsletter, and on Facebook.

Neighbors Motion to Approve the Authorization to Hire Summer Mowing Crew for the Public Works Department: Clarence Huizenga, Al Vlach, Bart Gilliam, Caleb Ludwig, Marc Thrash, and Scott Brown at a Rate of $17.00 Per Hour. Doyle Second. Roll Call: Neighbors aye, Young aye, Dilling nay, Beemsterboer aye, Adamski aye, Doyle aye (5 ayes, 1 nay, 0 absent, 0 abstain) Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Amending Title 10 (Motor Vehicles and Traffic), Chapter 6 (Vehicle Seizure and Impoundment), Section 10-6-1 (Nuisance Declared) of the Manhattan Village Code of Ordinances. Our current tow impound ordinance does not include towing and impounding a vehicle in which the driver was never issued a driver’s license or if the driver’s license is expired more than one year. Illinois State Statue permits home rule communities to tow and impound vehicles for these violations. The tow impound fee is $500.00 per vehicle.

Dilling asks Commander Holford how often the police department runs into this issue. Commander Holford explains that with the migrant situation they are starting to see it more often.

Mayor Adrieansen informs the Board of Trustees that the next item on the agenda is an Ordinance Amending Title 2 (Business Regulations), Chapter 3 (Liquor Control Regulations), Section 2-3-10 (Number of Licenses Issued and Automatic License Reduction) of the Manhattan Village Code of Ordinances (Arrowhead Smoke Works). Arrowhead Smoke Works has requested the issuance of a Class F license for a restaurant without a bar. They will serve craft beer but will not have a bar to sit at inside the establishment.

FROM VILLAGE OFFICIALS

Mayor Adrieansen informs the Village Board that the JULIE has been called in for the lights on Route 52 so it should not be long before the lights will be on.

Adamski attended the Cycle Showcase at Manhattan Junior High School in April. The program highlighted arts, computer, Spanish, and STEM. The exhibit was impressive. Adamski wants to let everyone know that there are a lot of summer events planned and to be sure to check them out. The American Legion will be holding a ceremony for the Hometown Heroes banners on Sunday, May 26th at 1:00 PM. Adamski would like to welcome Officer Diaz.

Beemsterboer would like to thank Karleen Kendall for her 17 years of service to the Police Pension Fund. Beemsterboer states that Kendall has been a great asset to the Village and has helped him so much through the years.

Adamski asks what the ordinance is for solicitors going door to door. Adamski has recently dealt with a very persistent salesperson and didn’t agree with his tactics. He is concerned about residents that may have to deal with the same issue.

Village Clerk Lewis informs the Village Board that all solicitors must apply for a solicitor’s license. There is a $50 application fee that covers the cost of the fingerprinting and background check. Once the background check is completed, the solicitor must then supply the Village with a $1,00000 surety bond and pay another $50 fee for the license. The solicitor is issued a license that is valid for 14 consecutive days and must keep the license on them when selling door to door.

Adamski asks if the staff can put something in the next newsletter about solicitors. Village Clerk Lewis will prepare an article on solicitor licenses for the summer edition of the newsletter. Dilling would like to thank Karleen Kendall for her service.

Young welcomes Officer Diaz to the Manhattan Police Department.

Neighbors asks Mayor Adrieansen where the Village is at with forming the Citizen Advisory Committee.

Mayor Adrieansen states that he is working on creating some type of citizen committee. It can’t be another board. It would be more of a group that is tasked with giving feedback on certain topics.

Neighbors wants to wish everyone a Happy Mother’s Day.

Village Clerk Lewis informs the Village Board that the Touch-A-Truck is scheduled for Saturday, May 11th from 11:00 A.M. – 1:00 P.M. This year we have about 10 more vehicles registered and is looking to be the biggest event yet. There will be Drew’s Dogs and the Creamery selling food, face painters, and a balloon twister.

Village Clerk Lewis announces that Monday, May 13th is the Village Spring Clean Up Day. Residents can place additional bulk items at the curb with the regular garbage pick-up.

REPORTS FROM VILLAGE STAFF

Public Works Superintendent Tyk informs the Village Board that at the next Village Board meeting he will be bringing the agreement for the lots in Leighlinbridge so we can get the Trask Street project started.

Finance Director Gehrke

Commander Holford informs Adamski that he will post something on the Police Department Facebook page about solicitors as well. The police department appreciates calls from the public regarding solicitors that are not licensed. Officers in the field can stop and investigate what they are doing. Commander Holford would like to thank Karleen Kendall for her service to the Police Pension Fund.

EMA Director Doyle is looking forward to the Touch-A-Truck. Doyle thanks Karleen Kendall for her service and help over the years.
