Village of Frankfort Board of Trustees met May 6.

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, May 6, 2024, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Plan Commission Report Summary

1. CV, LLC Special Use Permit for Automobile Sales: 9416 Gulfstream Road, Suite

2 - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3452) GRANTING A SPECIAL USE PERMIT FOR AUTOMOBILE SALES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (CV, LLC - 9416 GULFSTREAM ROAD, SUITE 2), to permit the operation of CV, LLC, in accordance with the reviewed plans, public testimony, and Findings of Fact, and subject to the conditions as enumerated in Section 1 of the Ordinance.

2. EquipmentShare.com, Inc. Special Use Permit for Large Equipment Rental, Sales, and Service and Special Use Permit for Outdoor Storage: 9194 Gulfstream Road - Ordinance (Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3453) GRANTING A SPECIAL USE PERMIT FOR LARGE EQUIPMENT RENTAL, SALES, AND SERVICE AND A SPECIAL USE PERMIT FOR OUTDOOR STORAGE TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (EQUIPMENTSHARE.COM, INC. - 9194 GULFSTREAM ROAD), to permit the operation of EquipmentShare.com, Inc., in accordance with the reviewed plans, public testimony, and Findings of Fact, and subject to the conditions as enumerated in Section 1 of the Ordinance.

D. Approval and Release of Certain Closed Session Meeting Minutes and Destruction of Verbatim Records - Resolution

Adopt A RESOLUTION (NO. 24-12) APPROVING AND RELEASING CERTAIN CLOSED SESSION MEETING MINUTES AND AUTHORIZING THE DESTRUCTION OF VERBATIM RECORDS OF CERTAIN CLOSED SESSION MEETINGS OF THE BOARD OF TRUSTEES OF THE VILLAGE OF FRANKFORT.

Trustee Savaria moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Borrelli, Petrow, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle requested a motion from the floor to approve a Proclamation declaring May 2024 as Motorcycle Awareness Month in the Village of Frankfort.

Trustee Borrelli made a motion, seconded by Trustee Rossi, declaring May 2024 as Motorcycle Awareness Month in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.

Mayor Ogle presented a proclamation to Daisy Perez, A.B.A.T.E. South Suburban Chapter President, in recognition of Motorcycle Awareness Month in the Village of Frankfort.

• Mayor Ogle reported the Village of Frankfort garnered a Certificate of Achievement for Excellence in Financial Reporting by GFOA (Government Finance Officers Association of the United States) for its annual comprehensive financial report for the fiscal year ended April 30, 2023. The Village has received the award consecutively since 1989.

• Mayor Ogle invited the public to join Frankfort Township Assessor, Joe Kral, for a property tax informational session on Tuesday, May 7, at 6:30 p.m. at the Village Administration Building, 432 W. Nebraska Street.

• Mayor Ogle reported National Police Week is May 12-18, 2024. He expressed his gratitude to the law enforcement officers in our community and across the nation.

• Mayor Ogle congratulated Officer Mineo on being appointed as the new District Resource Officer (DRO) for Frankfort School District 157-C for the 2024-2025 school year. He extended his appreciation to Officer Riff for his commendable service as the DRO over the past four years, noting his commitment to the students, faculty, and community.

• Mayor Ogle encouraged the public to join the Frankfort Police Department for the annual Cop on a Rooftop event on Friday, May 17, from 5:00 a.m. to Noon, at the Frankfort Dunkin' location, 20551 S. LaGrange Road. All proceeds will benefit the athletes of Special Olympics Illinois.

• Mayor Ogle announced in collaboration with the Workforce Center of Will County, the Village will serve as a hosting site for a kiosk. This kiosk will allow residents of Will County to directly access the local workforce system and its full array of training and employment services using technology.

• Mayor Ogle reported the Village's Kickoff to Summer Celebration event is scheduled for Sunday, June 2. The free, community-wide, all-day celebration will kick off with the opening of the summer Frankfort Country Market and the annual Community Showcase, sponsored by the Frankfort Chamber of Commerce. The event will feature family-friendly games, entertainment, live music, and much more.

• Mayor Ogle observed that May marks Mental Health Awareness Month, servmg as an opportunity to heighten awareness surrounding mental health.

BOARD COMMENTS

Clerk Schubert reported the Committee of the Whole meeting scheduled for Wednesday, May 8, 2024, has been cancelled. The next Village Board meeting is Monday, May 20, at 7:00 p.m. at the Village Hall, noting the dress code will change to business casual attire in June.

The Village Board commended Finance Director Jenni Booth and staff for once again attaining a GFOA Certificate of Achievement for Excellence in Financial Reporting. Public Works crews were also acknowledged for their work in rebuilding the bridge rails on Wolf Road over Jackson Creek and the planting of parkway trees. Members welcomed CV, LLC and EquipmentShare.com, Inc. to Frankfort as well as five other new businesses who received licenses in April. Congratulations were offered to Officer Mineo on his appointment as the new DRO, and Officer Riff was recognized for his dedicated service as DRO over the past four years.

The public was encouraged to participate in the upcoming Cop on the Rooftop fundraiser on Friday, May 17, and the Kickoff to Summer Celebration event on June 2. Warm wishes were extended for Mother's Day, and students were wished a safe and enjoyable prom. Heartfelt condolences were expressed to Trustee Petrow on the passing of her grandmother, a longstanding resident of Frankfort. Trustee Petrow thanked everyone for the outpouring of support with the loss of her grandmother.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

Resident Paul DiCosola commented on the informational open house held on Wednesday, May 1, regarding the recently completed Historic Buildings survey and the importance of historic preservation efforts taking place in the Village, including the work of the Historic Preservation Commission.

ADJOURNMENT

Hearing no further business, Trustee Borrelli moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, May 6, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7 :22 P .M.
