Village of Channahon Board of Trustees met Jan. 15.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:17 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silvennan and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

POLICE DEPARTMENT

Consider Approval - Appointment of Sergeant to Deputy Chief

Chief Bogart stated currently there is a vacancy for a Deputy Chief of Patrol Operations. This position is filled by appointment by the Chief of Police. Sergeant Brooks has served many roles within our agency, including several years as a Patrol Officer and most recently leading our Investigations Bureau. Matt's ability to manage complex systems while engaging the public in a positive and proactive manner malces him an excellent candidate for this position. Sergeant Brooks has twice received Officer of the Year, and last year graduated from the Northwestern School of Police Staff and Command, a course focused on professionalism and strong curriculum geared toward police administration. Sergeant Brooks has been with the Channahon Police Department for nearly 16 years and is a Veteran of the United States Navy. Upon appointment, Brooks will leave the Operating Engineers Local 150 Union, and be a salaried employee. The net effect of the proposed appointment does not require a budgetary adjustment.

Trustee Host made a motion to approve the Appointment of Sergeant Brooks to Deputy Chief. Seconded by Trustee Perinar.

VP Moorman Schumacher gave the Oath of Office to Deputy Chief Matt Brooks.

DC Brooks stated he is not good at self-praise and he stands here tonight truly humbled and grateful for the opportunity to serve as Deputy Chief. If it wasn't for his family, co-workers and the Village Board with your trust, none of it would be possible. He thanked his wife, for her strength and selflessness are truly the foundation of his success without that none of this would be possible. To his co-workers, you are the ones that deserve all of the praise, all of the camaraderie and collaboration throughout the years.

VP Moorman Schumacher stated just to piggyback on something DC Brooks said it is a testament to this Police Department and the folks in it with how many Channahon Police Department Officers are present this evening.

Consider Approval - Promotion of Officer to Rank of Sergeant

Dan Hoppe stated that he comes to the Village Board tonight on behalf of the Channahon Police Commission to recommend a promotion of Officer Andrew McClellan to the Rank of Sergeant. Officer McClellan has successfully completed the promotional process consisting of a written examination and an oral interview administered by the Police Commission. Based on his score, combined with his departmental merit and efficiency rating, Officer McClellan is currently the highest ranked candidate remaining on the Sergeant eligibility list. Officer McClellan is a 17-year veteran of the Channahon Police Department and over those years he has served as a Patrol Officer, Detective, Property Custodian and a valued member of the Will Grundy Major Task Force, where he was recently appointed as a Division Commander of the Crime Scene Investigation Division. With the approval of the Village Board, he would request that VP Moorman Schumacher administer the Oath of Office to Officer Andrew McClellan promoting him to the Rank of Sergeant.

Chief Bogart stated that it is a very good recommendation from the Police Commission and he is looking forward to the Board's vote.

Trustee Host made a motion to approve the Promotion of Officer to Rank of Sergeant, Andrew McClellan. Seconded by Trustee Perinar.

VP Moorman Schumacher gave the Oath of Office to Sergeant Andrew McClellan.

Sergeant McClellan thanked VP Moorman Schumacher and the Village Board and he appreciates the support. To Chief Bogart, DC Brooks, DC Gunty and the other admins you have always had his back and he greatly appreciates it. To the officers that are here, some he has worked with for many, many years and some for just a few years, he wouldn't be here now if it wasn't for the officers working with him. Channahon is a big family and he loves working here. He's been here 17 years and doesn't see himself anywhere else. He thanked his wife, Dawn and his awesome, amazing daughters and thank you for allowing him to sleep when he needs to. He also thanked his family and friends that are here tonight.

CITIZEN/SPECIAL REQUESTS/PUBLIC HEARING

A. Public Hearing- Well 7 Wellhouse and Transmission Main Project using SRF Funding Trustee Perinarmade a motion to open the Public Hearing at 6:31 p.m. for Well 7 Wellhouse and Transmission Main Project using SRF Funding. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

Dolezal stated that we are proposing to construct a wellhouse for Well 7, the transmission main, and replace the supervisory control data, acquisition systems, wellhouse approved installation for pump, motor and adapter and all other items. The draw water transmission main will consists of approximately 6,000 feet of 12" main. The location of the wellhouse of Well 7 is about 800 feet north of the existing waste water treatment plant. The transmission main will be constructed from well 7 to the well 6 water treatment plant that is up on McKinley Woods Road. SCAD A improvements will be done in existing water facilities system wide. We are proposing to fund the project cost with a loan from the IEPA Public Water Supply Program or SRF and the purpose of this public hearing is to fulfill the requirement. The $6,719,990 loan with an estimated interest rate of 1.18% for a 20-year period, would result in a repayment of$400,727. We have a comment period of 10 days, which will occur after this public hearing. Comments may be submitted to the loan applicant or the IEP A. This information is available at the front counter and we had previously advertised that the availability of our project summary and preliminary environmental impact determination would be available prior to this meeting.

Trustee Greco made a motion to close the Public Hearing at 6:34 p.m. for Well 7 Wellhouse and Transmission Main Project using SRF Funding. Seconded by Trustee Perinar.

PUBLIC COMMENT

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher stated Kevin Fricke told her today that he has been working on the rain barrel program so hopefully by spring we will have that. Upcycle Products supplies the rain barrel program for the County and they are located right here in Channahon. WCGL Lobby Day is April 10th and if anyone is interested in going to Springfield, please let Leti know. This past Wednesday we were at the Fire Station for Basic Incident Command training. She along with the Village Administrator, the Department Heads, Sydney, Chief Bogart and the Deputy Chiefs were there and it was an overview and refresher on Incident Command. You have probably heard, there was a house fire over the weekend. Kudos to the Fire Department, Police Department and our EMA. With the wind, there were multiple rekindles. It has been talked about previously that a on the Southwest Frontage Road, which had been empty for several years, was purchased. We met with them this morning and told them to move the semis because that wasn't allowed. Their plan is to detail smaller vehicles and they are supposed to have a site plan to us by the end of January. Several tickets and fines have been issued but the owner was told we would hold onto the tickets contingent on receiving the site plan. Talking to Wagonblott about the 5-year Capital Plan, Heather is going to bring that up at our February 5th meeting for first read. They thought maybe it would be prudent to have a Special Meeting just to discuss the 5-year Capital Plan, between the February 5th meeting and the February 18th meeting. She is looking at February 13th or February 15th for a Special Meeting.

B. VILLAGE ADMINISTRATOR

Discussion- Statistical Monthly Report - December 202:I

Durkin stated that the monthly report was attached if there were any questions. If any board members are interest in attending the WCGL Lobby Day, please let Leti know as soon as possible. There are room blocks set aside so we need to get those in as quickly as we can.

VP Moorman Schumacher stated that we have a project out west between McLindon and Brisbin, known as the CN Project. As the board knows, we have a standing meeting with other regional partners. This past Wednesday, she is very happy to see that there is so much interest in this and that we are all on the same page. We had 30 attendees, including Grundy County Board representation, Grundy Highway Department, Village of Minooka, Minooka Fire, Channahon Police Department, Channahon EMA, GEDC, Senators Rezin and Bennett, Senator Durbin's office and Representatives Davis and Bunting. All of the legislators that have that area were here for that meeting. We did get comments from IDOT, when they went over the traffic study that CN provided and IDOT's comments were very similar to ours. IDOT is on the same page as the rest ofus are and that is really good to hear. IDOT - District 3 will be invited moving forward. We are bringing in all the interested parties because this is going to be a major concern.

Durkin added that we have not received a formal application from CN regarding this project. Discussions have centered around the traffic study. From that standpoint, there is not a whole lot of new information. Traffic study comments were sent to CN and we are anticipating to hear back from them in the very near future.

G. VILLAGE ATTORNEY

Village Attorney David Silverman stated he had no report.

LIASON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Greco stated that we have 8 interviews scheduled for Wednesday and Thursday for the Accounting Clerk and we have some good candidates.

Trustee Perinar stated the Police Department recently completed some shift transfers and some officers that have spent an extended time on night shift and some who have been on days are now working opposite shifts. This provides that the officers at every level to develop their skills and to provide a very different look at our village. Body cameras have been received and over the next weeks/months our officers will begin to implement them at every level. On January 8, retired Chief Casey was presented with and accepted the burial flag during the direct burial service for a United Stated military member laid to rest at Abraham Lincoln National Cemetery. This tradition is for those service members who unfortunately don't have family available to attend their service or who are no longer connected with their family.

Retired Chief Casey stated that it was his honor to do it. This included the names of 50 people, so he is starting his retirement off right.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee Slocum stated if you were wondering how they were going to fit a DQ in there, you can drive around it. Salem Village is closing within two months. They told everyone this weekend that they have to be out within two months.

Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility Trustee Scaggs congratulated Public Works, for their response to two snow events this past week.

Trustee Host stated that the house fire was right down the street from her and it was one of her great neighbors. She witnessed firsthand how we have such great integration of our resources. It was an awful situation and it was handled so well. She is very impressed and grateful that we have these resources in our town.
