Village of New Lenox Board of Trustees met Oct. 23.

Here are the minutes provided by the board:

CALL TO ORDER

The Regular Meeting of the New Lenox Village Board of Trustees was called to order at 7:00p.m. by Mayor Baldermann in the Council Chambers of the New Lenox Village Hall.

PLEDGE OF ALLEGIANCE

ROLL CALL

Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”:

Trustees Wilson, Gugliuzza, Madsen, Christopherson, Smith and Mayor Baldermann

Absent – Trustee Scalise

QUORUM

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

OTHER OFFICIALS IN ATTENDANCE

Also, in attendance were the Village Administrator Kurt Carroll, Village Clerk Laura Zilinskas, Assistant Village Administrator/Community Development Director Robin Ellis, Finance Director Kim Auchstetter and Attorney Chris Spesia.

RECOGNITION – Joseph Awinongya Jr.

Mayor Baldermann, on behalf of the Village Board, presented Joseph Awinongya, Jr. “JoJo” with a proclamation for all of his accomplishments.

SWEARIN IN – Paul Johnson – Police Sergeant

Mayor Baldermann swore in Paul Johnson to the position of Patrol Officer. Congratulations!

CONSENT AGENDA

Motion to approve 6 items on the #23-29 CONSENT AGENDA was made by Trustee Gugliuzza and seconded by Trustee Wilson

A - Minutes of the Regular Meeting – October 9, 2023

B - Ordinance Authorizing the Execution of the 2nd Amendment to the Annexation Agreement – Calistoga Units 2-3 – 2nd Read

C - Ordinance Amending a Special Use for a Final P.U.D. Plat – Calistoga Units 2-3 – 2nd Read

D - Surety Reduction – Hickey Memorial Chapel

E - Raffle License for 2024 – New Lenox Community Park District

F - Raffle License for 2024 – Lincoln Way Special Recreation Association

Upon roll call, the vote was:

AYES: 6 Trustees Smith, Gugliuzza, Wilson, Madsen, Christopherson and Mayor Baldermann

ABSTAIN: 2 Item A – Mayor Baldermann & Trustee Smith

NAYS: 0

ABSENT: 1 Trustee Scalise

The motion carried.

ORDER OF BUSINESS

Consideration for Approval of a Resolution Establishing Criteria for Tax Refund Authorized by Resolution #08-33

Ms. Auchstetter reported this resolution is for a 100% property tax rebate of the Village’s portion of the property tax bill. They are due back to the Village of New Lenox on December 15th.

Motion to approve the resolution was made by Trustee Madsen and seconded by Trustee Smith

Upon roll call, the vote was:

AYES: 6 Trustees Smith, Gugliuzza, Wilson, Madsen, Christopherson and Mayor Baldermann

ABSTAIN: 0

NAYS: 0

ABSENT: 1 Trustee Scalise

Consideration for Approval of a Proposal to Prepare a Concept Design and Site Analysis for the Village’s Sports Park and Field House Mayor Baldermann reported JLG Architects will prepare a concept design and site analysis for the Villages sprots park and field house in the amount of $75,000 plus expenses.

There were no comments or questions from the Village Board.

Motion to approve the proposal was made by Trustee Smith and seconded by Trustee Gugliuzza

Upon roll call, the vote was:

AYES: 6 Trustees Smith, Gugliuzza, Wilson, Madsen, Christopherson and Mayor Baldermann

ABSTAIN: 0

NAYS: 0

ABSENT: 1 Trustee Scalise

Consideration for Approval of a Proposal – Housing Study Ms. Ellis reported this proposal is for Tracy Cross & Associates to conduct a housing study in the amount of $18,250.

There were no comments or questions at this time.

Motion to approve the proposal was made by Trustee Smith and seconded by Trustee Madsen

Upon roll call, the vote was:

AYES: 6 Trustees Smith, Gugliuzza, Wilson, Madsen, Christopherson and Mayor Baldermann

ABSTAIN: 0

NAYS: 0

ABSENT: 1 Trustee Scalise

REPORTS AND COMMUNICATION FROM VILLAGE OFFICIALS MAYOR

Mayor Baldermann took a moment to remember Ruth Colby, CEO of Silver Cross Hospital.

Mayor Baldermann commented on the Scarecrow Stroll in the Commons.

VILLAGE ATTORNEY

No report.

VILLAGE ADMINISTRATOR

Mr. Carroll noted that construction has started at the children’s museum site.

PAYROLL & DISBURSEMENTS

Trustee Madsen made the motion to approve our bi-monthly disbursements in the amount of $425,684.98. In addition to these disbursements, approval is needed for a payroll in the amount of $424,253.78 paid on October 20, 2023.

Trustee Smith seconded the motion.

AYES: 6 Trustees Smith, Gugliuzza, Wilson, Madsen, Christopherson and Mayor Baldermann

ABSTAIN: 0

NAYS: 0

ABSENT: 1 Trustee Scalise

The motion carried.

QUESTIONS AND/OR COMMENTS FROM THE FLOOR

There were no questions or comments from the floor.

TRUSTEE COMMENTS

Trustee Smith

Trustee Smith asked about leaf pick-up in the Village.

Mr. Carroll stated the Public Works Department has been proactively picking up the leaves.

Trustee Smith commented that it’s getting dark earlier so be careful.

Trustee Madsen

Trustee Madsen reported on the upcoming Veteran’s Day event on November 11th.

Trustee Christopherson

Trustee Christopherson commented on the accomplishments of Joseph Awinongya.

Trustee Christopherson congratulated newly sworn in Police Officer Paul Johnson.

Trustee Gugliuzza

Trustee Gugliuzza congratulated newly sworn in Police Officer Paul Johnson. 

Trustee Gugliuzza commented on the accomplishments of Joseph Awinongya.

Trustee Wilson

Trustee Wilson congratulated Joseph Awinongya on all of his successes.

Trustee Scalise

Absent.

EXECUTIVE SESSION

None.

ADJOURNMENT

Motion to adjourn the meeting made by Trustee Smith and seconded by Trustee Christopherson. Upon voice vote, the motion carried. The Regular Meeting of the Village of New Lenox Board of Trustees held on October 23, 2023 adjourned at 7:33pm.
