City of Wilmington City Council met Sept. 19.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Jonathan Mietzner, Leslie Allred, Todd Holmes and Thomas Smith. Absent: Ryan Knight. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Police Chief Adam Zink, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller.

1. Approval of the Regular Meeting Minutes from September 5, 2023

2. Approval of the Accounts Payable Report

12. Approval of the Purchase of a Hach DR3900 Spectrophotometer from USA Bluebook at a Cost of $6,777.42

13. Approval of the Proposal from Seconds Matter Safety Solutions to Replace the Fire Alarms at the Water Reclamation Plant for a Total Cost of $21,100

14. Approval of the Purchase of a Booster Pump from USA Bluebook and the Electrical Installation of the Pump by Clennon Electric for a Total Cost of $10,483.89

15. Approval of the Quote from Mueller Roofing, Inc. to Replace the Roofs at the Water Reclamation Plant for a Total Cost of $48,500

Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the Consent Agenda for the September 19, 2023, City Council meeting as presented

NAYS: 0

ABSENT: 1 Knight

The motion carried.

MAYOR’S REPORT

Alderperson Vice made a motion and Alderperson Allred seconded to approve the Mayoral Appointment of Frank Studer to the Planning & Zoning Commission with Term Expiration of May 2025

Upon roll call, the vote was:

AYES: 7 Vice, Allred, Kirwin, Jeffries, Holmes, Mietzner, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Mayor Dietz administrated the oath of office to Frank Studer

ORDER OF BUSINESS

Alderperson Mietzner made a motion and Alderperson Kirwin seconded to Approve and Authorize the Execution of a Contract with Egret + Ox for the Comprehensive City and Master Parks Plan in An Amount Not to Exceed $150,000

Upon roll call, the vote was:

AYES: 7 Mietzner, Kirwin, Vice, Allred, Jeffries, Holmes, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Alderperson Jeffries made a motion and Alderperson Kirwin seconded to Approve Ordinance No. 23-09-19-02, An Ordinance Amending Provisions of Chapter 112, Section 25 of the City of Wilmington Code of Ordinances Imposing Restrictions on the Number of Liquor Licensed Authorized, specifically a Class D-1 License for A.J.’s Hot Dogs & Gyros

Upon roll call, the vote was:

AYES: 7 Jeffries, Kirwin, Mietzner, Vice, Allred, Holmes, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

The motion carried.

Alderperson Allred made a motion and Alderperson Mietzner seconded to close Executive Session at 7:30 PM
