City of Joliet City Council met Sept. 18.

Here are the minutes provided by the council:

ROLL CALL:

Present: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Cesar Guerrero, Councilwoman Suzanna Ibarra, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon

Absent: Councilman Larry E. Hug

ALSO PRESENT: Interim City Manager Rod Tonelli and Interim Corporation Counsel Todd Greenburg.

PRESENTATIONS:

City Square Design Update

Eva-Marie Trooper, Director of Community Development gave a brief update on the City Square design.

Bill Hutchinson, CivilTech, discussed the cost estimates for the City Square Design and construction costs summary.

A brief discussion was held regarding the City Square project.

Report on Public Works Infrastructure Projects - Greg Ruddy, Director of Public Works

Director of Public Works Greg Ruddy discussed the ongoing infrastructure projects which use capital and motor fuel tax funding.

A brief discussion was held regarding the timeline of the downtown levee and contacting legislators to expedite the process.

2024 Budget Presentation - Kevin Sing, Director of Finance

Director of Finance Kevin Sing discussed the 2024 budget process, budget message, budget highlights, 2024 capital, health insurance fund, worker's compensation fund, five year capital plan, creation of capital funding source, Finance Committee involvement, subsidies, property tax levy, COVID funds, 2024 personnel, and 2024 next steps.

A brief discussion was held regarding the city's reserves of approximately $85 million and long-term healthcare plans.
