Village of Frankfort Board of Trustees met Aug. 21.

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, August 21, 2023, at 7:00 P.M.
ROLL CALL
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Police Chief Leanne Chelepis. Trustee Michael Leddin was absent.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.
A. Approval of Minutes
1. Regular Meeting (August 7, 2023)
B. Approval of Bills - $566,136.89
C. End of Year Transfers - Approval
Approve the 2022/2023 fiscal year-end Village of Frankfort interfund transfers of $10,773,794 from the General Fund to the Capital Development Fund and $8,000,000 from the Utility Operating Fund to the Utility Capital Fund, dated April 30, 2023.
D. Committee of the Whole Report
1. Police Department Replacement Vehicles Purchase Approval - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-24) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND CURRIE MOTORS OF FRANKFORT FOR THE PURCHASE OF FOUR 2023 FORD POLICE INTERCEPTOR UTILITY A WD VEHICLES, at a cost of$45,511.00 each, for a total cost not-to-exceed $182,044.00, which includes the vehicle base price, options, equipment, and installation of emergency equipment.
2. Demolition of Structures Located at 11 N. White Street: Bid Award-Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-25) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND LAGESTEE LAND MANAGEMENT FOR THE DEMOLITION OF THE STRUCTURES AND CLEARING OF THE PROPERTY, located at 11 N. White Street, for a total cost not-to-exceed $20,040.00.
3. Public Works Facility Generator Project: Bid Award- Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-26) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND EXCEL ELECTRIC, INC. FOR THE INSTALLATION OF A GENERATOR AT THE PUBLIC WORKS FACILITY, located at 100 Sangmeister Road, for a total cost not-to-exceed $38,000.00.
4. Hickory Street Parking Lot Resurfacing Project: Bid Award- Resolution
Accept the recommendation of the Committee of the Whole and ADOPT A RESOLUTION (NO. 23-27) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND MCGILL CONSTRUCTION CO., FOR THE RESURFACING OF THE PARKING LOT AT 14 HICKORY STREET, for a total cost not-to-exceed $36,324.00.
5. Wetland Mitigation Credit Agreement: Pfeiffer Road Extension Project - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-28) AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND GIRL SCOUTS OF NORTHERN ILLINOIS, INC. TO PURCHASE 2.58 CERTIFIED WETLAND MITIGATION CREDITS FOR THE PFEIFFER ROAD EXTENSION PROJECT, for a total cost not-to-exceed $309,600.00.
Trustee Petrow made a motion, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Petrow, Rigoni, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Leddin. The motion carried.
MAYOR'S REPORT
• Mayor Ogle invited residents to join Frankfort Township Assessor Joe Kral for a free seminar and information session about the 2023 Quadrennial Assessment on Wednesday, August 23, at 6:00 P.M. at the Village Hall.
• Mayor Ogle announced the Concert on Green series will end its season with a -final concert on Sunday, August 27, featuring the "Outcast Jazz Band" from 6:30 P.M. to 8:00 P.M. at Breidert Green.
• Mayor Ogle reported the Cruisin' Frankfort season continues every Monday evening through September 25, from 5:00 P.M. to 8:00 P.M., noting no Cruise Night on August 28 and September 4 due to the Fall Festival.
• Mayor Ogle announced the Frankfort Country Market continues every Sunday in downtown Frankfort through October 29, from 9:00 A.M. to 1 :00 P.M.
• Mayor Ogle reported the 55th Annual Frankfort Fall Festival takes place over the Labor Day weekend, September 2 through September 4.
• Mayor Ogle announced the Senior Breakfast is scheduled for Wednesday, September 20, at 8:00 A.M. at the Village Hall. Residents 62 and older are invited to attend the event and enjoy a complimentary breakfast.
• Mayor Ogle invited the community to this year's Scary at the Prairie 5K Costume Run & Spooky Sprint on Saturday, October 21, at 10:30 A.M. On-line registration is now available at www.raceroster.com.
BOARD COMMENTS
Clerk Schubert reported the next Village Board meeting is Tuesday, September 5, due to the Labor Day holiday, and noted it will be the first day of school for Frankfort School District 157-C. She encouraged residents to volunteer for the Frankfort Fall Festival by contacting the Frankfort Chamber of Commerce.
Trustee Savaria had no comment.
Trustee Rigoni had no comment.
Trustee Petrow commented on Fall Fest beautification efforts in preparation of the event, and stated she is looking forward to all the festivities. She encouraged residents to volunteer for Fall Fest and mentioned the event supports many civic, sports, and youth groups in the community. She wished the students and teachers a great school year and recognized the Police Department for their active threat training to ensure our schools and community are safe.
Trustee Borrelli reemphasized the end-of-year interfund transfers to the Village's Capital Funds which provide for future capital expenditures, including the purchase of equipment, street surfacing, and utility projects. He also commented on Fall Fest and commended the community for their beautifying efforts in preparation of the event.
Trustee Rossi thanked the Police Department for conducting training with the local school districts. He advised residents that Friday, September 1, from 3:00 P.M. to 5:00 P.M., is Special Needs Day for adults and children at the Frankfort Fall Fest carnival.
VILLAGE ADMINISTRATOR REPORT
Administrator Piscia reported extreme temperatures are predicted in the coming days with heat index values of 115 possible, with the hottest conditions on Wednesday and Thursday. The extreme temperatures and humidity will significantly increase the potential for heat related illnesses, particularly for the elderly and those working or participating in outdoor activities. He advised residents that White Street will be closed to traffic starting on Friday evening through Monday for Fall Fest. Administrator Piscia reported the closure of Kansas Street from Ash Street to Oak Street for outdoor dining will be extended until October 31, following the Fall Fest weekend and clean-up efforts.
POLICE DEPARTMENT REPORT
Chief Chelepis thanked the Village Board for the kind comments regarding the active threat training at the schools and she commended the Frankfort police force for their dedication. She encouraged the community to sign-up for the Frankfort Fall Festival Nixie Group to receive traffic, weather, and safety alerts by texting "fallfest2023" to 888-777. She reported the Police Department continues to meet with public safety partners and the Frankfort Chamber of Commerce to finalize plans for this year's Fall Festival.
VILLAGE ATTORNEY'S REPORT
Village Attorney Hannah Lamore had no report.
OTHER BUSINESS
Clerk Schubert reported the Village Board meeting dress code will continue to be business casual attire at the September 5th meeting.
PUBLIC COMMENT
Mike Mccarey, President of the Frankfort Park District, reported the Park District was awarded $1.75 million to replace the Fort Frankfort playground. He commented on the structural deficiencies in the Founders Center Gym and stated the Park District Board recently authorized $180,000 to repair the wood trusses in the gym, noting this did not include repairing the gym floor, ceiling, or bleachers. Mr. McCarey also gave a brief report on a few upcoming Park District events and programs.
ADJOURNMENT
Hearing no further business, Trustee Borrelli made a motion, seconded by Trustee Petrow, to adjourn the regular board meeting of Monday, August 21, 2023. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:28 P.M.
