City of Joliet Arts Commission - Public Arts and Policy met Aug. 9.
Here are the minutes provided by the commission:
1. ROLL CALL
The Commission elected David Wheeler as the interim chair.
Present: David Wheeler, Peg (Marguerite) Stoiber, Quinn Adamowski, John Simpson Jr, Lori Carmine and Eric Gorder
2. CITIZENS TO BE HEARD ON AGENDA ITEMS
This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

A. Appointment of Public Art and Policy Subcommittee Chair
Commissioner Carmine made a motion, which was seconded by Commissioner Adamowski, to appoint David Wheeler as the Chair of the Arts Commission Public Art and Policy Subcommittee. The motion carried by a vote of 6-0. Voting aye were Commissioners Carmine, Simpson, Stoiber, Wheeler, Gorder, Adamowski.

B. Subcommittee Goals
The Commissioners discussed various goals, beginning with creation of an arts policy document. Commissioner Stoiber stated that she had worked on an early draft of such a policy document and that she would like to share it with the rest of the subcommittee for comment and review before the next meeting.
Commissioner Adamowski discussed the mural report from February 2021 and that the Commission should review the report once again and try to elevate it to the City Council once again. The subcommittee would then review the document for recommendation to the full commission and City Council for adoption.
C. City Square Update for September
Staff liaison Heitner gave an introduction to the City Square feature sculpture project and location.
Commissioner Adamowski asked if the subcommittee drafting an RFP for the sculpture would be a worthwhile additional goal for the subcommittee.
The subcommittee also expressed interest in being curators of the artwork. Heitner stated that he didn't know who would ultimately be tasked with making the final decision in approving the selected artwork, but that he felt the Commission should be heavily involved in this task.
D. Scheduling of Next Meeting
The committee discussed holding the next meeting on Wednesday, September 13, 2023 at 5 P.M. This meeting was later rescheduled to Wednesday, September 6, at 5 P.M.
5. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION
Commissioner Carmine discussed a new temporary string light artwork at the St. Joseph's Park batting cages.

Commissioner Carmine made a motion to adjourn, which was seconded by Commissioner Adamowski. Motion to adjourn at 5:31 P.M. was passed unanimously.
