The U.S Army Corps of Engineers, Chicago District (USACE) is releasing for public comment the draft Detailed Project Report and Environmental Assessment (DPR/EA) which documents the results of a feasibility study conducted to reduce flood risk to the City of Joliet, Will County, Illinois as required under the National Environmental Policy Act of 1969, as amended. The City of Joliet is partnering with USACE to assess flood risk from the Des Plaines River and to formulate and evaluate potential alternatives to reduce identified flood risk. This study is being conducted under Section 205 of the Flood Control Act of 1948, as amended.
The draft DPR/EA considered three alternative plans to reduce flood risk in the study area, including a No Action alternative. The Tentatively Selected Plan includes the following measures:
- Constructing levee and floodwalls in an alignment near the Des Plaines River, taking maximum advantage of existing high ground to minimize construction cost.
- Constructing an approximately 320-foot long sheet pile floodwall approximately 2-4 feet above existing ground elevation.
- Constructing approximately 2,675 feet of new levee, to a maximum height of 8 feet.
- Removing woody vegetation and trees from within the levee footprint as well as within 15 feet of the toe of the levee slope on both sides of the levee.
- Acquiring 4.0 acres of permanent easement for maintenance access to the levee.
