City of Joliet Finance Committee met July 18.

Here are the minutes provided by the committee:

ROLL CALL:

Present Councilman Pat Mudron, Councilman Larry E. Hug and Councilwoman Jan Hallums Quillman

ALSO PRESENT:

Kevin Sing - Director of Finance, Armando De Avila - Risk Management and Rich Stokluska - Gallagher

APPROVAL OF MINUTES:

A motion was made by Councilman Larry Hug, seconded by Councilwoman Jan Hallums Quillman, to approve the Minutes for the June 20, 2023 Monthly Finance Committee Meeting.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

CITIZENS TO BE HEARD ON AGENDA ITEMS:

None.

REPORTS:

Kevin Sing - Director of Finance, gave an overview of TMP-6131 for the June Monthly Financial Report, Invoice Exceptions and the Joliet Public Library Quarterly Report. A brief discussion was held.

Mr. Sind gave an overview of TMP-6132 for the June 2023 Travel Expense Report. Finance is currently working on updating the current policy for all travel expenses. A brief discussion was held.

Armando De Avila - Risk Management, gave a brief overview of TMP-6133 for the July 2023 Personnel Summary Report, regarding positions currently open with the 440 Local Union and within the City of Joliet. A brief discussion was held.

AGENDA ITEMS:

Mr. De Avila - presented TMP-6145 Authorization to Approve the Proposed Renewal of Workers' Compensation Broker. A brief discussion was held.

Mr. De Avila introduced Rich Stokluska representing Gallagher, who discussed TMP-6147 Authorization to Approve the Proposed Renewal of Property and Casualty Coverages. A brief discussion was held.

Resolution of the City of Joliet, Illinois, declaring its official intent to reimburse certain capital expenditures from the proceeds of future debt issues

Mr. Sing briefly discussed TMP 6134 Resolution of the City of Joliet, Illinois Declaring its Official Intent to Reimburse certain Capital Expenditures of Future Debt Issues. No discussion was held.

Resolution Approving a Designated Financial Institutions

Mr. Sing briefly discussed TMP 6176 Resolution Approving a Designated Financial Institutions, to add and remove financial institutions for future depositories. No discussion was held.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry Hug, to approve all listed Agenda Items: TMP-6145, TMP-6147, TMP-6134, and TMP-6176, and recommend to go before full council for approval.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

2024 Budget Discussion TMP-6135 Attachments: 2024 Budget Discussion

Mr. Sing gave a brief explanation of TMP-6135 on the 2024 Budget to identify estimated revenue and expenses for the 2024 draft budget, and the intent to adopt the budget by 10/17/2023. A brief discussion was held with the possibility of a special meeting to further discuss the 2024 Budget in August 2023. A brief discussion was held. No action required at this time.
