Jeff Carey, Fire Chief, gave a brief update on the mental health program Thriveworks.

A brief discussion was held regarding the current procedural practice of the Joliet first responders with crisis first-aid training and the ability to refer them to long-term care.

Public Hearing Regarding an Ordinance Approving a Vacation of 20’ x 100’ Portion of a Public Alley South of Gross Street (V-4-22)

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

No public comments were made, therefore, the City Clerk closed the Public Hearing.

Ordinance to Include in the 2023 Annual Budget for the City of Joliet a Discretionary Subsidy to the Will County Metropolitan Exposition and Auditorium Authority (Rialto) and to the Joliet Area Historical Museum

A brief discussion was held regarding the insurance coverage, grant monies, and roof repairs for the Rialto.

At Councilwoman Reardon's request, the City Clerk separated the Will County Metropolitan Exposition and Auditorium Authority (Rialto) and to the Joliet Area Historical Museum to vote on separately.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement, to adopt COUNCIL MEMO #591-22: Ordinance to Include in the 2023 Annual Budget for the City of Joliet a Discretionary Subsidy to the Will County Metropolitan Exposition. (ORDINANCE NO. 18435)

The motion carried by the following vote:

A brief discussion was held regarding the insurance coverage, grant monies, and roof repairs for the Rialto.

CITY MANAGER:

The City Manager thanked the staff and Council for their work and input on the budget.

NEW BUSINESS (Not for Final Action or Recommendation):

A brief discussed was held regarding the increase in of containers and truck traffic to the multimodal, needed roadway improvements along I-80 and intermodal regulations.

Mayor O'Dekirk highlighted 3rd Annual Santa send-off.

PUBLIC COMMENTS:

John Johnson addressed the council concerning the Northeast Planning Commission concerning traffic needs.

MAYOR AND COUNCIL COMMENTS:

Councilman Clement thanked Mr. Sing and Mr. Ghedotte for their work on the budget. He also expressed his condolences to the Cox family.

Councilwoman Gavin thanked Fire Chief Carey and those involved in the Thriveworks Program. She also thanked Mr. Sing for answering her questions on the budget. She asked for prayers due to the loss of her brother-in-law.

Councilman Hug briefly discussed the budget process and thanked the staff for their work on the budget. He also expressed his condolences to the Cox family

Councilman Mudron thanked staff for their work on the budget and the fire department for the Thriveworks program. He also congratulated new Supreme Court Judge Mary Kay O'Brien.

Councilwoman Quillman also congratulated Judge O'Brien, and thanked Mr. Sing for his work on the budget.

Councilwoman Reardon concurred with all the comments made by the Council and also expressed her condolences to the Gavin family.

Mayor O'Dekirk also agreed with comments made by the Council and expressed his condolences to Councilwoman Gavin and her family. He highlighted the Houbolt Road bridge extension, Continuum of Care, ribbon cutting at Larson Steel, Zonta Club of Joliet march, Light Up the Holidays Parade, Christmas party for the Committee on Citizen's with Disabilities, Joliet Park District annual sponsor recognition, Christmas dinner for the Joliet Area Historical Museum, Shop with a Cop, Slammer's Holiday Open House, Santa Fun Run 5K, Uplifted Urban Youth Development basketball league, and new Judges' swearing-in. He congratulated Plainfield South High School on their Cross-Country State Championship.
