ROLL CALL

APPROVAL OF MINUTES

November 14, 2022 Public Service Minutes

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Larry E. Hug, to approve the November 14, 2022 Public Service Minutes. The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Gavin

Abstain: Councilman Morris

November 1, 2022 Public Service Minutes

A motion was made by Councilman Terry Morris, seconded by Councilman Larry E. Hug, to approve the November 1, 2022 Public Service Minutes. The motion carried by the following vote:

Aye: Councilman Hug and Councilman Morris

Abstain: Councilwoman Gavin

CONTRACTS

Award of Contract for the 2022 Traffic Signal Materials Purchase Order No. 2 to Traffic Control Corp in the amount of $43,760.00

Greg Ruddy, Public Works Director, discussed the replacement purchase of a traffic control cabinet, in the amount of $43,760.00, on behalf of Traffic Control Corp. Councilwoman Gavin and Greg Ruddy discussed looking into bollards to safeguard the cabinet. This was given prior approval to place the order by the City Manager.

Award of Contract for the 2022 - 2023 Bulk Rock Salt Purchase with the State of Illinois, Morton Salt Inc., and Cargill Salt Inc. to Purchase Salt at the average unit price of $78.36 per ton

Greg Ruddy discussed the annual Rock Salt purchase, for an average price of $78.36 per ton, from Morton Salt Inc. and Cargill Salt Inc.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP #4826 and TMP-4833 for approval by the full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

Change Order No. 1 in the amount of $9,181.72 and Payment Request No. 3 and Final in the amount of $53,669.36 for the 2022 Pavement Marking Program - MFT Section No. 22-00550-00-ST to Superior Road Striping Inc.

Greg Ruddy discussed Change Order No. 1 to the 2022 Pavement Marking Program, in the amount of $9,181.72, to Superior Road Striping Inc.

Change Order No. 3 for the Reedwood Phase 2 Water Main Improvement Project to Len Cox & Sons Excavating in the amount of $16,564.24

Anthony Anczer, Deputy Director Public Utilities, discussed Change Order No. 3 for the Reedwood Phase 2 Water Main Improvement Project, in the amount of $16,564.24, to Len Cox & Sons Excavating.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4819 and TMP-4834 for approval by the full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris

ORDINANCES AND RESOLUTIONS

Resolution Appropriating Motor Fuel Tax Funds for the 2022 Pavement Marking Program - MFT Section No. 22-00550-00-ST in the amount of $9,181.72

Greg Ruddy discussed this MFT Resolution.

Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply Surrounding the Property at 818 E. Cass Street

Greg Ruddy discussed this ordinance in regards to 818 E Cass St.

Public Service Committee Meeting Minutes - Final December 5, 2022

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4820 and TMP-4821 for approval by the full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

Well 18D Failure ID-938-20

Nick Gornick, Wastewater Supt., discussed the repairs to bring Well 18D back online and inform the Public Service Committee. The City Manager authorized Public Utilities to move forward with the replacement purchase.

Report on Hydrant Repairs, Valve, Utilities Contracted Services, and Water Main Breaks

Anthony Anczer discussed the Hydrant, Valve, Utilities Contract Services and Water Main Breaks.
