City of Wilmington City Council met Dec. 20.

Here are the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council on December 20, 2022, was called to order at 7:00 p.m. by Mayor Ben Dietz in the Council Chamber of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Kirwin, Knight, Jeffries, Vice, Allred, Mietzner, Smith, Holmes

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order

Other Officials in Attendance

Also, in attendance were City Administrator Jeannine Smith, Finance Director Nancy Gross, Chief of Police Adam Zink, Public Works Director James Gretencord, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller

Approval of the Previous Regular City Council Meeting

Alderman Allred made a motion and Alderman Holmes seconded to approve the December 6, 2022 meeting minutes with the necessary changes and have them placed on file

Upon roll call, the vote was:

AYES: 8 Allred, Kirwin, Jeffries, Vice, Mietzner, Smith, Holmes, Knight

NAYS: 0

The motion carried.

Mayor’s Report

Alderman Allred made a motion and Alderman Knight seconded to approve the Mayoral Appointment for Adam Zink as Chief of Police

Upon roll call, the vote was:

AYES: 8 Allred, Kirwin, Jeffries, Vice, Mietzner, Smith, Holmes, Knight

NAYS: 0

The motion carried.

Mayor Dietz administered the oath of office to Chief of Police Adam Zink, Sergeant Karl Jurgens, and Patrolmen Jacob Jasnosz

Public Comment

Roy Strong stated his concerns about a semi being parked all the time on Daniels Street, temporary signage, and storage units on Chicago Street.

Russell Busby stated his concerns regarding the violation notice he received regarding his parked camper.

David Carter stated his concerns regarding the violation notice he received regarding his parked camper.

Planning & Zoning Commission

The next meeting is scheduled for January 12, 2023.

Committee of the Whole Reports

A. Police & ESDA

Co-Chairs – Jonathan Mietzner and Leslie Allred

Alderman Allred made a motion and Alderman Mietzner seconded to approve the Bid Received for the 2002 Dodge Durango in the amount of $2,188.88 as received from Mike McCarrin

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

B. Ordinance & License

Co-Chairs – Kevin Kirwin and Ryan Knight

Nothing at this time

C. Buildings, Grounds, Parks, Health & Safety

Co-Chairs – Ryan Jeffries and Thomas Smith

D. Water, Sewer, Streets & Alleys

Co-Chairs – Todd Holmes and Dennis Vice

Alderman Vice made a motion and Alderman Knight seconded to conditionally approve, meeting City code, the Proposal from R.L. Lyons, Inc at the cost of $16,992.00 to replace the Council Chambers furnace

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes NAYS: 0

The motion carried.

Alderman Vice made a motion and Alderman Smith seconded to approve the Purchase of a 2023 GMC Sierra in the amount of $45,275.00 from Community GMC for the Public Works Department

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

E. Personnel & Collective Bargaining

Co-Chairs – Jonathan Mietzner and Todd Holmes

Alderman Mietzner made a motion and Alderman Holmes seconded to approve the Hire of Brian Kolinski for the Public Works Street Crew 1 Laborer Position

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

Alderman Mietzner made a motion and Alderman Holmes seconded to approve the City Employees Health and Dental 2023 Insurance Renewal

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

F. Finance, Administration & Land Acquisition Committee

Co-Chairs – Kevin Kirwin and Ryan Jeffries

Alderman Jeffries made a motion and Alderman Mietzner seconded to approve the Accounts Payable Report in the amount of $4,594,117.31

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

Attorney & Staff Reports

City Administrator Smith informed us that a Town Hall meeting is scheduled for January 11, 2023, at 6 PM at the Wilmington High School.

Public Works Gretencord stated that the crew is being trained on the new snow removal equipment and wished everyone a Merry Christmas.

Chief Zink stated that the Police Commission is in the process of hiring the second new patrolman who will be sworn in at the January 3rd Council meeting. A first responders preparedness meeting is being scheduled for the pending snowstorm heading our way. Active shooter training at the Wilmington High School is being scheduled.

Executive Session

Alderman Allred made a motion and Alderman Smith seconded to go into Executive Session at 7:33 PM to discuss the Appointment, Employment, Dismissal, Compensation, Discipline, and Performance of an Employee of the City of Wilmington [ILCS 120/2(c)(1)]

Upon roll call, the vote was:

AYES: 8 Allred, Kirwin, Jeffries, Vice, Mietzner, Smith, Holmes, Knight

NAYS: 0

The motion carried.

Alderman Allred made a motion and Alderman Mietzner seconded to close Executive Session at 7:53 PM

Upon roll call, the vote was:

AYES: 8 Allred, Kirwin, Jeffries, Vice, Mietzner, Smith, Holmes, Knight

NAYS: 0

The motion carried.

Action Taken Following Executive Session

Alderman Holmes made a motion and Alderman Knight seconded to approve Ordinance No. 22- 12-20-01, Ordinance Authorizing the City of Wilmington to Enter Into and for the Mayor of Wilmington to Execute an Agreement Between the City of Wilmington and Joseph Mitchell, as amended

Upon roll call, the vote was:

AYES: 8 Kirwin, Knight, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

The motion carried.

Adjournment

The motion to adjourn the meeting was made by Alderman Holmes and seconded by Alderman Knight. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on December 20, 2022, adjourned at 7:55 p.m.
