MINUTES OF PREVIOUS MEETINGS

MOTION TO APPROVE THE PLAN AND ZONING COMMISSION MEETING MINUTES FROM SEPTEMBER 13, 2022 AS PRESENTED. MOTION MADE BY LIKINS, SECONDED BY PETERS. MOTION PASSED BY VOICE VOTE.

MOTION TO APPROVE THE PLAN AND ZONING COMMISSION MEETING MINUTES FROM OCTOBER 11, 2022 AS PRESENTED. MOTION MADE BY LIKINS, SECONDED BY WHEELER. MOTION PASSED BY VOICE VOTE.

Rezone from R1 Single Family Residential to C2 Community Commercial; and Amendment to Special Use Permit for a Planned Commercial Development & Final Development Plan for a Parking Lot Expansion (Lockport Animal Hospital)

MOTION TO OPEN THE PUBLIC HEARING. MOTION MADE BY LIKINS, SECONDED BY PETERS. MOTION PASSED BY VOICE VOTE.

Director of Community & Economic Development, Lance Thies, presented the staff report on the item.

Applicant, Dr. Caffarini was not present. No one from the applicant spoke to the project. Their engineer was in the audience, but did not speak. The comments from Commissioners were all positive on the project expansion.

The City’s Engineering consultant, Robert Schmude, stated there were only a handful of small things for the applicant to finish including cleaning up the structural design for the retaining wall, but all major engineer items were resolved.

This item will be presented at the City’s Committee of the Whole meeting on November 16, 2022 since there is only one City Council meeting in December.

MOTION TO CLOSE THE PUBLIC HEARING. MOTION MADE BY WHEELER, SECONDED BY LIKINS. MOTION PASSED MOTION PASSED BY VOICE VOTE.

MOTION TO APPROVE THE REZONING OF THE EXPANSION AREA FROM R1 SINGLE FAMILY RESIDENTIAL TO C2 COMMUNITY COMMERCIAL; AMENDMENT TO THE SPECIAL USE PERMIT FOR A PLANNED COMMERCIAL DEVELOPMENT; AND FINAL DEVELOPMENT PLAN FOR A PARKING LOT EXPANSION SUBJECT TO THE FOLLOWING:

1. ALL ATTACHED COMMENTS FROM ENGINEERING REVIEW MEMO #2 DATED 10/07/22, WILL NEED TO BE ADDRESSED PRIOR TO CONSTRUCTION.

NEW BUSINESS

Final Development Plan Review for Self-Storage Facility, Lot 6 of Lockport Square at Farrell Rd. Director of Community & Economic Development, Lance Thies, presented the staff report on the item.

Applicant Gus Dahleh on behalf of Jacob Development, LLC was present. Engineering Consultant, Robert Schmude, stated that the photometric plan needed to be worked on. Commissioner Molony asked about the sprinkler system. Commissioner Wheeler stated that the development looked nice for a storage facility.

This item will be presented at the City’s Committee of the Whole meeting on November 16, 2022 since there is only one City Council meeting in December.

MOTION TO RECOMMEND APPROVAL FINAL DEVELOPMENT PLANS FOR A SELF-STORAGE FACILITY ON LOT 6 OF LOCKPORT SQUARE AT FARRELL ROAD SUBJECT TO THE FOLLOWING CONDITION(S): 1) ALL REMAINING ITEMS FROM ENGINEERING REVIEW #3 MEMO DATED NOVEMBER 8, 2022 ARE TO BE ADDRESSED.
