Proclamation Declaring October 24, 2022 as United Nations Day

Councilwoman Reardon read a Proclamation issued by Mayor O'Dekirk declaring October 24, 2022 as United Nations Day. Members of the Zonta Club accepted the Proclamation.

APPROVAL OF AGENDA:

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement, to approve the agenda as written with the following change: Remove Council Memo #520-22: Denial of a Class "B" Liquor License at 1399 Plainfield Road- El Dorado Banquet Hall from the agenda.

A motion was made by Councilwoman Jan Quillman, seconded by Councilman Cesar Guerrero, to reappoint Robert Perez, John Kella, Jeff Crompton, Jason Cox, Marc Rousonelos, and Brigette Roehr to the Plan Commission.

In response to Mayor O'Dekirk's question, the City Manager explained this item does not pertain to a proposed apartment complex but a right-of-ways for water and sewer lines for the Rock Run Crossings development.

Councilwoman Quillman informed the public of a neighborhood meeting at Joliet Junior College at 6:30 p.m. with Cullinan Properties.

Ordinance Approving a Special Use Permit to Allow a Truck Parking and Maintenance Facility, Located at 811 Rowell Avenue (ZBA 2022-56)

Gary Davidson, attorney for petitioner, responded to Mayor and Council questions addressing concerns of the number of trucks and truck bays, disciplinary action for not using designated truck routes, and the possibility of expansion at this site. He also explained this is a parking and maintenance facility only and the site is for company trucks only. Mayor O'Dekirk requested that staff tighten up the agreement due to the size of the proposed vehicles.

CITY MANAGER:

The City Manager briefly discussed the difficulties placed on the City due to the vehicle order cancellation by the Ford Motor Company and not honoring government pricing.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Clement discussed the possibility of updating the Council Chambers including a new audio system and possibly removing the federal bankruptcy portion from the Council Chambers since they no longer hold meetings in the Chambers.

Councilwoman Gavin thanked Councilman Clement and concurred with his suggestion for a new audio system.

Councilman Guerrero thanked the IT for their support with the aging audio system.

Councilman Hug expressed concerns on removing the federal bankruptcy portion of Council Chambers. In response to Councilman Hug's question, Finance Jim Ghedotte discussed depository banks.

In response to Mayor O'Dekirk's question, Corporation Counsel Sabrina Spano explained lawsuits pertaining to the NorthPoint development. The Mayor briefly discussed the lawsuits. Councilman Hug also briefly discussed the lawsuits.

Corporation Counsel clarified that the last count in the lawsuit with Elwood is with Openlands and that Elwood dismissed themselves.

PUBLIC COMMENTS:

Alamin Falaq spoke regarding the homeless and enough shelter with the changing weather.

A citizen spoke regarding development disparities between the east side and west side of the City.

Betsy Satcher, Eastside Neighborhood Council, spoke concerning lack of improvements on east side of the City.

Citizen spoke concerning apartments proposed for the Rock Run Crossing development.

Jewel Houston, East Side Community Council, spoke regarding road condition concerns with the approval of the truck parking and maintenance facility on Rowell Avenue.

A resident spoke regarding concerns for the amount of trucks and lack of stores on the east side of the City.

Kathy Garthus spoke regarding quality of life issues.

MAYOR AND COUNCIL COMMENTS:

Councilman Guerrero highlighted the Dia de los Muertos event at Bicentennial Park. Councilman Hug spoke regarding proposed apartment concerns.

Councilwoman Quillman highlighted Breast Cancer Awareness Month and a historic event presented by MaryBeth Gannon at the Joliet Area Historical Museum.

Councilwoman Reardon wished Mr. McFarland, staff member Kevin Sing, and her friend a Happy Birthday

Mayor O'Dekirk highlighted the kick off of the City's snow removal program at Senior Services, a ribbon cutting for the renaming of the park district field as Bussey Bank Field, a tour with federal officials at the Aux Sable wastewater treatment plant, Witches Night Out, Fall Food Fest Greek Orthodox Church, Safe Suburbs Group event with Jim Glasgow addressing the State Safe-T Act and the State of the University at the University of St. Francis Ambassador Day.

CLOSED SESSION:

A motion was made by Councilman Guerrero, seconded by Councilwoman Quillman, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
