City of Wilmington City Council met Oct. 4.

Here are the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council was called to order at 7:00 p.m. by Mayor Ben Dietz in the Council Chamber of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Kirwin, Jeffries, Vice, Allred, Mietzner, Smith, Holmes Alderman Absent Knight

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order

Other Officials in Attendance

Also, in attendance were City Administrator Jeannine Smith, Chief of Police Joe Mitchell, Public Works Director James Gretencord, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller

Approval of the Previous Regular City Council Meeting

Alderman Mietzner made a motion and Alderman Allred seconded to approve the September 20, 2022 meeting minutes with the necessary changes and have them placed on file

Upon roll call, the vote was:

AYES: 6 Kirwin, Jeffries, Vice, Allred, Mietzner, Smith

NAYS: 0

PASS: 1 Holmes

ABSENT: 1 Knight

The motion carried.

Mayor’s Report

Mayor Dietz administered the oath to Hunter Imhof as Police Officer.

Public Comment

No Public Comment was made

Planning & Zoning Commission

The next meeting is scheduled for October 6, 2022.

Committee of the Whole Reports

A. Police & ESDA

Co-Chairs – Jonathan Mietzner and Leslie Allred

Nothing at this time.

B. Ordinance & License

Co-Chairs – Kevin Kirwin and Ryan Knight

Alderman Kirwin made a motion and Alderman Smith seconded to Approve Ordinance 22- 10-04-01, An Ordinance Amending Provisions of Chapter 112, Section 25 of the Municipal Code of Ordinances Imposing Restriction on the Number of Liquor Licenses Authorized (Specifically Amending Fox’s Pizza Current Class D1 License to a Class D License)

Upon roll call, the vote was:

AYES: 7 Kirwin, Smith, Vice, Allred, Mietzner, Jeffries, Holmes

NAYS: 0

ABSENT: 1 Knight

The motion carried.

C. Buildings, Grounds, Parks, Health & Safety

Co-Chairs – Ryan Jeffries and Thomas Smith

Nothing at this time

D. Water, Sewer, Streets & Alleys

Co-Chairs – Todd Holmes and Dennis Vice

Nothing at this time

E. Personnel & Collective Bargaining

Co-Chairs – Jonathan Mietzner and Todd Holmes

Alderman Mietzner made a motion and Alderman Holmes seconded to table the hire of the Finance Director and continue it until the next City Council meeting

Upon roll call, the vote was:

AYES: 7 Mietzner, Holmes, Smith, Allred, Vice, Kirwin, Jeffries

NAYS: 0

ABSENT: 1 Knight

The motion carried.

F. Finance, Administration & Land Acquisition Committee

Co-Chairs – Kevin Kirwin and Ryan Jeffries

Alderman Jeffries made a motion and Alderman Kirwin seconded to approve the Accounts Payable Report as presented in the agenda packet

Upon roll call, the vote was:

AYES: 7 Jeffries, Kirwin, Vice, Mietzner, Allred, Smith, Holmes

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Attorney & Staff Reports

Director Gretencord stated that 88 applicants applied for the open Street Crew 1 position. He is in the process of reviewing the applicants to begin the interview process.

Chief Mitchell stated that Joey Crist was hired on as the Code Enforcement Officer and is scheduled to start on October 7, 2022.

Executive Session

Alderman Allred made a motion and Alderman Smith seconded to go into Executive Session at 7:09 PM to discuss the Appointment, Employment, Dismissal, Compensation, Discipline, and Performance of an Employee of the City of Wilmington [ILCS 120/2(c)(1)] and Collective negotiating matters between the City of Wilmington (public body) and its employees [ILCS 120/2(c)(2)]

Upon roll call, the vote was:

AYES: 7 Allred, Smith, Holmes, Mietzner, Vice, Kirwin, Jeffries

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Alderman Allred made a motion and Alderman Mietzner seconded to close Executive Session at 7:29 PM

Upon roll call, the vote was:

AYES: 7 Allred, Mietzner, Smith, Holmes, Vice, Kirwin, Jeffries

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Action Taken Following Executive Session

No action was taken.

Adjournment

The motion to adjourn the meeting was made by Alderman Allred and seconded by Alderman Mietzner. Upon the voice vote, the motion carried. The Regular Meeting of the City of Wilmington City Council held on October 4, 2022, adjourned at 7:30 p.m.
