Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk Recognizing Neighborhood Hero Award Winners and honored each household.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement, to approve the Agenda as written with the following change: Remove Council Memo #470-22: Resolution Authorizing the Execution of an Agreement with the Joliet Area Historical Museum from the Agenda.

In response to Councilman Guerrero's question, Allison Swisher, Director of Public Utilities, briefly explained the agreement, scope of work for Amendment No. 3, and final design.

A brief discussion was held concerning the overall budget for engineering and development costs for the Alternative Water Source Program.

A motion was made by Councilman Larry Hug, seconded by Councilwoman Jan Quillman, to approve Council Memo #453-22: Amendment No. 3 to the Professional Services Agreement for the Alternative Water Source Program to Stantec Consulting Services Inc. in the amount of $61,783,972.00.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilwoman Quillman requested a review of the safety act adopted by the State of Illinois.

PUBLIC COMMENTS:

Garland Mayes spoke regarding fair government and his passion for people. Seth Norcross spoke regarding an upcoming event at Bicentennial Park. Carl Ferral spoke regarding the Citizen's Review Board and the State's Safety Act. Ethan Harris spoke regarding an upcoming event at Bicentennial Park. Louise Jackson spoke regarding an upcoming event at Bicentennial Park. Kathy Garthus spoke regarding weeds along Vetter Road and drag racing.

MAYOR AND COUNCIL COMMENTS:

Councilman Guerrero expressed his support of the upcoming Bicentennial Park event. Councilwoman Quillman highlighted the upcoming Cathedral house walk.

Councilwoman Reardon thanked everyone involved in the success of the Blues Brother's event at the prison.

Mayor O'Dekirk highlighted the Water Commission meeting, ribbon cutting for Castle Law, and the first pitch at the Slammer's game. He concurred with Councilwoman Reardon concerning the Blues Brother's event at the prison. He congratulated Chief Blaskey on his retirement and congratulated Jeff Carey on his appointment to Fire Chief. He also highlighted the new downtown restaurant Mousa Tapas Bar.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Joe Clement, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
