Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk recognizing this year's Neighborhood Hero Award winners.

Ms. Bernhard gave details about the awarded properties.

A brief discussion was held concerning the location of this request and calls for service at the Star Inn.

Mr. Mitchell Zabideaux with Justice Cannabis Company spoke regarding enhancing the security and lighting at the property.

Resolution Authorizing Approval and Execution of a Real Estate Sales Agreement for the Purchase of Real Property (917 E. Washington)

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #442-22: Resolution Authorizing Approval and Execution of a Real Estate Sales Agreement for the Purchase of Real Property (917 E. Washington). (RESOLUTION NO. 7798)

The motion carried by the following vote:

CITY MANAGER:

The City Manager thanked Fire Chief Blaskey for his service with the announcement of his retirement and appointed Deputy Chief Carey as the new Fire Chief.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Guerrero requested staff review the City's procedure and regulations for public announcements concerning development projects.

Councilman Morris briefly discussed the projected move of the I-80 bridge/roadway.

Mayor O'Dekirk thanked Governor Pritzker and Larry Walsh for a $3 million grant for downtown plaza.

As a result of a report completed by the Inspector General, Mayor removed Councilman Mudron as the liaison to the Rialto Square Theatre and will serve as the liaison for the time being.

PUBLIC COMMENTS:

Rodolfo Arriojo spoke regarding the murder of his son last year with Madie Perez translating. Ms. Perez spoke regarding victims in Joliet and is advocating against the violence.

A resident concurred with Councilman Morris concerning the proposed new construction by IDOT of I-80 and asked the City to inform the school district with proposed changes also.

Betsy Satcher thanked the Council for allowing residents' voices to be heard concerning the proposed light industrial project on Mills Road.

Doug Kasper discussed his non-violent city project.

MAYOR AND COUNCIL COMMENTS:

In response to Councilman Clement's question concerning the ongoing problem with the Infantry Drive pond, the City Manager briefly discussed staff trying to resolve the algae concern. He also thanked Chief Evans for working to resolve the traffic flow issue on Jackson Street westbound.

Councilwoman Gavin discussed issues with the Park Hill Estates pond. She also thanked Chief Evans for his work.

Councilman Hug congratulated Chief Blaskey on his retirement and thanked him for his service. He also congratulated his mother-in-law on her retirement as a crossing guard, and wished his wife a happy anniversary.

Councilwoman Quillman thanked Police Chief Evans.

Councilwoman Reardon wished her daughter a happy birthday.

Mayor O'Dekirk wished Councilwoman Reardon's daughter a happy birthday, wished Councilman Hug a happy anniversary, wished Chief Blaskey a happy retirement, and thanked Police Chief Evans for his presence and the job he is doing. He highlighted the Lion Electric event, new educator breakfast, NHRA racing, Kidzfest downtown, ribbon cutting El Camaleon Bar and Grill, and the 815 Event in the Forest Park area.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Joe Clement, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
