Rita Renwick, Chair of the Tree Advisory Board, thanked Willie Jaeger for her 15 years of service on the board and discussed the Tree Advisory Board Nominee Jim Testin's credentials.

A motion was made by Councilwoman Sherri Reardon, seconded by

Councilwoman Jan Quillman, to appoint Jim Testin to the Tree Advisory Board replacing Willie Jaeger.

At the request of Councilman Guerrero, James Ghedotte, Director of Finance, gave a brief explanation of the revenue stream implemented to pay back the General Obligation Bonds.

Ordinance Authorizing a Budget Amendment for the Purchase of 1000 N. Center Street

A brief discussion was held concerning a state statue that could allow for a grandfathering clause to allow the sex offenders to reside in the property. Counsel informed Council there was no such clause.

NEW BUSINESS (Not for Final Action or Recommendation):

In response to Councilman Clement's question, the City Manager briefly discussed a list of city-owned and staff working to divest these properties.

Councilman Guerrero briefly discussed property adjacent to the Canadian National Railroad requiring property maintenance.

A brief discussion was held concerning the divestment of Riverwalk Homes/Evergreen Terrace and the ballpark.

PUBLIC COMMENTS:

Robert Webb spoke regarding actions of public officials.

James Lanham thanked the Council for their vote on COUNCIL MEMO #403-22: Ordinance Authorizing a Budget Amendment for the Purchase of 1000 N. Center Street and discussed the need to remove sitting legislators for lack of activity on this item. In addition, he discussed the playground equipment at Cunningham School and overgrown weeds along the BNSF railway next to the ballpark.

Fred Hunsinger spoke regarding roadway resurfacing and assistance with picking up branches from private property.

Councilwoman Quillman left the meeting at 7:23 p.m. and reentered the meeting at 7:25 p.m.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Quillman inquired about an item in the mail sent to all employees.

Mayor O'Dekirk highlighted a ribbon cuttings: Kay Brown Lux Boutique and apparel, 311 N. Reed, Big Brother Big Sisters at 14 Fairlane. He also highlighted the Hot Sauce Expo, Art Movement Annual Sculpture Reception, Tomczak Law Group grand opening, Including You Festival, Great American Big Wheel Race fundraiser, National Night Off Event.

CLOSED SESSION:

A motion was made by Councilman Guerrero, seconded by Councilman Clement, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
