City of Joliet Plan Commission met June 16.

Here are the minutes provided by the commission:

CALL TO ORDER

ROLL CALL

Present: John Dillon, John Kella, Jason Cox, Jeff Crompton, Marc Rousonelos and Jason Heath

Absent: Roberto Perez, Brigette Roehr and Bob Wunderlich

APPROVAL OF MINUTES

A motion was made by Jason Cox, seconded by John Kella, to approve the April 21, 2022 Plan Commission minutes. The motion carried by the following vote:

Aye: Dillon, Kella, Cox, Crompton, Rousonelos and Heath

Absent: Perez, Roehr and Wunderlich

CITIZENS TO BE HEARD ON AGENDA ITEMS

This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Plan Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

ZO-1-22: ZONING ORDINANCE AMENDMENTS TO SECTION 47-12.5 OF THE CITY OF JOLIET ZONING ORDINANCE (REVISING LANGUAGE TO STATE THAT OFF-STREET PARKING IS NOT REQUIRED FOR USES IN THE B-2 CENTRAL BUSINESS DISTRICT, AND REMOVING THE REFERENCE TO SECTION 47-12.1(5)) (WITHDRAWN)

ZO-2-22: ZONING ORDINANCE AMENDMENT TO SECTION 47-13.1(C) OF THE CITY OF JOLIET ZONING ORDINANCE (REMOVING AUTOMOBILE SERVICE STATIONS AND MINI-MARTS, SUBJECT TO THE PROVISIONS OF SECTION 47-17.26) (WITHDRAWN)

ZO-3-22: ZONING ORDINANCE AMENDMENT TO SECTION 47-17.21 (SIGNS) PERTAINING TO DIRECTIONAL SIGNS (WITHDRAWN)

Mr. Torri stated the amendments are not ready at this time, therefore they are being withdrawn.

This Public Hearing was withdrawn.

A-7-22: ANNEXATION OF 2618 S. CHICAGO STREET, CLASSIFICATION TO I-1 (LIGHT INDUSTRIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. (TO BE TABLED)

Mr. Torri stated the public notice sign went up too late for this application. Therefore, it is being recommended that it be tabled until the July Plan Commission meeting.

A motion was made by John Kella, seconded by Jeff Crompton, to table the Annexation of 2618 S. Chicago Street, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement. The motion carried by the following vote:

Aye: Dillon, Kella, Cox, Crompton, Rousonelos and Heath

Absent: Perez, Roehr and Wunderlich

P-3-22: EXTRATERRITORIAL REVIEW OF A PRELIMINARY PLAT OF DENLER SUBDIVISION.

FP-3-22: EXTRATERRITORIAL REVIEW OF A FINAL PLAT OF DENLER SUBDIVISION.

Mr. Torri gave the Planning Staff Report.

Mr. Tom Osterberger, Attorney, appeared on behalf of the petition.

Mr. Osterberger gave further background information about the petition request. Chairman Dillon had some questions that Mr. Osterberger answered.

Mr. Rich Vane, engineer for the project, appeared before the Commission and answered some questions.

No one appeared in opposition to the petition.

A motion was made by Jason Cox, seconded by Jeff Crompton, to recommend for approval by the City Council the Extraterritorial Review of a Preliminary Plat of Denler Subdivision and the Extraterritorial Review of a Final Plat of Denler Subdivision and allowing for the variances that the County will permit. The motion carried by the following vote:

Aye: Kella, Cox, Crompton, Rousonelos and Heath

Nay: Dillon

Absent: Perez, Roehr and Wunderlich

Z-5-22: RECLASSIFICATION OF 16.47 ACRES LOCATED AT 1750 W. PATTERSON ROAD FROM I-TC (INTERMODAL TERMINAL-INDUSTRIAL PARK) TO I-TB (INTERMODAL TERMINAL-TRANSPORTATION EQUIPMENT) ZONING.

Mr. Torri gave the Planning Staff Report.

Mr. Tom Osterberger, Attorney, appeared on behalf of the petition.

Mr. Bob Schultz, operations manager for Swift, answered some questions. No one appeared in opposition to the petition.

A motion was made by John Kella, seconded by Jeff Crompton, to recommend for approval the Reclassification of 16.47 Acres located at 1750 W. Patterson Road from I-TC (Intermodal Terminal-Industrial Park) to I-TB (Intermodal

Terminal-Transportation Equipment) Zoning. The motion carried by the following vote:

Aye: Dillon, Kella, Cox, Crompton, Rousonelos and Heath

Absent: Perez, Roehr and Wunderlich

RECOMMENDATION

None.
