Ms. Melinda Metzger and Mr. Rick Kwasneski accepted the check at the podium.

Mr. Rick Kwasneski stated thank you very much for having us here today. I hope all of you remember back in October we were here for our budget presentation, and talked a little bit about some things we were going to try to do and move forward with. One of them was to give you guys $200,000 to assist you with your (inaudible) you talked about doing. We're here today to deliver that check. Also, we have our first electric bus out in the front, we're very excited about that. We've got 20 more coming in the beginning of next year, so you'll start seeing those circulating a little bit. Also out front was one of our (inaudible) busses into service in Will County with our contractor as well. On behalf of myself, Mr. Roger Claar, and the Will County Pace Board and Ms. Melinda Metzger, we would like to present to you guys a $200,000 check to help you with that paratransit system.

3. Recognizing Mental Health Awareness Month 

Member Ventura read the proclamation.

Ms. Teena Mackey from NAMI stated good morning. We are very appreciative of the proclamation and the acknowledgement of our services. The diagnosis of mental illness often occurs after years of struggle. We know that the average time between the emerging signs and symptoms of mental illness and an efficient, effective treatment plan is often 10 years. The stigma of mental illness is still so pervasive in our community that people often resist reaching out. Even families who are eager to support loved ones sometimes feel they are not able to reach out for support. At NAMI Will-Grundy, we educate in order to reduce that stigma. We advocate to seek better services and improve services for individuals for their family. We provide peer support groups for individuals diagnosed with mental illness and their families. We are a volunteer organization and there are no fee surcharges for our services. Again, we are very grateful for the proclamation that was read here today. We provided you with a brochure with some of our information, and there's a website there with more information. Again, thank you very much for having us here this morning.

Member Ventura stated I watched and listened carefully to those who spoke. Why is it so hard for us hear people's testimonies, their experiences and their loss. But there are successes too; very powerful stories. The repetition, not just here in this room, and those of us that field these phone calls. The love and empathy and hope that you have shared is powerful too. The truth is we do not have enough treatment centers in Will County or in the United States. We do not have enough (inaudible) accessible to all. Our society focuses too much on money and status and (inaudible). This is such an amazing opportunity for Will County to be a part of the solution, to put people first. I want to thank everyone who shared. Your story is brave and courageous. My family has similar stories that I will spare today. I see you and I feel you. I have questions for my colleagues. Have you ever fielded a phone call from a constituent who says, "My father is addicted to opioids and I need help and what do I do?" If you have received this phone call you've talked to Dr. Kathleen Burke, or some of the others like NAMI and Stepping Stones, and after researching the few places individuals can go, mostly with insurance, did you then follow up with that constituent to see if they were placed in a facility and did they get the help they needed? I have to field too many of these calls and have talked to too many residents who are struggling, their family members are struggling. I have spoken to the homeless and I have spoken to people who have lost their loved ones. For anyone in this room who has taken those phone calls and spoken to those residents, you know that our resources are not enough. The real question is, do you want people with addictions living on our streets, in our shelters, in our jails, and in our hospitals, or do you want them in recovery working jobs, buying homes and spending time with their families? One robs from our community and the other helps to invest in it. Therefore, I am proud to vote "yes" and encourage every Board member in this room to vote "yes." Thank you.

Member Brooks stated good afternoon Executive Bertino-Tarrant and ladies and gentleman. As many of you know, this facility is located in my district. I want you to know that my office is one half mile north of where this facility is located. I have been a pastor for over 32 years, and have dedicated my life to a lot of things that have been spoken about today. However, I must let you know that not only was I inundated with calls, emails, and a letter that was held up, and in fact, someone chose to put it on my car, and tried to pass it out in my church. The reason why I turned my microphone on is because when I met Dr. Sharma, not only did I see his vision, but I met a friend and I admire what he wants to do. I also want to let you know that I serve on the Board of Directors of Stepping Stones and he and I have some of the same passions. However, I must let you all know the reason why I am going to abstain on this vote today, because I do feel the passion of everybody that came here today, and I also recognize and hear the voices of those I represent. Lastly, there are many recovery groups and rehabs that meet at my church. Tomorrow they are having a mini convention at my church and selling a fish dinner. What do I get out of that? I get money raised to help many people like the testimonies today. Thank you and that's why I will be voting "abstain."

Speaker Cowan stated I want to apologize for reading the Public Comment quickly. We have Board members that need to leave and want an opportunity to vote on that. For any Board member who has comments, I don't think we're changing anyone's mind right now so we need to get to this vote. If you're willing to hold your comment to the end that would be awesome.

Executive Bertino-Tarrant stated they should be able to speak before they take the vote.

Member Coleman stated some of my colleagues on the Board support legalizing cannabis. I absolutely hate it. I hate it as much as I hate alcohol abuse, drug abuse, I hate it all. I feel for all of you who came up here. I want to also say I understand the issues the neighborhood has. I want one in every neighborhood, but one in every neighborhood. The issue with this neighborhood is that they have three.

Member Moustis stated I have a question. Normally we honor an applicant that requested to have something removed, but you generally have a reason. What's the reason? If the reason is "I don't think I'll get the votes and I'm just pulling it off, (inaudible)." I know we don't have any criteria for that. Maybe going forward, we should have some type of criteria why an applicant pulls their cases off the agenda for no apparent reason. There should be a good reason for an applicant to pull it off before it's gotten to the point where it's already on the County Board agenda.

Member Marcum stated they withdrew their application (inaudible) they took their application away so it's a moot point.

Member Moustis stated I think it's a bad idea to increase the number of farm animals on zoning that aren't for (inaudible). My experience has been it always becomes a problem. It starts at one, then goes to three, then four or five. It always becomes a problem. For those of you who have been around for a while, you know it becomes a problem and it's not a good idea. I suppose there's always been some exception where you might have someone with a really large lot that doesn't have the zoning. I am going to vote "no" on this. Not only for this one, I'm going to vote "no" on every single one that comes across our Board. It's not a good idea. I am hopeful that many of you are understanding to what I'm saying, let's avoid problems down the line.

Member Berkowicz stated this is slightly over one and one third acre, and they've got three horses and you need some footage for the home, driveway, any storage area they have. You also have well and septic. I'm just wondering if Land Use can make a comment as to...I have a lot of concerns about having the appropriate amount of space. You have to make sure you don't impact your drain field. A septic system is important to the health of the residents and surrounding community. I am wondering how much space is left for these animals to be exercised properly. This seems extremely dense to me.

Ms. Marguerite Kenny stated the property is about 1.37 acres. The applicant requested up to three animal units. They are proposing up to two horses so they downsized, but they kept the three animal units to allow for other permitted animals. If they wanted to keep chickens, that would fall into their calculation for animal units. In terms of the size of the property, they would be able to use the rear of the property to (inaudible) for the horses to roam around. They were approved for accessory building area for a variance to allow a stable to be built on the property while they also have their attached garage and they may have another shed on the property for storage items.

Member Berkowicz stated with the drain field, septic and the house, there's a whole acre left?

Ms. Marguerite Kenny stated it's probably going to be less than an acre.

Member Berkowicz stated this just doesn't seem to be enough land here. Horses are huge animals. You say three animals, but you compare three dogs to three horses, or even two horses...that's an incredible size of an animal.

Ms. Marguerite Kenny stated in terms of keeping separation distance, I do believe the septic field is in the backyard. The stable would not be located in that area, but the horses could potentially pasture over the septic field.

Member Berkowicz stated I noticed they said they would be cleaning this daily? How do we know that they maintain that?

Ms. Marguerite Kenny stated in terms of the Waste Management, we would have to adhere to the county's Waste Management plan. It is one of the requirements of this (inaudible) ordinance.

XXIV. COMMENTS BY COUNTY BOARD MEMBERS 

Member Ogalla stated we had this conversation on and off for quite some time regarding proclamations and fairness, diversity for all the members of our community. We hear different proclamations come forward. Proclamations from the majority party get put on the agenda, proclamations from the minority party do not. We represent everybody, guys. I am more than happy to support issues that are important to you, but I feel that you guys should be more than happy to support issues that are important to our caucus as well. Going forward let's have that; let's give each other the same respect for our points of view as you guys would like us to. Thank you.

Member Freeman stated we will not be meeting again before Memorial Day, so I would like to encourage everyone to attend an event on May 31. Walk in a parade, help place flags on our fallen heroes headstones, attend a ceremony, but most importantly, remember the sacrifices that were given to each one of us on that day.

Member Balich stated I want to remind all the people that have been here for a long time...the new people don't know, we kind of had an unwritten agreement about proclamations, that we wouldn't bring forward stuff that the other side finds is a social thing; that we don't agree with, or we may agree with it but it is out of place. I look at everyone as a human being, we're all created equal under God. The other side of the question is the social issue when you start putting people in boxes. So you don't like somebody because they're in a box that says this or in a box that says you're that. We're all equal. I voted yes because I didn't want to be offensive to the pride stuff. But that's a bunch of crap because they're people like we are. If we're going to put up social issues, I'll put social issues up that you guys will go nuts. I'll be here every meeting with social issues. You won't let it get read, but I promise you I'll get lots of speakers and I'll put on a movie that everyone will love to see. If you guys want to do it, I'll do it back. I don't know about the rest of my caucus, but I don't care. I'll do it myself if I have to.

Member Pretzel stated I just want to share a paragraph that was in the Joliet Patch this morning. It says, "New Lenox residents are feeling the squeeze at the pump with gas prices at a record high in Illinois. The average price of gas in Illinois was $4.92 per gallon on Wednesday, according to AAA. That's up .13 cents a week ago and .57 cents a month ago. In Will County, the average price for a gallon of gas was about .9 cents over the state average on Wednesday, at about $5.01." Gas prices continue to be a problem for the residents of Will County, and the County Board continues to sit on their hands and not address this issue at all. I've called for a resolution to appeal the motor fuel tax. I understand it might not be popular, but I think it's a shame that it won't even make it to an agenda so we can have a discussion about it. I would be open to a holiday, some sort of pause, but for us to just avoid this all together is a huge disservice to the residents of Will County, especially the lowest income. Thank you.

Member Kraulidis stated we recognized May with a few resolutions today, and I would like to add a few thoughts. May is a very special month because on May 8 we celebrated Mother's Day. I would like to honor the role of importance, blessing and incredible value to mothers. As well as being a Will County Board member, I am also Vice-President of Mom's for America, a National organization with a network of over $500,000 moms and growing. Our goal is to reclaim our country for truth, family and freedom and the constitution. I would like to honor the mothers all across our country, but today, especially to the mothers in Will County and to the mothers here in the Board Room. Moms, thank you for your love and devotion as you nurture, teach, pray and guide your children every day. You are appreciated and celebrated. You are the foundation of hope because you are the next generation. You are also the heartbeat of your home, and mom's, you are amazing. To the mothers here who have carried your child in your womb, or to the mothers that have adopted a child into your heart, I would like to say Happy Mother's Day, you are a blessing.

Member Mitchell stated January 3rd or 4th of 2020, I laid down to take a nap and I woke up to have my body not being able to function. I thought I slept wrong so I went back to sleep. I woke up and half my body was not functioning. At that moment I knew I needed to go to the hospital. I had a stroke. May is National Stroke Month. I want to tell everyone here that if you have high blood pressure, do not play with it, it is a silent killer. I had no idea. I was living life having a great time, and just like that my life changed. F.A.S.T. stands for F for face drooping, A for arm weakness, S is for speech difficulty and T is for time to call 9-1-1. I didn't call 9-1-1 because I didn't want to go to the emergency room, but get there as soon as possible. Maybe next year we can do something to that, but I just wanted to take the opportunity to let you know take your medication regularly, check your blood pressure regularly, keep your doctor's appointments. Don't play with it, it's not a game. I am very fortunate to be here today and did not suffer any major lasting affects. I look normal-ish to you and I'm very grateful for that. Thank you.

Member Ventura stated I have four housekeeping things. The first one is for the housing RFQ (inaudible) that was supposed to move forward last summer. I am going to keep bringing this up at meetings until we move it forward. It's been over a year. We heard in Forest Preserve that we don't have enough housing, surprise, surprise. I think it's time that Will County continue our dedication towards housing and use our RFQ for it. My next item is on adjudication. My understanding is that we're supposed to create some kind of committee to look at this so we could have a solution with Land Use, and it would be for sub-housing. We talked about a lot of ideas in Executive so I'm just checking to see where that committee is at and hopefully we will see some more progress on that very soon. My next one is on cannabis spending. I have asked first to have a committee from the community and then more recently an ad-hoc committee of our own members and like Member Pretzel, that request has gone unheard. I feel your pain Member Pretzel. So just bringing that up again...any committee whether it's Finance or Executive, perhaps we can start talking about some activity too. The next one is the Land Use zoning categories. When I was on Land Use I brought this up and since then there have been multiple cases where I-1 is not a...it's becoming a dump-all for things that don't have an appropriate category. Once we make something out of I-1 there are some unintended consequences for that, even though somebody (inaudible) just once, a storage container, a land use site, for their landscaping company. I am asking, once again, that we look at the policy of what zoning categories we have because A-1 with a special use, or C-4 with a special use is not cutting it and we need to have better options. I want to thank all of our staff who helped bring money from tax dollars and grants and services that we provide at the county for mental health for substances and behavior, how to look for food and housing. I know that our staff with the County Board, the County Executive, Land Use, and many non-profit organizations have worked tirelessly behind closed doors on policy, networking and helping our residents. I just want to take the time to say thank you. I would also like to wish everyone Happy Memorial Day. Thank you.

Announcements by County Board Majority Leader, Meta Mueller 

Member Mueller stated when Jes McIlvain asked me to meet with her to discuss inclusive (inaudible) Will. We had some really robust conversations about shortfalls our community has noticed and what other municipalities like us are doing. To tackle some of those issues, one of the things she brought up was a proclamation for a Pride Flag. I was really grateful that Executive Bertino-Tarrant was agreeable to that. I realize a flag and a proclamation won't repair any of the problems with equality that we have in this county or this nation, but I think small things like this go a really long way in often discriminating (inaudible). I look forward to talking (inaudible). I also wanted to thank the folks who came out today to speak in support of the rehabilitation center. I want to thank them for their courage in recovering and supporting folks in recovery and coming here today to share their stories with us. I want them all to know that I see them, and I know their struggle, and I'm grateful they're still here with us. Lastly, I want to say, as leaders in our county, it is often up to us to model behaviors, compassionate behaviors. Earlier this month at Public Health and Safety, Dr. Kathleen Burke came and spoke to us about stopping the stigma with addiction. Just that step could help so many people who are suffering. I'm just going to let folks know that I support this facility and I will support many more like it regardless of where they are located. Thanks, guys.

Member Fricilone stated the ECS people definitely moved me as well. I am going to start a County Board envelope and anyone that wants to contribute.
