A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joseph Clement, to approve the agenda as written with the following change: 1) Remove Council Memo #82-22: Resolution Denying a Special Use Permit to Allow a Women’s Opioid Addiction Supportive Living Facility, Located at 1301 Copperfield Avenue from the Agenda.

The motion carried by the following vote:

CONSENT AGENDA:  

Approval of Minutes  

Council Meeting - January 18, 2022  

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill up to 4 part-time Summer Laborers in Plant Operations of the Public Utilities Department; 2) Fill one part-time Laboratory Intern in Plant Operations of the Public Utilities Department; 3) Fill up to 6 part-time Summer Laborers in the Roadways Division of Public Works; 4) Fill up to 3 part-time seasonal Urban Forestry positions in the Roadways Division of Public Works; 5) Fill two part-time Summer Laborers in the Fleet Division of Public Works Department; 6) Fill one part-time Historic Preservation Summer Intern in the Planning Division of the Community Development Department; and 7) Fill four part-time Engineering Summer Interns in the Public Utilities Department.

Sole Source Purchase of ZETX Scan Suite with TSMA6 Drive Test Scanner and Associated Hardware for the Joliet Police Department Investigations Division 

Award of Professional Service Contract for the 2022-2023 National Bridge Inspection Standards (NBIS) Program to Willett Hofmann & Associates, Inc. in the amount of $28,215.00 

Amendment No. 3 for the Professional Services Contract with Rempe-Sharpe & Associates, Inc. for the Downtown Floodplain Levee Project in the amount of $199,798.00 

Change Order No. 5 for the 2020 Sanitary Sewer Rehabilitation Program to Performance Pipelining Inc. in the amount of ($231,894.47) 

Change Order No. 1 for the 2020 Roadway Resurfacing Contract A - MFT Sect. No. 20-00525-00-RS to PT Ferro Construction Co. in the amount of ($40,780.17) and Payment Request No. 6 and Final in the amount of $12,216.29 

Change Order No. 1 for the 2020 Roadways Resurfacing Contract B - MFT Sect. No. 20-00530-00-RS to PT Ferro Construction Co. in the amount of $100,492.03 and Payment Request No. 6 and Final in the amount of $185,588.72 

Change Order No. 1 in the amount of ($202,815.65) and Payment Estimate No. 4 and Final in the amount of $105,660.55 for the Reedwood Phase 1A Water Main Improvements Project to Brandt Excavating  

A motion was made by Councilwoman Hallums Quillman, seconded by Councilman Clement, to approval all said Consent Agenda Items.

In response to Mayor O'Dekirk's question, Public Works Director Allison Swisher informed the Council that Channahon will vote on this item next Monday. A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to adopt COUNCIL MEMO #80-22: Resolution Approving a Memorandum of Understanding Regarding Shared Water Delivery Services with the Village of Channahon. (RESOLUTION NO. 7737)

The motion carried by the following vote:

The City Clerk stated this item was previously removed from the agenda.

CITY MANAGER: 

The City Manager explained Council Memo #81-22: Resolution Authorizing a CDBG Subrecipient Agreement with Holsten Human Capital Development allows the City to fulfill the obligation to have a Community Center at this site.

NEW BUSINESS (Not for Final Action or Recommendation): 

Councilman Hug reminded residents there will be ice under the snow on the roadways and to park in their driveways where possible.

Greg Ruddy, Director of Public Works, gave a brief overview of the upcoming snow storm.

Councilwoman Reardon reminder residents garbage collection will start at 5:30 a.m. due to the snow event.

PUBLIC COMMENTS: 

Meeting was recessed due to disruption in Council Chambers.

Meeting reconvened at 6:59 p.m. with all members of the Council present with Councilwoman Gavin and Councilman Guerrero attending remotely.

Jim Lanham spoke regarding child sex offender concerns.

Nicole Lurry spoke regarding concerns on Eric Lurry's death.

William Callaway spoke regarding LaQuon McDonald release concerns.

A gentleman with Ex-cons for Community and Social Change spoke regarding cannabis concerns.

Mark Clements spoke regarding concerns on Eric Lurry's death.

Justin Blake spoke regarding Eric Lurry's and LaQuon McDonald deaths. A gentleman spoke regarding the upcoming release of Jason VanDyke.

Clyde McLamore with Black Lives Matter of Lake County spoke regarding Eric Lurry and LaQuon McDonald.

Carl Ferrell spoke regarding Eric Lurry's death.

Gregory Sherman with Ex-cons for Community and Social Change spoke regarding injustices.

MAYOR AND COUNCIL COMMENTS: 

Councilman Clement highlighted the Pit Stop Corner Cafe at Emerald Drive and Route 53.

Councilman Guerrero spoke regarding COVID concerns, watermain issues, and contacting the Attorney General's office regarding issued discussed under public comment.

Councilman Hug spoke regarding e-learned for local students due to the weather forecast.

Councilman Morris highlighted celebrations of Black History Month by Seven Mountains and the Joliet Area Historical Museum and mentioned there are other events taking place throughout the City.

Councilwoman Quillman spoke regarding a vaccine clinic sponsored by the Township Government building located at 175 W. Jefferson Street.

Mayor O'Dekirk highlighted his visit at Cornerstone Christian School, Governor Pritzker's visit to Joliet to discuss the Houbolt Road Bridge Project, meeting with Congressman Foster concerning infrastructure funding, and grand opening Pit Stop Cadence Corner Cafe. He also invited attendees at the meeting from the ECCSC group to contact his office to meet with him.
