City of Joliet Land Use & Legislative Committee Met March 10.

ROLL CALL

Present Terry Morris, Jan Hallums Quillman and Herb Lande

APPROVAL OF MINUTES

A motion was made by Herb Lande, seconded by Jan Hallums Quillman, to approve minutes from the February 3, 2021 Meeting. The motion carried by the following vote:

Aye: Morris, Hallums Quillman and Lande

CITIZENS TO BE HEARD ON AGENDA ITEMS

None.

This section is for anyone wanting to speak regarding items listed on the agenda. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Land Use & Legislative Committee do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Land Use & Legislative Committee shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

AMENDMENTS TO CHAPTER 8, ARTICLE XI--HISTORIC PRESERVATION

Ms. Bernhard gave the Committee background information about the proposed revisions to the Historic Preservation Ordinance.

Councilwoman Quillman had several questions that Ms. Bernhard answered pertaining to local historic districts.

Councilman Morris inquired about someone purchasing a historic house but not realizing that it was a landmark and then wanting to make updates to their home. Ms. Bernhard responded.

Councilman Lande asked if the person is made aware that the house is a landmark at the time of purchase. Ms. Bernhard responded that is the hope that they are made aware at that time, however that does not always happen.

A motion was made by Herb Lande, seconded by Jan Hallums Quillman, to recommend for approval by the full City Council the Amendments to Chapter 8, Article XI--Historic Preservation. The motion carried by the following vote:

Aye: Morris, Hallums Quillman and Lande

REPEAL OF OBSOLETE CHAPTERS IN THE CODE OF ORDINANCES

Mr. Chris Regis, Legal Department, gave the Committee background information pertaining to obsolete chapters in the Code of Ordinances.

A motion was made by Jan Hallums Quillman, seconded by Herb Lande, to recommend for approval by the full City Council the Repeal of Obsolete Chapters in the Code of Ordinances. The motion carried by the following vote:

Aye: Morris, Hallums Quillman and Lande

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE I, SECTION 2-23, PARAGRAPH (B), MEETING SCHEDULE ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES

Mr. Regis gave the Committee background information about the proposed ordinance change pertaining to the City Council meeting schedule.

Councilman Morris had concerns about Committees that currently meet at 5:30 p.m. on City Council nights.

Mr. Regis said Committee meetings can easily be moved because they are not a requirement like City Council meetings.

Councilwoman Quillman stated she is against the change because people will not be available to attend the meetings with a time change.

Councilman Lande does not mind the change either way.

There was minor discussion.

A motion was made by Jan Hallums Quillman, seconded by Herb Lande, to table the Ordinance Amending Chapter 2, Article I, Section 2-23, Paragraph (b), Meeting Schedule Ordinance of the City of Joliet Code of Ordinances. The motion carried by the following vote:

Aye: Morris, Hallums Quillman and Lande

POLICE DEPARTMENT CITIZEN REVIEW ADVISORY BOARD

Mr. Regis gave the Committee an updated version of the proposal for a Police Department Citizen Review Advisory Board.

Councilman Lande stated he is dedicated to finish this while he is still on the City Council.

Chief Dawn Malec stated they are happy to be working with the Committee to make the new board happen. She said that her and the Deputies have reviewed the proposal and there are some things they would like to have changed and they have seen some things that are very positive in it. They would like to continue to meet with Mr. Regis and others to have an open discussion about it.

Councilman Morris feels the Land Use & Legislative Committee is a good setting to have the discussions about the strengths and weaknesses of the proposal.

Chief Malec explained in further detail what they would like to see.

Councilman Morris wanted to know what the Committee felt about each council member appointing 1 member of the board.

Mr. Regis said he can sit down with the Command Staff from the Police Department and there will need to be time to consider all of the comments that will be made tonight. After all is considered then everyone will have to meet again to review another revised document.

Councilman Morris inquired about background checks and the police academy. Mr. Regis responded.

Councilman Morris spoke about staggering of the board members.

Mr. Jerry Hervey asked if there can be an election and let them pick who they want on the board. He stated his opposition to the police academy training.

Mr. Karl Ferrell stated he agrees with the Chief that no member should be affiliated with the Joliet Police Department, an elected official or an employee of the City of Joliet.

Councilwoman Quillman asked how an election can be held. Mr. Regis responded.

There was discussion regarding applying for the positions on the board and submitting a resume.

Mr. Hervey said it would make sense to let the Council members appoint a person to be a member on the board.

Councilwoman Quillman suggested the Council be removed from the process and maybe go to the various neighborhood organizations and have them put someone on the board that they recommend.

Mr. Jeremy Brzycki had some questions about the current proposal and gave some suggestions of his own.

Mr. Regis stated he will work on the proposal again with the instructions and suggestions that were presented today and then it will come back to the next meeting for review.

NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION

Councilman Morris inquired about the single serve alcohol from liquor stores. Mr. Regis said when another meeting is scheduled he will reach out to the owner of the liquor store across the street.
