City of Joliet City Council met Dec. 7.

ROLL CALL:
Present: Mayor Robert O'Dekirk, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk
ALSO PRESENT: Interim City Manager James D. Hock, nd Corporation Counsel Sabrina Spano
CITIZENS TO BE HEARD ON AGENDA ITEMS:
No one registered to be called to speak and no emails were received.
There were no citizens to be heard on agenda items.

Motion to Receive the City Manager’s Recommended 2021 Budget

A motion was made by Councilwoman Bettye Gavin, seconded by
Councilwoman Sherri Reardon, to receive the City Manager’s Recommended 2021 Budget.
The motion carried by the following vote:
Aye: Mayor Robert O'Dekirk, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk
Presentation / Discussion - City Manager's Recommended 2021 Budget Finance Director, Jim Ghedotte presented the proposed 2021 budget.
A brief discussion was held regarding operating budget highlights; including funding a Facility Asset Manager and Assistant Corporate Counsel positions, and close the Bicentennial Park building.
Councilman Hug left the meeting at 6:00 pm.
Councilman Hug returned at 6:02 pm.
A brief discussion was held regarding departmental highlights of the proposed budget; including moving the Economic Development Director under the City Manager's Office to Community Development Department.
Mr. Ghedotte also presented Budget highlights for the water and sewer fund. A brief discussion was held regarding cannabis tax dollars.
Jim Hock briefly discuss the City's use of gaming revenue in the budget, the use of the banquet facility at Union Station to recognize all the members who service on the City's boards and commissions, and the use of fund balance to balance the City's budget. He briefly discussed a car raffle as a fundraising effort for the Joliet Museum, Rialto, and Joliet Park District 4th of July fireworks display.
Councilman Hug briefly discussed the cannabis tax allocations for the hardest effected areas on the war on drugs.
Mr. Ghedotte briefly discussed the general fund year-end balance.
Councilman Hug left the meeting at 6:55 p.m.
Councilman Hug reentered the meeting at 6:57 p.m.
The Mayor and Jim Hock thanked Mr. Ghedotte.
Approve Additional Meeting Dates for Budget Discussions (if necessary) No additional budget dates were necessary.
MAYOR:
Appointment - Councilman At Large, Herb Lande
Mr. Herb Lande stated he would be honored to service as Councilman.
In response to Councilman Mudron's question, Mr. Lande stated he thought the last administration was going in the wrong direction; therefore, he backed Mayor O'Dekirk in his race against then Mayor Giarrante.
Mr. Lande further discussion his company's support for many charitable organizations. Councilman Hug briefly discussed his discussion with Mr. Lande. He stated he asked Mr. Lande what is process is for making decisions.
Mr. Lande stated he does not always agree with the Mayor and it is health to have different ideas.
A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri Reardon, to appoint Herb Lande to replace the vacated Council position.
The motion carried by the following vote:
Aye: Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk
Abstain: Mayor Robert O'Dekirk and Councilwoman Bettye Gavin
The City Clerk sworn Mr. Herb Lande in as Councilman to replace the Council seat vacated by Councilman Don "Duck" Dickinson.
Mayor O'Dekirk asked Mr. Lande to attend meetings for on Friday in the City of Chicago and then next week a virtual Zoom meeting with Hammond, Indiana concerning the alternative water source.
Mr. Lande stated he has a minor medical procedure on Friday and will not be available to attend the meeting in Chicago.
Mr. Lande was then seated at the dais area for the remainder of the meeting. PUBLIC COMMENTS:
