The Regular Meeting of the Village Board of Trustees, Village of Elwood, at 7:00 PM, was called to order by Village President Doug Jenco.
Present: Village Board President Doug Jenco, Village Board Trustees: Ron Schmidt, Tricia Maas, Jodie Bertucci, Michael Varman, and Kendy Elberson
Also, Present: Village Administrator/Village Clerk Julie Friebele, Director of Public Works Larry Lohmar, Police Chief Fred Hayes, and Attorney Jordan Kielian

Presentations and Public Hearings
2020 Liability Insurance Presentation – Alliant/Mesirow, Michael Alesia (attended by phone)
The 2021-2022 proposed annual overall premium is increasing from $160,289 to $165,594 or 3.31%. The deductibles will remain the same as last year. The main reasons for the increase are as follows: • Property value increases – 4.0%
• Vehicle value increase – 10%
• 2 large property claims $34,453 and $76,139 = $110,592
In 2021 the Illinois Public Risk Fund will provide the Village with a Safety Grant in the amount of $7,555.
Chicago Metropolitan Agency for Planning (CMAP) Pavement Management Report Presentation – Kurt Keifer (attended by phone)
In October of 2020, the Chicago Metropolitan Agency for Planning (CMAP) retained the services of Gorrondona and Associates, Inc. (G&AI) to implement a pavement management system for the Village of Elwood that will enable the Village to manage its roadway network in a more proactive, cost-effective, and sustainable way. To accomplish this objective, G&AI: 1) assessed the condition of the Village’s roadways, 2) implemented and customized a pavement management system for the Village, and 3) developed near- and long-term pavement maintenance and rehabilitation (M&R) recommendations for the Village’s roadways. At the time of G&AI’s inspection, based on a scale of 0 to 100, the Village’s pavements were found to have an average PCI of 76, indicating that the Village’s roadways are in overall “satisfactory” condition. The Village’s roadways were found to have an average IRI value of 188 inches/mile, which indicates overall “smooth” pavement.

September 2020 Financial Report
The September 2020 Financial Report prepared by Finance Director Robbie Day was presented to the Village Board for review. The report represents the Village of Elwood’s year to date revenues, expenses, and end of the month fund cash balances. The September 2020 Financial Report was also reviewed during the Finance Committee meeting held on October 27, 2020.
Liability Insurance Proposal January 1, 2021 through January 1, 2022
A motion was made by Trustee Bertucci to approve the Alliant/Mesirow Liability Insurance Proposal January 1, 2021 through January 1, 2022 in the amount of $165,594. Trustee Varman seconded the motion. A vote was called: Trustee Maas – yes, Trustee Varman – yes, Trustee Elberson – yes, Trustee Bertucci – yes, Trustee Schmidt – yes. The motion carried.
Annual Treasurer’s Report
Within six months after the end of each fiscal year, the municipal treasurer must prepare a statement of receipts and disbursements. This statement is known as the "Annual Treasurer's Report”
Each report contains the following information:
• A listing of revenues, expenditures and changes to governmental funds.
• A listing of all vendors receiving more than $2,500 by name and amount.
• The total amount disbursed to vendors receiving under $2,500.
• The name and gross amount received in compensation by each elected official and employee.
As required, the Annual Treasurer's was Published in the Wilmington Free Press on October 14, 2020 and was filed at the Will County Treasurer's Office on October 16, 2020.
Resolution Regarding the Illinois Transportation Enhancement Program Local Assurance Resolution IDOT administers the Illinois Transportation Enhancement Program (ITEP) through funds from the Federal Fixing America’s Surface Transportation Act to assist local communities with pedestrian friendly areas. The proposed roundabout plan would create a way to be pedestrian-friendly and also restrict semi truck traffic on Mississippi Avenue within the Village’s commercial and residential areas. The Village is applying for an ITEP grant to assist with the costs of the roundabout. The resolution is required as a function of applying for the grant to certify that if selected the Village is willing and able to manage, maintain and operate the project within the time periods defined by the Sunset Claus. A motion was made by Trustee Maas to adopt the Resolution Regarding the Illinois Transportation Enhancement Program Local Assurance Resolution. Trustee Varman seconded the motion. A vote was called: Trustee Maas – yes, Trustee Varman – yes, Trustee Elberson – yes, Trustee Bertucci – yes, Trustee Schmidt – no. The motion carried.
Resolution for the 2021 Village of Elwood Schedule of Meetings
Each year the Village Board of Trustees is presented with the annual schedule of the meeting dates and times for the following year. The meetings are scheduled as follows unless otherwise noted on said schedule.
• Village Board of Trustees meetings are scheduled on the 1st Wednesday of the month and convene at 7:00pm.
• Planning and Zoning Commission meetings are scheduled on the 4th Tuesday of the month and convene at 7:00pm.
• Finance Committee meetings are scheduled on the last Tuesday of the month and convene at 4:00pm.
• Park Committee meetings are scheduled on a bi-monthly basis on the 4th Wednesday of the month and convene at 6:00pm.
• Elwood International Port meetings are scheduled quarterly on the 1st Wednesday of the month and convene at 5:00pm.
A motion was made by Trustee Elberson to adopt the Resolution for the 2021 Village of Elwood Schedule of Meetings. Trustee Bertucci seconded the motion. A vote was called: Trustee Maas – yes, Trustee Varman – yes, Trustee Elberson – yes, Trustee Bertucci – yes, Trustee Schmidt – yes. The motion carried.
Police Department – Chief Fred Hayes
During the month of September 2020
The Elwood Police Department responded to 533 calls for service. For more details concerning the types of calls, residents can visit the Village of Elwood website.
Police officers issued a total of 198 citations: (The reason for the low year to date number is due to COVID19 Pandemic)

TRAINING REPORT:
Officer Nick Vandal was assigned to the Illinois Law Enforcement Alarm System (ILEAS) Mobile Field Force, riot police. He was deployed in a ready position in Naperville and Plainfield in case of civil unrest.
An Officer tested positive for COVID 19. He has been away attending training and has not been in contact with Village employees or residents. He was ordered to quarantine for ten (10) days.
Public Works – Director of Public Works Larry Lohmar
Saint Louis Street Project:
St Louis Street contractor should finish punch lists items by the end of the week.
WWTP Vessel:
The vessel was installed and is up and running while they upgrade the other two vessels.
J-Power:
On Monday last week, J-Power took a tour of the new well and water plant upgrades. They were happy with what was completed.
Water Break:
During the last month, public works repaired and completed two more water leaks in the Village.
Village Hall Heat:
Roughly about two weeks ago we tried to fire our one and only boiler for the winter, and it failed to start. We have two boilers in our building of which one had a cracked heat exchanger last year and had to be taken out of service leaving just one to finish out last year. Early this year The Village started looking for a replacement solution that would fit in our budget. The cost to replace the two boilers with one more efficient is approximately $214,000.00 which is not in the budget. Fortunately, we have received a grant that would cover this cost plus some other Village Hall needed repairs. The bad news is the grant money has not been released to the Village as of yet. In the interim my solution was to install two 500,000 BTU natural gas heaters and run two 24” flex ducts through a basement window and tie them into the air intake of the blower units. This now is what supply’s our supplemental heat until a new boiler is installed.
Well 10 Failure:
Well 10 has failed after trouble shooting, it was determined that the windings in the motor have failed. We have two quotes for pulling and inspecting the Well 10. One from Municipal Well & Pump for $34,410.00 and the other from Layne Company for $ 43,498.00. We requested a quote from a third vendor but they have failed to submit a quote.
IEPA Public Water Inspection:
IEPA Multi-Year Public Water Supply Inspection has been completed, and we are proud to say it passed with flying colors.

Halloween Celebration
Due to the COVID pandemic, Halloween was celebrated a little differently this year at the Village Hall. Typically, folks come in the Village Hall for a hot dog and some hot chocolate, and the parents, kids, and neighbors have the opportunity to socialize in a community event. This year we still passed out hot dogs, chips and a treat bag, although we could not gather and socialize.
The Scarecrow contest started out slow, but in the end, there were 23 participants and scarecrows to display. The scarecrows not only looked great outside showing Elwood’s Halloween spirit, but it was nice that the Village residents still with a sense of community participated in the contest.
The Village would like to thank Silver Dollar, Hair Code, Sunshine market, Subway, Raceway Pizza, and Dollar General for their generosity and donating prizes for the scarecrow contest winners.
Early Voting General Election
The Village conducting early voting from October 19th through October 30th. We had a record number of early voters this election coming in at 1,062.
Thank you to the Administration Staff that worked diligently to make sure all who were here to vote were able to vote and at the same time completing their daily work load. I am very proud of our team!

I am so proud of Administration Staff, the Village is very fortunate to have them, they do a fantastic job. Public Works and our Police Department, they do a great job. It is hard to believe that with the small staff that Elwood has, they accomplish so much, and I couldn’t be prouder to be the Mayor of Elwood.
Thank you to the Village Board for handing out hot dogs on Halloween.
I met with the Cub Scouts this evening before the Board Meeting to discuss the Village and how matters are conducted here. The Scouts asked great questions and have thoughts of their own on how to handle some matters. I enjoyed meeting with them.
