Village of Frankfort Village Board Met October 19

Village of Frankfort Village Board met Oct. 19.

Here is the minutes provided by the board:

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order at 7:00 P.M.

Clerk Brian Feehery called the roll. In attendance were Mayor Jim Holland, Clerk Brian Feehery, Trustees Adam Borrelli, John Clavio, Margaret Farina, Keith Ogle, Jessica Petrow, and Gene Savaria. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Police Chief John Burica, Village Administrator Rob Piscia, and Asst. Village Administrator Jeff Cook.

APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

B. Approval of Bills/Payroll - $1,258,835.43/$373,473.85

C. Operations Committee Report

1. Pfeiffer Road Extension Project – Resolution

a. IDOT Preliminary Engineering Services Agreement: Approval

b. IDOT Resolution for Improvement Under the Illinois Highway Code: Approval

Accept the recommendation of the Operations Committee, and adopt A RESOLUTION (NO. 20-42) AUTHORIZING THE EXECUTION OF THE IDOT PRELIMINARY ENGINEERING SERVICES AGREEMENT AND RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE APPROPRIATING REBUILD ILLINOIS BOND FUNDS IN THE AMOUNT OF $159,500.00, for design engineering services for the extension/construction of Pfeiffer Road from US Route 30 to south of Colorado Avenue, as supplementary documentation to the agreement authorized by Resolution No. 20-32.

2. Public Works Department Equipment Replacement Purchase and Trade-In

a. 2021 John Deere 544L 4WD Wheel Loader – Resolution

Accept the recommendation of the Operations Committee, and adopt A RESOLUTION (NO. 20-43) AUTHORIZING AN EXPENDITURE TO WEST SIDE TRACTOR SALES CO., FOR THE PURCHASE OF A NEW 2021 JOHN DEERE 544L 4WD WHEEL LOADER, in the amount of $174,840.11, less trade-in of Village owned 2009 Caterpillar 928H in the amount of $52,000, for a total purchase price of $122,840.11.

b. Disposal of Surplus Property – Ordinance

(Waive 1st and 2nd Readings)

Accept the recommendation of the Operations Committee, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3268) AUTHORIZING THE SALE OF CERTAIN SURPLUS PROPERTY OWNED BY THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, for the trade-in of a 2009 Caterpillar 928H.

D. Plan Commission Report Summary

1. Sleeman Multiple Variances: 254 Oregon Street – Ordinance

(Waive 1st and 2nd Readings)

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3269) GRANTING MULTIPLE ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (SLEEMAN VARIANCES – 254 OREGON STREET), granting the following zoning variances to the property for the construction of a single-family home and detached garage: a first floor building materials variance from the masonry requirement to permit the use of non-masonry composite siding, a lot coverage variance from 20 percent to 23.07 percent, an accessory structure variance from 10 feet to 5 feet along the western property line; and an accessory structure variance from 10 feet to 7.5 feet along the southern property line, all in accordance with the reviewed plans and public testimony.

Trustee Ogle made a motion (#1), seconded by Trustee Savaria, to approve the Unanimous Consent Agenda.

Trustees Borrelli, Clavio, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken.

Trustee Farina commented on her view of lot coverage variances, noting the importance of scale in the downtown residential district. She voiced her support of the 254 Oregon Street project due to the Village creating this substandard lot in 2014 and upholding the recently adopted downtown residential design guidelines in regard to garage orientation.

Trustee Borrelli also commented on the variance requests for the project and voiced his appreciation of the investment by the developer and homeowners.

Clerk Feehery called the roll. Ayes: Trustees Borrelli, Clavio, Farina, Ogle, Petrow, and Savaria. Nays: None. The motion carried.

MAYOR’S REPORT

 Mayor Holland congratulated the 50 participants who took part in the virtual Old Plank Road Trail 5K Run/Walk this year. He also thanked Event Coordinator, Sue Lynchey, for her efforts in organizing this virtual event.

 Mayor Holland reported the Village’s leaf collection program began today, October 19, and will continue through the week of November 23.

 Mayor announced the Village of Frankfort, Frankfort Chamber of Commerce, and the Frankfort Public Library are co-sponsoring a Halloween Window Walk event. Windows of local Frankfort businesses have been decorated by the library’s teen advisory board and students from local schools. Windows “come alive” on Thursday, October 22, for Witchy Night Out, from 5:00 PM to 8:00 PM, and on Saturday, October 31, from Noon to 3:00 PM.

 Mayor Holland reported “trick or treat” hours for the Village of Frankfort are from 2:00 PM to 7:00 PM on Saturday, October 31.

 Mayor Holland reported October 25 will be the last Country Market for the year.

 Mayor Holland reminded residents daylight savings time will end on November 1 at 2:00 AM and to set clocks back one hour.

 Mayor Holland reported the Frankfort Arts Association will host “Homegrown Pride” art exhibit at the Village Administration Building from November 9, 2020 through February 15, 2021. Frankfort Arts Association member artists who reside in Frankfort are invited to submit entries by October 30, 2020. Visit www.frankfortartsassociation.org for details.

 Mayor Holland commented on COVID-19 positivity rate for Region 7 (Will and Kankakee counties), noting enhanced mitigation measures will take effect if the region’s positivity rate averages greater than or equal to 8% for three consecutive days. He encouraged residents to practice social distancing, wear face coverings in public, and wash your hands to help slow the spread of the disease.

POLICE DEPARTMENT REPORT

Chief Burica reminded residents that the annual Trunk-or-Treat event has been cancelled due to current COVID restrictions. He asked residents to use caution and watch for children who are participating in trick-or-treating activities. He encouraged residents to regularly check their credit report, alerting the public of unemployment fraud circulating in the area. Chief Burica reminded residents to always lock residences and vehicles and call the police any time you see or hear suspicious activity.

VILLAGE ADMINISTRATOR’S REPORT

Administrator Piscia reminded residents of the importance of placing leaves in the parkway for collection by the Village and not on the streets. He noted leaves on the streets increase the chance of obstructing the flow of storm water and cause flooding during rain events. He welcomed new staff member, Christopher Gruba, Senior Planner.

VILLAGE ATTORNEY’S REPORT

Village Attorney Lamore had no report.

OTHER BUSINESS

Clerk Feehery reported 454 voters participated in Early Voting at the Village Administration Building today for the November 3rd Presidential Election.

Members commented on the Wine Thief Bistro and the Frankfort Arts Association teaming up for a fundraising event held over the weekend. Members also commented on the record numbers for Early Voting and felt it was a great service the Village offers to its residents. Residents were encouraged to attend the last country market for the 2020 season on Sunday, October 25 and to view the upcoming “Hometown Pride” art exhibit at the Village Administration Building. Members wished everyone a happy and safe Halloween and welcomed new staff member Chris Gruba. It was noted a Laraway Communications Center meeting is scheduled for Thursday, October 29.

PUBLIC COMMENT

No public comments were received by the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Ogle made a motion (#2), seconded by Trustee Petrow, to adjourn the regular board meeting of Monday, October 19, 2020. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:27 P.M.
