Wilmington Community Unit School District 209U Board of Education met Aug. 10.

Here is the minutes provided by the board:

At 5:30 P.M. a Budget Workshop was conducted by Finance Director, Lisa Hipes in the Board room.

The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Monday, August 10, 2020 at 6:00 P.M. in the Wilmington School District Boardroom. President Cragg called the meeting to order with the following members answering roll call: Anderson, Kunz, Southall, Stickel and Cragg. Dziuban and Moran-Absent.

A motion was made by Stickel and seconded by Southall at 6:01 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches, Collective negotiating matters between the Board of Education and its employees or their representatives, and Litigation that is probable or imminent. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Stickel to leave closed session at 6:28P.M. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

Pledge to the Flag 6:30 P.M.

A motion was made by Stickel and seconded by Southall to approve the agenda and consent agenda for the Monday, August 10, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education as presented. All Aye. Motion carried.

OPPORTUNITY FOR PUBLIC INPUT – Virtual Zoom

Parents and public concerned about children having to wear masks. Dr. Swick and President Tim Cragg explained that students having to wear masks is mandated by the state. We have to follow the mandate.

Administrator Reports:

Mrs. Beth Norman, Bruning Principal reported:

Enrollment at Bruning School as of today is as follows: 58 (7 remote and 51 in-person) Pre-K total, 54 (12 remote and 42 in person) Kindergarten, 83 ( 13 remo t e and 70 in person ) 1st Grade = 195 total. Mrs. Norman thanked Mr. Habing and the Custodial Staff for their hard work on cleaning up the building all summer. Mrs. Norman named her new staff members for 2020/2021.

Mrs. Venita Dennis, L.J. Stevens Intermediate Principal reported:

Enrollment at L. J. Stevens Intermediate School as of today is 307 students. 248 in person and 44 signed up for remote learning. 33 students moved out of the district and 27 moved in. Mrs. Dennis thanked Mr. Habing and his staff for all their hard work this summer.

Mrs. Dennis named her new staff members for the 2020/2021 school year.

Mr. Adam Spicer, Middle School Principal reported:

Enrollment at Wilmington Middle School as of today is as follows: 297 students, 231 students attending in person and 66 Remote Learning students. 18 students moved out of the district and 23 moved in. Softball and baseball are allowed by IASA and are going on now. Mr. Spicer named his new staff members for the 2020/2021 school year.

Mr. Scott Maupin, High School Principal reported:

Enrollment at Wilmington High School as of today is at 424 total, 57 are signed up for remote learning. Remote learners will be using Apex Learning. Open House for Freshmen will be 8/24 from 3:30 – 5:00. Mr. Maupin thanked Mr. Habing and his staff for all their hard work this summer. Mr. Maupin named his new staff members for the 2020/2021 school year

Mr. Mike McCormick, Technology Manager reported:

Chrome Books are ready for High School and Middle School students. We have Chrome Books available for all students. Skyward is at 85% completion.

Mrs. Lisa Hipes, Finance Director reported:

State of Illinois owes us $219,756.00 for the 2019/2020 school term. The Auditors were here on 8/7. The budget is on display and I am available to discuss it at any time between now and September 14th. The Transportation Report was filed at the beginning of August. The Financial information for the District has been entered into ISBE’s ESSA Site Based Expenditure Reporting website.

Mr. Kevin Feeney, Curriculum Director reported:

82% of students will attend in person and 18% will be remote learning. Hot spots will be available for students who need it. New teacher orientation is on August 17th. August 20-21st are remote learning days. Teacher institutes will be on 8/24 and 8/25. August 26th is the 1st day of school.

Dr. Matt Swick, Superintendent Reported:

• Dr. Swick provided Sowic breakfast/lunch prices for 2020-2021

• Presented board policies 5:340 Return to School Health Screening and Covid-19 Sick Leave Policy and 5:350 Families First Coronavirus Response Act (FFCRA)

Leave Policy

• The district amended the school calendar. The new student start date is August 26th.

• Discussed with the board regarding school board elections and the 3 townships and possibly adding a referendum regarding changing the requirements for new Minutes of Regular Meeting August 10, 2020 Page - 3 board members. Educating the people and letting them decide.

1) Recommended approval for the following consent agenda items as presented: Special Meeting of July 7, 2020, and Closed Meeting of July 7, 2020; Approve Building Principal’s reports; Approve Curriculum Director’s Report; Approve Technology Director’s Report; Approve Finance Director’s Report; Approve Superintendent’s Report; Approve Treasurer’s Reports for June and July; Ratify June bills in the amount of $609,203.25; Ratify June 30 payroll remittances, July bills, and July payroll remittances in the amount of $742,681.67 Ratify July 15 payroll remittances, August bills, and August payroll remittances in the amount of $1,229,049.91; Ratify Payroll Direct Deposit in the amount of $285,866.39 for the June 15, 2020 payroll. Ratify Payroll Direct Deposit in the amount of $288,095.05 for the June 30, 2020 payroll; Ratify payroll Direct Deposit in the amount of $270,521.90 for the July 15, 2020 payroll; Ratify payroll Direct Deposit in the amount of $274,264.66 for the July 31, 2020 payroll; Authorize the signing of the August 14, 2020 and August 31, 2020 payroll to be ratified at the September meeting; Approve the August 2020 bills in the amount of $541,287.59; Approve the Imprest Fund Reports for the months of June and July in the amount of $1,464.00 and for the month of August in the amount of $135.00; Approve the Monthly Financial Report for June and July; Approve the Student Activity Fund Reports for June and July and authorize the continuance of investments of unencumbered funds; Approve the following donations: None; Approve the 2020-2021 Substitute Teachers authorized by the Will County Regional Office of Education pending completion of paperwork and meeting all local, state and federal guidelines; Approve 2020-2021 Substitute Support Staff List – Document 8-1-19; To review the Hazardous Conditions for the 2020-2021 school year as follows: Bruning School – Becky to Bass (K-5), Along Bass Street from Roberts Street to Bruning Drive, and along Sumac Street from Roberts Street to Bruning Drive; Stevens Intermediate School– North Kankakee Street/Northcrest Area (K-5), Rt. 52 and Strip Mine Road (K-5) and Route 53 and Soldier’s Widows’ Home Road (K-5); Wilmington Middle School – Alma Acres (6-8); Wilmington High School – Alma Acres (9-12); Approve a day off for the largest monetary donor and provide a pizza party to the building with most money donated (percentage- wise) to the United Way; Approve the following fundraisers: WMS: Cheer, Tastefully Simple, Sept. 15-30, 2020; Approve the following Building Use forms: WMS: ICBS Meeting, August 7, 2020.

Approve the second reading and adoption of Board Policies as amended and presented during the first reading:

Act on the Consent Agenda: A motion was made by Stickel and seconded by Southall to approve the Consent agenda items as presented for the Monday, August 10, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Anderson to accept the letter of resignation submitted by Cindy Dingillo from the position of 3-hour cafeteria server effective immediately. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Stickel and seconded by Southall to approve Mr. Spicer’s recommendation to employ Ethan Paulsen as a Wilmington Middle School Science teacher at BA Step 3 in the salary schedule. Employment is pending the compliance with all federal, state, and local guidelines. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Anderson and seconded by Stickel to approve the FMLA request from Mrs. Dennis’s which will begin on September 15, 2020, with a return date of November 10, 2020. FMLA will be carried out in concurrence with her accumulated sick leave days and any days used beyond exhaustion of sick days will be without pay. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve Document No. 8-2-20 - Wilmington Middle School Co-Curricular Assignments for 2020-2021. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines as well as any further notification or restrictions relating to COVID-19 Order. Anderson-aye, Kunz-aye, Southall-aye, Stickel-abstain, and Cragg- aye. Motion carried.

A motion was made by Anderson and seconded by Southall to approve Document No 8-3-20 – Wilmington High School Co-Curricular Assignments for 2019-2020. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines as well as any further notifications or restrictions relating to COVID-19 Order. Anderson- aye, Kunz-aye, Southall-aye, Stickel-abstain, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the following recommendations for the employment of a Title I Reading Specialist, Pre-K Teacher and Aides during the 2020-2021 school term, pending completion of all paperwork, and meeting all local, state and federal guidelines and pending grant approval and funding.

Failure to receive anticipated federal Title grant monies would result in early termination of employment for title-funded aides, prior to the completion of the specified number of days:

A motion was made by Anderson and seconded by Stickel to approve the renewal of the Intergovernmental Agreement with the City of Wilmington for crossing guards and additional security services for the 2020-2021 school term. A motion was made by Southall and seconded by Anderson to approve the agreement with SOWIC for lunch prices during the 2020-2021 school term. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Stickel and seconded by Southall to approve the agreement with SOWIC for Breakfast prices during the 2020-2021 school term. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Southall and seconded by Anderson to adopt the Memo of Understanding for Joliet Junior College Dual Credit Courses, as presented. Anderson-aye, Kunz-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.
