Commissioners 150 W. Jefferson Street Joliet, IL 60432 Meeting Minutes

1. ROLL CALL

PRESENT: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney.

ABSENT: None.

2. SECRETARY’S REPORT - None

3. CITIZENS TO BE HEARD ON AGENDA ITEMS - This section is for anyone wanting to speak regarding items listed on the agenda. Anyone speaking on an agenda item is entitled to speak for a maximum of four (4) minutes. It is not a question and answer period and staff, and the Board of Fire and Police Commissioners do not generally respond to public comments. Please note that speakers who engage in conduct injurious to the harmony of the Board of Fire and Police commissioners shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. - None

4. NEW/OLD BUSINESS (Not for final action or recommendation)

Lt. Eric Mattson asked for clarity on the Board's position concerning permission to sign up for more than one Promotional exam. Lt. Mattson stated that this request had been made previously and the Board had denied the request. Secretary Turney read a letter submitted by Lt. Joe Vish who was on duty and unable to attend. The letter stated again that a 2016 decision by the Board had denied the request to sign in for multiple tests. Chairman Lande asked for opinions from Acting Chief Blaskey and Inspector General Regis. Mr. Regis made it clear that there was no decision to be made by the Board at this time. A change in Rules can be submitted to City Council if so desired in the future. Commissioner Wooten spoke about the need for the Board and the two Fire Department unions to discuss changes also. This item was therefore tabled.

5. FIRE DEPARTMENT PROMOTIONS

Motion to appoint Captain Aaron Kozlowski to Battalion Chief Kozlowski was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

Motion to appoint Lieutenant Matthew Ehrsam to Captain Ehrsam was made by Commissioner Craig Purchase. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

6. PUBLIC COMMENTS - None

7. EXECUTIVE SESSION

Motion to enter closed session was made by Commissioner Todd Wooten 

Motion seconded by Commissioner Craig Purchase 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Secretary/Commissioner Carol Turney, Commissioner Craig Purchase, Commissioner Todd Wooten 

NAYS: None

8. FIVE (5) NEW POLICE OFFICERS

Motion to appoint #21 Shanil Hopson was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

Motion to appoint #23 Kenneth Macejak was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

Motion to deny #24 Matthew Ryan was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

Motion to deny #26 Emilio Martinez was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

Motion to appoint #28 Bryan Kuzma was made by Secretary/Commissioner Carol Turney. 

Motion seconded by Commissioner Todd Wooten. 

Motion carried by the following vote: 

AYES: Chairman Herb Lande, Commissioner Craig Purchase, Commissioner Todd Wooten, Secretary/Commissioner Carol Turney. 

NAYS: None.

#25 Joseph Doolan voluntarily withdrew August 21, 2019

#27 Lorena Muniz voluntarily withdrew October 30, 2019

9. ADJOURNMENT
