Wilmington Community Unit School District No. 209-U Board of Education met Feb. 10.

Here is the minutes provided by the board:

The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Wednesday, February 10, 2020 at 6:00 P.M. in the Wilmington School District Boardroom. President Cragg called the meeting to order with the following members answering roll call: Anderson, Dziuban, Kunz, Moran, Southall, Stickel and Cragg.

A motion was made by Southall and seconded by Stickel at 6:02 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches; and Litigation that is probable or imminent. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to leave closed session at 6:30 P.M. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

Pledge to the Flag 6:30 P.M. 1 guest was present.

A motion was made by Anderson and seconded by Stickel to approve the agenda and consent agenda for the Monday, February 10, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education as presented. All Aye. Motion carried.

Opportunity for Public Input:

Student recognition ceremony took place in the Wilmington High School Cafetorium.

Administrator Reports:

Mrs. Beth Norman, Bruning Principal reported:

Students were tested for RTI in the first two weeks of January and RTI groups have been adjusted accordingly. Career week was held during the week of January 27th and was a huge success. There will be an early dismissal on 2/12 for school improvement. Valentine’s parties will be held on 2/14 from 1:00 – 2:00. There will be no school on 2/17 to celebrate President’s Day. Our second trimester will end on 2/21. Report cards will be available electronically on 2/28. Kindergarten registration will take place 3/16-3/19. All Student Growth Assessments have been completed through the Winter Testing Cycle and all teachers reported significant growth. Pre-school screening took place on 1/17.

Mrs. Venita Dennis, LJ Stevens Intermediate Principal reported:

Fourth grade students will present a patriotic musical assembly on 2/20. Valentine parties will be held on 2/14 from 2:00 – 2:45. There is no school 2/17 to honor President’s Day. The Winter Session of Young Rembrandts has begun. Mrs. Quigley is hosting a book fair on 2/24-3/3. The second trimester ends on 2/21, and report cards will be available electronically on 2/28. Trimester awards will be given out on 3/4. There will be no school on 3/2 for Pulaski Day. The next PTO meeting will be held on 3/3. 4th and 5th Grade students took the 5 Essentials Survey on 2/5. 3rd Grade had Goodies with Grown-ups on 2/10.

Students will be dismissed early on 2/12 for School Improvement. WE-PTO will be hosting an assembly on respect on 2/13. 5th Grade will take the Illinois Science Assessment on 3/10 – 3/12.

Mr. Adam Spicer, Wilmington Middle School Principal reported:

The second trimester ends on 2/21, and report cards will be available electronically on 2/28. The High School Guidance Department met with 8th grade students on 2/10, and will begin meeting with them individually to schedule their Freshman year classes. State mandated testing will begin in March. Congratulations to Students of the Month: 6th Grade – Caius Drown, 7th Grade – Alfredo Duran, 8th Grade – Alyssa Johnston. A representative from the Illinois Office of the Attorney General will be on site from 2/25-2/26 to talk to students about safe social media use, internet safety, and cyberbullying. Scholastic Bowl, Spelling Team and Math Team are in the middle of their seasons. Volleyball and Wrestling are nearing the end of their seasons. Track practices will begin 3/2.

Mr. Scott Maupin, Wilmington High School Principal reported:

3rd quarter progress reports will go home on 2/14. 3rd Quarter grades will be posted on 3/13. Guidance Department has completed registering next year’s Freshmen. 15 students have signed up for the SAT Prep Class in mid-February. Mr. Feeney and I met with Renee Chavez from Island Park District to discuss a partnership where HS students could get the opportunity to serve internships at the Park District beginning next school year. Congratulation to the WHS cheerleaders for placing 1st at the small division sectional on 2/1. WHS will host the wrestling Regional on 2/7 and 2/8. IC-8 Scholastic Bowl Regionals will be held at Manteno on 3/5. Herscher hosted the IC-8 math competition on 1/29. The WHS Speech Team competed at the Regional tournament on 2/8 with several students placing and advancing to Sectionals. Students are practicing for the Spring Musical – High School Musical. We have begun preparing for Prom week, which will include a Pre-Prom assembly on Friday, Prom Walk and Post-Prom on 4/25. January students of the month were: Freshmen – Alexa Clark and Colin James, Sophomores – Maddie Berman and Aimee Moore, Juniors – Emily Dooley and Devon Mann, Seniors – Dylan Andrews and Ryan Mroz.

Mr. Mike McCorminck, Technology Coordinator reported:

We are in the process of upgrading the cameras at SIS and WMS. We are in the process of converting to Skyward for the next school year.

Ms. Ellen Wandless, Business Manager reported:

Ms. Wandless stated that the State of Illinois is $274,610.89 behind in payments. Last year at this time, they owed us $265,357.97. Chapman and Cutler filed our annual Continuing Disclosure with EMMA on 1/22. On 1/28, Ms. Wandless completed the Post-Issuance Tax Compliance Report for 2020. A pre-bid meeting for the WMS tile project was held on 2/6. The Bid Opening for this project is scheduled for 2/20 at 2:30 pm.

Mr. Kevin Feeney, Curriculum Director reported:

The next School Improvement Day is scheduled for 2/12. Several activities have been planned for teachers in each building. Assessment season is beginning in March. Kindergarten students will take the KIDS assessment, students at SIS and WMS will take IAR tests in the next two months. High School students will be taking the PSAT and SAT exams. We are continuing to review Math curriculum and textbooks at the High School. Science teachers at the Middle School have chosen a Pearson textbook series that the Board will be asked to approve later in the Spring.

Dr. Matt Swick, Superintendent reported:

Illinois Freedom of Information Act Report: One FOIA was received from Katie Kim with NBC 5 Chicago, requesting information about any and all written agreements and/or contracts between Wilmington Community Unit School District 209U and companies that provide content filtering and monitoring software for school district-issued devices for students, and documents sufficient to show policies and guidelines for school district- issued devices for students. Kevin Feeney responded via email with all requested information.

Our cheerleaders qualified for the ICCA Championship for the 15th year in a row. They received 1st place at the Championship on January 6th. The team took 1st place at the ICE Conference Competition. The following students were named All Conference Athletes: Ashlee Kelly, Becca Cahill, Kate McCann, and Kaitlyn McKim. On Saturday, February 1st, they competed in the IHSA Sectionals in Joliet, and won. They advanced to state for the 11th consecutive year and 12 of 15 years the competition has been held. The team received the IHSA team academic award for the 12th straight year

WHS wrestlers competed in the IHSA Regional meet at home on February 7-8, 2020, qualifying the following eight wrestlers: Advancing to the Chicago Bowen IHSA Individual Wrestling Sectional on Feb 14 and 15: Jack Narine, Jacob Romano, Justin Lynn, Marcus Morris, Nick Gornik. Alternates: Hunter Hayes, Aiden Wooters, James Schumacher. The IHSA Individual State meet will be held at Illinois State University in Bloomington, IL on February 28th-29th.

There will be sign-up sheets for the Middle School Promotion and High School Graduation. We will need to know if you will be participating in graduation this year.

The SOWIC report for February, 2020 was submitted.

Approve the 8th Grade Promotion date of Wednesday, May 20, 2020 at 6:00 P.M. at the High School; Approve the Wilmington High School Graduation date of Sunday, May 17, 2020 at 2:00 P.M.; Approve the Disposal of Property no longer needed for school purposes: None.

Act on the Consent Agenda: A motion was made by Southall and seconded by Stickel to approve the Consent agenda items as presented for the Monday, February 10, 2020 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg- aye. Motion carried.

A motion was made by Anderson and seconded by Moran to retroactively approve the FMLA request from Robin Tkach, which began on January 10, 2020, with a return date of February 3, 2020. FMLA will be carried out in concurrence with her accumulated sick leave days and any days used beyond exhaustion of sick days will be without pay. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Stickel to approve the FMLA request from Nick Dziuban, which will begin on February 12, 2020, with a return date of February 26, 2020. FMLA will be carried out in concurrence with his accumulated sick leave days and any days used beyond exhaustion of sick days will be without pay. Anderson-aye, Dziuban-abstain, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Anderson and seconded by Dziuban to approve Mr. Habing’s recommendation to employ Erin Piggot as a full-time (8-hour, 12-month) Custodial and Maintenance employee beginning February 11, 2020. Employment is pending the compliance with all federal, state, and local guidelines. Anderson-aye, Dziuban-aye, Kunz- aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Anderson to approve Document No 2-1- 20 – Wilmington High School Spring Co-Curricular Assignments for 2019-2020. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines. Anderson- aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-abstain, and Cragg-aye. Motion carried.

Discussion Items: President’s Prerogative –

Board Policy – Stephanie Southall and C.J. Dziuban: No report.

Facilities Update/Construction Committee: Terry Anderson and Ben Stickel – There may be a football practice field project in the Spring.

Foundation for Excellence – Tim Cragg: The next meeting is 2/11 to discuss the golf outing and a possible Bingo night during Homecoming this year.

Handbook Committee – Ben Stickel and Erin Moran: Meetings will be set soon with Principals.

IASB Delegate/Legislative Liaison – Peggy Kunz: No report

Negotiations Committee – Terry Anderson and Peggy Kunz: No report.

TAB/Leadership Committee – Tim Cragg: The calendar was set at the last meeting.

Three Rivers Governing Board – Terry Anderson: No report.

WILCO Board of Control – Peggy Kunz: Negotiations will be starting soon.

Correspondence: One “Thank You” card was received from Peggy Kunz for the flower arrangement that was sent at the time of her husband’s passing.

A motion was made by Southall and seconded by Anderson at 7:26 P.M. to adjourn until the regular meeting on March 9, 2020 at 6:30 p.m. Closed Session will be at 6:00 p.m.
