City of Wilmington City Council met July 16

City of Wilmington City Council met June 6.

Here is the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council on July 16, 2019 was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present     Persic, Kirwin, Combes, Vice, Dietz, Studer, Tenn

Alderman Absent      Butler

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were the City Administrator/Deputy City Clerk Joie Ziller, City Clerk James W. Studer, Director of Public Works Darin Fowler, Accountant Kim Doglio and, Attorney Marron Mahoney, Police Chief Phillip Arnold

Approval of Minutes

Alderman Vice made a motion and Alderman Combes seconded to approve the July 2, 2019

Regular City Council meeting minutes, as amended, and have them placed on file.

Upon roll call, the vote was:

AYES: 7 Vice, Tenn, Persic, Kirwin, Combes, Dietz, Studer

NAYS: 0

The motion carried.

Public Hearing

Alderman Kirwin made a motion and Alderman Combes Seconded to Enter a Public Hearing at 7:01 PM.

Upon roll call, the vote was:

AYES: 7 Kirwin, Combes, Persic, Vice, Dietz, Tenn, Studer

NAYS: 0

The motion carried.

The Public Hearing was called to order at 7:01 PM.

Mayor Strong made an Opening Statement relative to this being the public hearing relative to the proposed 2019 Redevelopment Plan and Project Amendment and Eligibility Study Amendment

for the RidgePort Logistics Center Intermodal Facility Terminal Area (TIF District No. 2) (“2019 Plan Amendment”)

Mike Weber gave an Overview of the proposed 2019 Plan Amendment, and the Eligibility Study, Housing Impact Study and the Redevelopment Plan and Project in relation thereto, and description of minor amendments thereto.

Joie Ziller (The City’s Representative on the Joint Review Board) made the Council aware of the Joint Review Boards Decision to recommend The Council adopt the amendments.

There was no public comment.

The Council discussed the information that was provided to them.

Alderman Kirwin made a motion and Alderman Combes seconded to Close the Public Hearing at 7:17 PM.

Upon roll call, the vote was:

AYES: 7 Kirwin, Combes, Persic, Vice, Dietz, Tenn, Studer

NAYS: 0

The motion carried.

Mayor’s Report

Mayor Strong congratulated Todd Lyons on his years of service and dedication to the Wilmington Police Department. Chief Arnold also made remarks to celebrate Lyons’ retirement.

The Mayor welcomed the WCHC Cat Crew to give a presentation about issues that occur during the process of legalizing Recreational Cannabis.

The Mayor Announced that the Wilmington Police Department would be host the National Night Out from 6 to 8 PM on Aug 6th. This event will be held at The Wilmington High School.

The Mayor also announced ShareFest is August 10, 2019 from 10AM to 2PM at the Wilmington High School

Planning & Zoning Commission

The next meeting is scheduled for Thursday, August 1st, 2019 at 5:00 p.m.

The next scheduled meeting is Wednesday, August 14, 2019 at 5:30 p.m.

Water, Sewer, Streets and Alleys Committee

The next scheduled meeting is Wednesday, August 14, 2019 at 6:00 p.m.

Police & ESDA Committee

The next scheduled meeting is Tuesday, August 13, 2019 at 5:30 p.m.

Finance, Administration & Land Acquisition Committee

Alderman Studer made a motion and Alderman Dietz seconded to Approve the Accounts Payable Report as Presented by the City Accountant.

Upon roll call, the vote was:

AYES: 7 Studer, Dietz, Persic, Kirwin, Vice, Combes, Tenn

NAYES: 0

ABSENT: 1 Butler

The motion carried.

Alderman Dietz made a motion and Alderman Kirwin seconded to Approve Ordinance No. 19-07-16-01 – An Ordinance Approving Certain Technical Changes to the Proposed Redevelopment Plan and Project Document for the City of Wilmington Ridgeport Logistics Center Intermodal Facility Terminal Area (TIF District No. 2) Pursuant to 65 ILCS 5/11-74.4-5(a)

Upon roll call, the vote was:

AYES: 7 Dietz, Combes, Persic, Kirwin, Vice, Tenn, Studer

NAYES: 0

ABSENT: 1 Butler

The motion carried.

Alderman Studer made a motion and Alderman Kirwin Seconded to Approve Resolution No.

2019-04 – A Resolution to Authorize the City of Wilmington to Execute and Enter into a

Contingent Fee Professional Services Agreement with Azavar Audit Solutions

The next scheduled meeting is Tuesday, August 20, 2019 at 6:00 p.m.

Ordinance & License Committee

First Reading – An Ordinance Amending Chapter 52 Meters and Rates of the Wilmington Code of Ordinances

The next scheduled meeting is Tuesday, August 13, 2019 at 6:00 p.m.

Personnel & Collective Bargaining Committee

Nothing at this time.

Attorney’s Report

No Report

Executive Session

Alderman Persic made a motion and Alderman Tenn seconded to go into Executive Session at 7:53 p.m. to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employee(s) [5 ILCS 120/2(c)(1)]

Upon roll call, the vote was:

AYES: 7 Persic, Tenn, Kirwin, Vice, Combes, Dietz, Studer

NAYES: 0

ABSENT: 1 Butler

The motion carried.

Alderman Persic made a motion and Alderman Dietz seconded to move to close Executive Session at 8:23 p.m.

Upon roll call, the vote was:

AYES: 7 Persic, Dietz, Kirwin, Vice, Combes, Tenn, Studer

NAYES: 0

ABSENT: 1 Butler

Adjournment

Motion to adjourn the meeting made by Alderman Kirwin and seconded by Alderman Combes.

Upon voice vote, the motion carried. The Regular Meeting of the City of Wilmington City Council held on July 16, 2019 adjourned at 8:25 p.m.
