Village of Homer Regular Meeting of Trustees

Those present: Village Trustees: Zach Wells, Joe Bear, Guy James, and Kevin Knott, not present, Jim White and Mike Johnson, also present: Village Mayor/Board President, Raymond Cunningham, Village Clerk, Sharon Jeffers, Treasurer, Cindy Pruitt, Maintenance, Ryan Byerley, Sewer/Zoning, Dave Hermes, Police, Melissa Hughes, HCIA, Christine Cunningham and Angela Lawrence, and guests, Billy Mitchell, and Herb Lacey.

Community Input:

• Herb Lacey: Best fireworks ever!

Board Comment:

• Concerns on why the Lawyer is not present, he was called and had schedule confusion and will be here next month.

• Personnel Meeting scheduled for Ryan Byerley's annual review, Wednesday 7am

• Drainage works well at the Village Hall

• New restrooms are coming along.

• July 4th went well.

Minutes: Zach Wells made the motion to approve regular, Cemetery, and Library minutes as presented, Guy James second the motion, all in favor, motion approved.

Village Bills: Kevin Knott made the motion to pay Village bills as presented, Joe Bear second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

Reports: Guy James made the motion to approve Treasurer, Police, Water, Maintenance, Sewer, Zoning and Village Hall reports as presented, Joe Bear second the motion, all in favor, motion approved.

• Cut down on overtime

• Slow on spending until tax dollars start coming in

Tree removal: Zach Wells made the motion to accept bid from Ryan's tree service to remove 5 trees, trim one tree and remove all stumps including thirteen that the Village has cut down, in the amount of $5,625.00 to be done in October, Joe Bear second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

Wabash Well: Zach Wells made the motion to enter into agreement with Farnsworth for engineering service for repairs to the Wabash Well in the amount of $17,000.00 to be paid for Goad funds, Joe Bear second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Zach Wells, yes, Joe Bear, yes, motion approved.

Village Park repairs: Kevin Knott made the motion to make repairs to Village Park (bench and table repair, painting, and Gazebo sealing) not to exceed $2,500.00 to be paid with TIF, Zach Wells second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Raymond Cunningham, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

Ordinance 70819: Guy James made the motion to pass Ordinance 70819, approving 19/20 appropriations, Zach Wells second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Raymond Cunningham, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

Beer Tent Krazy Daze: Kevin Knott made the motion to approve Beer tent at this years Krazy Daze, Guy James second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

Road Closure/Krazy Daze: Guy James made the motion to pass Resolution for Road Closure for 2019 Krazy Daze, Zach Wells second the motion, all in favor, motion approved.

Table Marijuana sales within Village until August meeting.

Cemetery equipment, table until more funds and information is available.

Maintenance improvements: Zach Wells made the motion to approve purchase of 10 blocks and delivery not to exceed $400, Joe Bear second the motion, roll call vote: Kevin Knott, yes, Guy James, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.

TIF meeting scheduled for Thursday, July 11 at 7:00am.
