Village of Homer Board of Trustees met June 10.

Those Present: Village Trustees: Guy James, Mike James, Jim White, Zach Wells, Joe Bear, and Kevin Knott, not present, Village Mayor/Board President, Raymond Cunningham, also present, Village Clerk, Sharon Jeffers, Treasurer, Cindy Pruitt, Maintenance, Ryan Byerley, Water, Ed Shirley, Zoning/Sewer, Dave Hermes, Farnsworth rep, Dennis Cummins, HCIA, Angela Lawrence, and residents, Billy Mitchell, and lla Patel.
Protem Mayor: Mike Johnson made the motion to appoint Guy James as Protem Mayor, Zach Wells second the motion, all in favor, motion approved.
Community Input: Ila Patel would like to know when the Village will be repairing Third St? The board responded that the Village has many bad roads and they are working on a plan to repair roads with in the Village as money is available and in order of most need.
Board Comment: Zach Wells reported that the Heritage FFA planted flowers at the Caboose park and it looks very nice and that would like to thank them. They will be sending an invoice for the plants. Jim White reported that he had Maintenance block sidewalk and parking on 100 East First St due to unstable building. Joe Bear reported that the new Village Hall restrooms will not be completed by July 4th. Guy James reported that dumpster day went well. Had to wait for last two dumpsters would like to ask for a discount for the inconvenience.

Village bills: Mike Johnson made the motion to pay Village bills as presented, Zach Wells second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Mike Johnson, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.
Monthly reports: Joe Bear made the motion to approve Treasures, Maintenance, Police, Zoning, Water, Sewer, and Village Hall reports as presented, Zach Wells second the motion, all in favor, motion approved.
Will be repairing a water main on Wednesday, it will create a boil order for a few homes and Casey's. Will be installing a valve to avoid boil orders for Casey's in the future. The water tower will need to be painted with in a 3-5 year period. Park benches need repair, need to come up with a cost, this is TIF eligible Tree on Fourth Street is being cut in house, limbs falling out. Safety concerns with walking on sewer covers. No one is to go our alone
Downtown Kiosk: Joe Bear made the motion to ask Boy Scouts if they would like to repair the Kiosk downtown that was originally an Eagle Scout project that has been taken over by carpenter bees, if they do not it will be removed, Mike Johnson second the motion, all in favor, motion approved.
Meter installation bids: Kevin Knott made the motion to accept bid from Ray's Plumbing and Heating to install water meters in the amount of $50 a meter or $5,000 for 100 meters, Zach Wells second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Mike Johnson, yes, Zach Wells, yes, and Joe Bear, yes, motion approved.
Wabash Well: Mike Johnson made the motion to table until next meeting, Zach Wells second the motion, all in favor, motion approved.
TIF Disclosure: Kevin Knott made the motion to accept TIF Statement of disclosure to Municipal Clerk of TIF Conflict of interest from Trustee Jim White, Mike Johnson second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, recuse, motion approved.
MET Engineering 2019 Resolution: Jim White made the motion to pass Resolution 61019R, approving 2109 MFT Appropriations in the amount of $95,000.00, Mike Johnson second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, yes, motion approved.
S East St: Kevin Knott made the motion to authorize expenditure for S East St in the amount of $68,195.00, Jim White second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, yes, motion approved.
Intergovernmental agreement: Mike Johnson made the motion to enter into intergovernmental agreement with St Joseph for use of Vac Truck, Failed for lack of second.
July 4th Parade resolution: Kevin Knott made the motion to pass resolution 61019R B, Mike Johnson second the motion, all in favor, motion approved.
July 4th we will need to bring chairs from Cemetery garage and set up tables from Village Hall. Krazy Daze will be having a beer tent and bands
July 4th Porta Pots: Kevin Knott made the motion to rent porta pots for July 4th celebration, Joe Bear second the motion, all in favor, motion approved.
Patel land sale: Zach Wells made the motion to approve the sale a 50' x 326' portion Patel's land 615 W Third to adjoining land owner at 702 W First St, Kevin Knott second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, yes, all in favor, motion approved.
Cemetery Plots: Kevin Knott made the motion to not purchase back Cemetery plots, Mike Johnson second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, yes, motion approved.
Office Safe: Zach Wells made the made the motion to purchase safe for Village Office not to exceed $1100.00 from Rural King unless Liberty Guns and Ammo can beat or match price, Jim White second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Zach Wells, yes, and Jim White, yes, motion approved.
Need to get tree bids for removal and bring to July meeting.
FY 20 appropriations will be presented for approval at the July meeting.

Need to schedule TIF committee meeting for review of applications.
