City of Joliet Land Use & Legislative Committee met Sept. 5.

Here is the agenda provided by the committee:

1. Roll Call

PRESENT: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.

ABSENT: None.

2. Approval of Minutes for June 28, 2018 and July 10, 2018

Motion to approve the Minutes for June 28, 2018 and July 10, 2018 was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote:

AYES: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.

NAYS: None.

3. Citizens to Be Heard on Agenda Items

Mr. Tony Graves appeared before the Committee regarding the Honorary Street Name Application for Margaret Graves. Mr. Graves gave some background information about his mother, Margaret Graves.

Mr. Dean Townsend said he was mentored by Margaret Graves. He spoke about his connection to her.

Mr. Charles Meade, Meade Accounting, spoke about his connection to Margaret Graves.

Mr. Scott Libersher, Pro-Town Properties, appeared regarding the topic of addition of single-family homes to rental inspection program and said he would speak when the topic is discussed.

4. An Honorary Street Name Application for Margaret Delores Graves (deceased)

Mr. Jackson read a memo into the record with background information about the application for an honorary street name change for Margaret Delores Graves.

Councilwoman Quillman said the street name change is well deserved.

Motion to approve the Honorary Street Name Application for Margaret Delores Graves was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Don "Duck" Dickinson. Motion carried by the following vote:

AYES: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.

NAYS: None.

5. Electric Fences

Electric Fences Memo

Mr. Schwarz gave a brief update to the Committee regarding electric fences.

Councilwoman Quillman asked how it can be allowed for some businesses but not other businesses. Mr. Schwarz responded that it pertains to certain districts.

Councilwoman Quillman said she wants the opinion of the Legal Department before she votes on anything and the Legal Department was not present at the meeting.

Mr. Schwarz said these cases would go before the Zoning Board of Appeals and City Council on a case by case basis.

Chairman Morris asked for clarification on the zoning districts and where the fences would be allowed. Mr. Schwarz responded.

Councilman Dickinson said he was in favor of the special use permit requirement.

Councilwoman Quillman would still like legal advice before it goes further. Mr. Schwarz responded he can show the information to the Legal Department.

Chairman Morris said this is something that needs to be updated.

Councilwoman Quillman would like this to come back to the Committee after the Legal Department sees it before it goes to the City Council.

Councilman Dickinson said if the Committee is o.k. with it going through a Special Use Permit process first and the Legal Department is o.k. with it then it can go straight to City Council for review and a vote.

Mr. John Greuling, Will County Center for Economic Development, appeared before the Committee. He said his concern was that this was proposed to the City back in January. He urged movement of this forward for full City Council approval.

Chairman Morris asked what the Public Safety Committee voted on yesterday. Mr. Jackson responded they gave direction on the option to allow these types of fences in industrial areas with a Special Use Permit. It received 2 out of 3 votes.

Ms. Cindy Williams, Electric Guard Dog, appeared before the Committee. She said the original desire was to have these by permit in the industrial zones and then to open it up by Special Use Permit in other zones. She would still like it to move forward to City Council but she feels if everything is going to be on a case by case basis then there is no real reason not to open it up to the commercial zones.

Chairman Morris said he feels it's best to be only allowed in industrial areas for the trial period and not have it open up to commercial areas.

Councilwoman Quillman said she is fine with it moving forward to the City Council level and obtaining legal advice during that meeting.

Mr. Schwarz said he will confer with Legal Department and this will come before the City Council meeting in the future.

6. Comprehensive Plan RFQ/RFP

Mr. Schwarz gave the Committee a brief update about the Comprehensive Plan RFQ/RFP process and timeline.

Councilwoman Quillman asked if it was known how much the consultant would cost. Mr. Schwarz responded he does not know but there is a budget amount in the Planning Professional Services account that he thinks would accommodate that.

Chairman Morris asked if the plans would tell what the stakeholders want and tell how the requests would be funded. Mr. Schwarz responded.

7. Addition of Single-Family Homes to the Rental Inspection Program (BRIEF UPDATE)

Mr. Jackson updated the Committee on behalf of Marty Shanahan in his absence.

8. Committee Purpose Statement

Land Use and Legislative Committee

Mr. Jackson submitted a purpose statement to the Committee for their review and approval.

Motion to approve the Committee Purpose Statement was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote:

AYES: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.

NAYS: None.

9. Old/New Business -Not for Final Action or Recommendation

None.

10. Public Comments

Mr. Gideon Blustein, Illinois Realtors Association, appeared before the Committee. Mr. Blustein spoke about the Comprehensive Plan and said that undertaking one is a great way to spur economic development and it's a great way to involve members of the community.

11. Adjournment

Motion to adjourn was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote:

AYES: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.

NAYS: None.
