G. NEW BUSINESS

1. Approval of Ordinance No. 531 Amending the Forest Preserve District of Will County Procurement Ordinance.

Chief Operating Officer Schultz explained that Ordinance No. 531 provides an amendment to the Forest Preserve District Procurement Ordinance to better define the Forest Preserve's intent to award contracts to individuals or companies that are both reasonable and responsible bidders. The ordinance expands the definition of a "Reasonable Bidder or Offer" to include a contractor's experience, financial ability, amount and condition of equipment, experience of personnel, contract defaults, litigation history, pending construction projects, and prior projects for the Forest Preserve when awarding contracts.

While these changes may not prevent all instances of poor contractor performance on Forest Preserve projects, they allow the Board more flexibility in awarding construction contracts to the lowest qualified and responsible bidder.
