City of Lockport Heritage & Architecture Commission met May 17.

1) Call To Order: The Meeting was called to Order by Chairman T. Pinn at 6:00 P.M.
2) Approval Of Minutes: 2-15-18 Minutes were approved, as presented.

4) New Cases:
Case No. 2018-H005/ 711 S. State Street, Pam Owens, Certificate Of Appropriateness (Coa) For Proposed Mural On North Elevation (Of Dellwood Tire Building)
The applicant and the artist were present to answer questions or comments. The applicant described the grant funded project to the Commission. The National Trust for Historic Preservation received a grant from the National Endowment for the Arts for the Gaylord Building, as part of (unLOCK: Merging Art and Industry in Lockport, IL). The Commission asked general questions regarding the longevity of the painting and if the building had suitable substrate.
The artist replied, the painting would be oriented on the north side of the building which could increase its lifespan with limited exposure to direct sunlight. The painting is anticipated to be completed by September (weather permitting) and must be displayed through October 2018 as required by the program. However, the owner would like to keep the mural long term and display the mural indefinitely. The paint will be oil based by Bronin Paint Company. (Which will be similar to Sherwin Williams Color Watch). Long term upkeep and touch-ups will not be performed. However, the applicant stated that a similar mural (at another location) dated approximately 5 years ago, is still in outstanding condition.
The artist also attested that the substrate of the building would be suitable as he would be scraping and power washing the wall surface prior to applying paint. He anticipates beginning power washing immediately. Future community engagement is encouraged, announcement will be made (via Gaylord Buildings Web Site) the artists availability for answering questions at the mural site.

Case No. 2018-H006/ Various Properties, Bob Morris On Behalf Of Lockport Live, Certificate Of Appropriateness (COA) For Proposed Pedestrian Pathway Lighting
The applicant was present to describe the proposed pathway lighting in detail. Lockport Live would be helping illuminate a guided path from parking areas to downtown business during the construction period for the road improvement project. The project would be based on fundraising with approximately $20,000 already available, however, limited to the total funds collected (to be determined). Along State St. the lighting would be in two different categories. ”Both would be attached to buildings.” Tree lighting would occur in Lincoln Landing, and “light posts” (ground fixtures) would be displayed throughout. Various aspects of the project have not yet been negotiated, therefore the project is on hold. The Commission was in favor of the project and expressed interest in some of the lighting remaining long term.
