Village of University Park Board of Trustees Committee Of The Whole met March 13.

Here is the minutes provided by the Committee:

1. CALL TO ORDER

Mayor Covington called this committee of the whole meeting of the Board of Trustees to order at 7:14 p.m.

2. ROLL CALL

Mayor: Vivian E. Covington Present

Trustees: Elizabeth Williams Absent

Paula C. Wilson Absent

Theaplise Brooks Absent

Curtis McMullan II Present

Milton C. Payton Present

Oscar H. Brown, Jr. Present

Also present were Village Manager John Pate, Village Attorney John Wise, Communications Specialist Neva Jenkins, Deputy Fire Chellios, and Village Clerk Dorothy R. Jones.

3. PLEDGE OF ALLEGIANCE

Mayor Covington led the audience in the pledge of allegiance to the Flag of the United States of America.

4. GENERAL PUBLIC COMMENTS

Ms. Debbie Stroud thanked the public works department for their rapid response in repairing the lights on Amherst.

Mr. Christopher Humes thanked the public works department for repairing the lights on Madison Lane.

Trustee Brown also thanked Director Richardson and the public works staff for repairing the light near 651 Sullivan Lane.

Mayor Covington asked if there is a scheduled for road repairs.

Village Manager Pate responded that with the passage of the hot box resolution that is on the agenda tonight for discussion tonight those issues could be resolved.

5- 1: DISCUSSION ITEMS:

5-a1: Discussion – Ordinance Amending Chapter 230 Of Title Six Of Part Two Of The Codified Ordinances Of The Village Of University Park, Will And Cook Counties, Illinois, Pertaining To The Composition Of Personnel In The Division Of Police

Trustee Brown commented that whether then repealed the commander position they should considering eliminating the budget line item for the position, because he feels we can recover from this financial condition and state prepared for projected growth.

Trustee Payton stated that he feels the position should be repealed and never filled.

Village Manager Pate stated that communities of similar size to University Park do not have a commander position, and with the structural changes we need to reinstate the deputy chief position.

The consensus of the Mayor and Board was to move this item before the Board for action at the regular meeting of March 27, 2018.

5-a2: Discussion – Ordinance Of The Village Of University Park, Will And Cook Counties, Illinois Vacating A Portion Of Dralle Road Adjacent To Real Property Owned By International Brotherhood Of Electrical Workers Local Union Number 9

Attorney Wise explained the essence of this item, and the value of this property noting that this would require the vote of three fourths of the Board of passage.

After a brief discussion relating to possible offset of the cost with in-kind services from the property owners the consensus of Mayor Covington and the Board was to place this item on the agenda for action at the regular meeting of March 27, 2018 if these concerns were resolved.

5-a3: Discussion - Ordinance Of The Village Of University Park, Will And Cook Counties, Illinois Amending Title Two, Part Eight Of The Codified Ordinances Of The Village Of University Park Pertaining To Business Regulation And License Fees

Village Manager Pate stated that he is looking at a different fee structure for commercial and industrial licensing fees based on square footage as opposed to a flat rate, and also revisiting enforcement.

The Board asked for clarity on sections 14, 19, 21, and 23.

The consensus of Mayor Covington and the Board was to place this item on the agenda for action at the regular meeting of March 27, 2018 if these concerns were resolved.

5-a4: Discussion - Resolution Of The Village Of University Park, Will And Cook Counties, Illinois, Authorizing And Approving The Acquisition Of An Asphalt Hot Box From Monroe Truck Equipment Inc.

The Board discussed how this equipment would be paid for, and their desire that the company would pay for training employees.

After the discussion, the consensus of Mayor Covington and the Board was to place this item on the agenda for action at the regular meeting of March 27, 2018.

5-a5: Discussion – Resolution Of The Village Of University Park, Will And Cook Counties, Illinois Authorizing The Execution Of A Local Public Agency Agreement By And Between The Illinois Department Of Transportation And The Village Of University Park, And A Preliminary Engineering Services Agreement By And Between Robinson Engineering, Ltd. And The Village Of University Park Fo the University Parkway Multi-Use Path Improvement.

The Board discussed the fact that this project is grant funded, and the engineering cost is a reimbursable MFT expenditure. They also discussed asking Governors State University to participate with funding as part of the Village’s match.

After a brief discussion the consensus of Mayor Covington and the Board was to place this item on the agenda for action at the regular meeting of March 27, 2018.

6. EXECUTIVE SESSION (pending/probable litigation)

None.

7. ADJOURNMENT

Trustee Brown moved, Trustee McMullan seconded a motion to adjourn the Committee Of The Whole meeting of the Board of Trustee at 8:25 pm.

Motion to Adjourn Carried by Unanimous Voice Vote.
