City of Joliet Finance Committee met May 15.

Here is the minutes provided by the Committee:

1. Roll Call

Present: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.

Absent: None.

Also Present: City Manager David Hales, Director of Finance James Ghedotte, Budget Analyst Kenneth R. Mihelich, Human Resources Manager Kathy Franson, Purchasing Administrator Margaret McEvilly, Senior Director of Account Management with Paymentus Corporation Jairius McClendon, and Herald News Reporter Bob Okon.

2. Approval of Minutes – Regular Meeting – April 17, 2018

Motion to approve the Regular Meeting Minutes held on April 17, 2018 was made by Councilman John E. Gerl.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

Ayes: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.

Nays: None.

3. Citizens to be Heard on Agenda Items

4. Discussion of Sales Tax

Mr. Ghedotte reviewed the attached handout on Sales Tax.

5. Discussion of Overtime Report

Revised Overtime Report

Mr. Ghedotte reviewed the attached Overtime Report.

6. Authorization to Approve Renewals of Healthcare & Workers’ Compensation Consulting Services

Ms. Franson reviewed the renewals for consulting services fees for Healthcare and Workers Compensation. She was asked if this topic was on the Council Agenda for the meeting tonight and she said no, but it would be added on a future date.

7. Authorization to Approve 2018 Reconciliation True-up

Ms. Franson reviewed the 2018 True-Up handout.

8. An Ordinance Amending Sec 2-160, Service Fee for Returned Checks, of the City of Joliet Code of Ordinances (Imposing a Service Charge Equal to that charged by the Bank Utilized by the City Plus $5.00)

Mr. Ghedotte reviewed the attached amendment to the Ordinance regarding returned check fees.

9. Request for Authorization to Award a Contract for the Unified Electronic Payment System to Paymentus

Ms. McEvilly reviewed the Paymentus memo and introduced Jairius McClendon with the Paymentus Corporation.

10. Monthly Financial Report

Mr. Mihelich reviewed the Monthly Financial Report.

11. Personnel Summary

Ms. Franson reviewed the Personnel Summary.

12. Travel Expense Report

Mr. Ghedotte reviewed the Travel Expense Report.

13. Invoices Paid Report

Mr. Ghedotte reviewed the Invoices Paid Report.

14. Old/New Business – (not for final action or recommendation)

Mr. Ghedotte said Will County has requested their first payment of $500,000. He said the payment is for 20 years, $10 million and the contract states it is due when footings are in, inspected and approved. He said he spoke to Jason Buss and Jason advised they have been inspected and are now waiting for approval. Mr. Ghedotte said this will probably be on the next Council Agenda.

16. Closed Session – If required; to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned.

Motion to adjourn was made by Councilman John E. Gerl.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

Ayes: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.
