1. Opioid Update

Dr. Burke wanted to bring to everyone's attention that the American Dental Association just came out with a recommendation and actually a ruling that dentists are limited in their opioid prescriptions. What we don't realize is with children 18 years and younger, dentists are the largest prescriber of opioids. Yet, they are only 7% of the whole population but as far as children go that is where they normally get their first opioids. The recommendation is they not give them to children anymore, that Advil and Motrin will work just fine and that is what the going practice should be. They are disappointed in their dentists because this has been best practice for awhile and it hasn't been implemented. Which tells you how hard it is to change behaviors once an established procedure is going on. For adults they have recommended that only a week be given of pills. There is no reason someone should be on a pain killer for more than a week with any kind of dental procedure. They are also requiring mandatory education for dentists every year.
She also wanted to update everyone on the marijuana that is killing people, otherwise known as spice. What has been found is that is has been mixed with rat poisoning and that is what was causing the deaths. They have arrested two people in Chicago, and she is confident it was a small dealer that was doing this because there has been no other cases since they have been arrested. It made over 35 people sick and 2 died as a result.
She has been interviewing for AMT counseling for our Safe Passage Program. One of those challenges to increasing the number of Police Departments is the fact that we don't have these relationships set up with treatment providers who will take Medicaid and non-paying patients. AMT Counseling is going to be their intermediary between the hospital or the patient and the police department, and they will be making those connections for us. Her intern has done an assessment of who take what insurance, who does medical assisted treatment and who takes those patients who do not have insurance. My grant allows me to pay for treatment and so this will also facilitate making sure I get that information. Right now we have 5 departments. Soft Landings is new to our area, it is now in Joliet, and she is working with them on linkage agreement for a reduced fee to be able to take care of our patients who do not have insurance. Family Guidance is already working with us through the jail and the courts as well as Silver Cross as well as getting patients into treatment who do not have the resources.
Tomorrow she is invited to a meeting with the legislators at Stepping Stones to discuss a strategy of getting patients into treatment because we don't have a lot of resources in Will County.
Hero and Helps is May 11th it starts at 8:30 a.m. until 12:30 p.m. the featured speaker will be Laura Porter, she is a specialist in ACE (Adverse Childhood Experiences). They are also having the Chairman of the Health Department as well as the assistant secretary of DASA (Department of Alcohol and Substance Use) to presenting the state wide plan and what the Governor and the State Departments are doing for us. (see attached handout)
Mr. Gould asked how things were going with Silver Cross with the discussion of getting treatment there.
Dr. Burke replied they are still dragging their feet. She is going to see Mr. Valasity tomorrow to see if Warm Hand-Off has gotten into place yet. Family Guidance is supposed to have a counselor there for 12 hours, but Silver Cross still has not signed the contract, it has taken over a year for that to happen. She is not aware that has happened yet. She does know that St. Joe's has stepped up and they are going forward with the Warm Hand-Off with Family Guidance also, that will happen faster. Hospitals are not stepping up when it comes to substance use, they are preferring to take a back seat and let treatment facilities handle it. Unfortunately there are not enough treatment facilities to handle it and substance use is a medical disorder that should be managed in the emergency room when it's appropriate.
Ms. Militello thinks we should do more events in the evening. Most parents work, teachers have to be at school, they might come if we do the outreach.
Dr. Burke's experience doing Community Communications around the community is that nobody shows up. They are hoping electronic media may help get information out.

VI. New Business
1.Public Hearing for Will County Chapter 97 Public Swimming Facility Ordinance Revision
Mr. Casey, Environmental Director, stated that Environmental Health has come up with a couple new purposes to add to swimming ordinance based on the history that we have had with multiple re-visits that they have had to conduct through- out the year. They are usually based on a lack of overseeing the facility the by the operator. So they have made a few changes that are simple and short. The Health Department has absorbed all of the cost to inspect the pools and beaches since its inception. We started charging fees in the neighborhood of year 2010 and have not altered them since. On page 2, they are asking the Board that the operator in part bare some of the cost of running the inspection process and running the operation and taking part of anything they have to do with re-inspections. On page 4 at the very bottom they added, a re-inspection shall be conducted to verify that an emanate health hazard no longer exists and that a company re-inspection fee shall be charged that is included in Appendix A, re-inspection fees are non- refundable. We added this to try and encourage the operator to take more of an active role in the operation of the facility. Pool operators to take a closer look at everything from their pump room to their chemistry to the condition of the water and the condition of the deck. For beaches it encourages them to keep the beaches clean, a lot of the problems they have are poor sample results. On page 7 is Appendix A, their fee schedule. They made small adjustments to the fees (see attachment). They are estimating with past history this will be the County $9600 - $10,000.
Ms. Ogalla stated this is very important for the safety of the kids and adults to make sure the water is safe.

Ms. Weiss stated this is the final year for the renewal on these bids, they will be rebidding it next year. This includes the 2 current vendors that we are using, Gordon Food Service that includes a 5% increase and Professional Medical of New Lenox with a 0%. This will be from May 1, 2018 to April 30, 2019.

4. Renewing Contracts for Housekeeping Supplies for Sunny Hill Nursing Home

Ms. Weiss stated this bid has an extensive list of supplies, they are split between 4 vendors. Medline has a 3% increase, Central Poly has an 8%, Professional Medical has a 0% and Tri-K has a 5%. This is the same time frame, May 1, 2018 through April 30, 2019 and will be rebid next spring.
Mr. Gould asked if we can do better than Central Poly, I know they were the low bidder at the time but can we do better now.
Ms. Weiss stated she believes the only items they got were trash can liners, they are increasing it more because of the products. Next year all of the items will be rebid.
Ms. Haldorson stated they are in the process of reorganizing all of their isolation disposal and a lot of the cost they would have incurred in the past which is going to be a larger increase is not going to be used as much this year. It seems that they have gone above and beyond what they should have actually done and there are some new CDC guidelines they will be following so they will be using less of some of these products and more of the less expensive products.
Ms. Militello clarified these were bid out 3 years ago and we knew these increases were coming.
Ms. Weiss responded this is correct, we take all increases into consideration at the bid process. We never move forward without the department’s approval.

Ms. Olenek stated this is National Public Health Week. We have had a series of events at the health department this week, Open Houses every morning in each division so that the public and staff can go to the different divisions to find out what they do. They are doing other events to find information from the staff specific to the agency, walking programs. Will County has moved into the top 10 for health outcomes in the County rankings in the State of Illinois. At the Board of Health meeting in March they approved the final draft of their strategic plan. That was a year in the making and are now working on condensing it.
Mr. Ferry stated Steve Brandy is doing a great job being the face of the Will County Health Department and bringing it to senior citizens and keeping them informed.
Ms. Olenek shared they are in the final process putting together a survey to get out to the eastern part of the county to get a good sense of the need for services in other areas.
