Call To Order:
A meeting of the Village of Manhattan Planning and Zoning Commission was held on Tuesday, January 23, 2018. Chairman Andrew Doyle called the meeting to order at 6:00 p.m.
Roll Call:
Present were: Andrew Doyle – aye, Michael O'Neill - aye, Steven Krol – aye, Bill Bukovsky - aye Kyle Robbins –aye, Guy Jendras - aye. Also present were Community Development Director Marc Nelson and Building and Zoning Clerk Lisa Zurek.
Also in attendance were Justin Crable, Tom Puljic, Dave Lazzaro, Matt Walsh, Brian Nooner, Pat O’Donnell & Kevin McDonnell.
Approval Of Minutes:
A motion was made by O’Neill to approve the minutes of the November 28, 2107 meeting and seconded by Robbins. Roll call: O’Neill - aye, Krol - aye, Bukovsky - aye, Robbins – aye, Jendras– aye; Doyle – aye. (6 ayes, 0 nays). Motion carried.
Public Hearing For A Special Use Permit To Allow A Gas Valve Nest In A R-1 Single Family Residence District.
Public hearing for a special use permit to allow a gas valve nest in a R-1 single family residence district. Opened by Bukovsky and seconded by O’Neill. Roll call: Krol – aye, Bukovsky - aye, Robbins – aye, Jendras – aye, Doyle, - aye, O’Neill – aye. (6 ayes, 0 nay). Motion carried.
Chairman Doyle asked petitioners to identify themselves. They were Justin Crable with Atwell and Tom Puljic and Dave Lazzaro both with Peoples Gas.
Chairman Doyle swore in the petitioners.
Community Development Director Marc Nelson confirms that the Notice of the Public Hearing was placed in the newspaper and that the surrounding property owners were notified.
Community Development Director Nelson presented the staff report. Nelson stated that Peoples Gas is seeking a Special Use Permit for the operation of a gas valve nest on an easement within an existing R-1 single family residence district. The site is located over both an existing and a new pipeline easement which will be adjacent to the future units of White Feather subdivision. There are no buildings associated with the project. There are gas lines that are above the ground with some valves. Due to the proximity of the future phases of White Feather, Peoples Gas is going to be screening the site with a 9 foot fence which will include fabric mesh and putting together a landscape package to present to the Village Board. Nelson turned it over to Peoples Gas to give an explanation as to the appearance of the site and timelines, etc.
Justin Crable from Atwell spoke first, followed by Tom Puljic from Peoples Gas.
Chairman Doyle inquired to other interested parties or any further questions. Board member O’Neill questioned whether the new nest would replace the existing one that is already running. People Gas answered that the existing nest belongs to another distributor.
Questions were asked in regards to length of the project, how large the area for the entire site, how close to future homes and the safety during construction. All were answered accordingly.
Chairman Doyle asked if the commissioners had enough information to make a recommendation. The response was yes.
With no further questions, a motion was made to close the public hearing for a Special Use Permit to allow a gas valve nest in a R-1 single family residence district by Jendras and seconded by O’Neill. Roll call: Bukovsky – aye, Robbins - aye; Jendras – aye; Doyle– aye, O’Neill – aye, Krol – aye (6 ayes, 0 nays). Motion carried.
A motion was made to approve for a Special Use Permit to allow a gas valve nest in a R-1 single family residence district by Robbins and seconded by Bukovsky. Roll Call: Robbins – aye, Jendras – aye, Doyle – aye, O’Neill– aye, Krol – abstain; Bukovsky – aye. (5 ayes, 0 nays, 1 abstain). Motion carried.

Public Hearing for a Special Use Permit granting a second amendment to the Hanover Estates Planned Unit Development and Plat. Opened by O’Neill and seconded by Krol. Roll call: Jendras – aye, Doyle, - aye, O’Neill – aye, Krol – aye, Bukovsky - aye, Robbins – aye (6 ayes, 0 nay). Motion carried.
Chairman Doyle asked the petitioners and interested parties to identify themselves. Patrick O’Donnell and Brian Nooner, from Distinctive Homes, identified themselves and Chairman Doyle swore them in.

Nelson stated that the next agenda item was a Public Hearing for the Special Use Permit granting a second amendment to the Hanover Estates planned unit development and plat. Distinctive Home Builders is seeking this amendment to convert the proposed townhome area, owned by Pat O’Donnell, into single family homes. The current plan shows 20 townhome units on 7 lots on the northwest area of Hanover Estates. It is north of the entrance off of Cedar road. The new proposal will eliminate 11 units and create 17 single family lots. Since the original plan was set for townhomes, it requires us to do an amendment to the plan unit development. The first amendment to this development plan a few years ago was to allow duplexes. This will be a second amendment will be to convert single family homes. Part of the proposal is that the developer is seeking a variance of 6 feet on the side yard setbacks instead of 10 feet. All other setbacks will stay the same. Butternut Ridge has a setback of 7.5 feet along with some other developments. The Builder is proposing to call the development The Cottages of Hanover Estates. It creates a unified development theme in the craftsman style. They have given some sample of elevations.
Chairman Doyle asked if the petitioners had anything else to add.
Brian Nooner spoke on the reasoning for changing to single family homes from townhomes.
Questions were asked by the board members regarding square footage of the homes, the setback changes, etc.
Chairman Doyle asked if anyone else had anything to add or summarize the proposal. O’Neill inquired about the timeline for the start of construction should the proposal be approved by the Village Board. Nooner indicated that they would start marketing immediately.
Chairman Doyle asked if the commissioners had enough information to make a recommendation. The response was yes.

Review Of Will County Special Use Permit Application For Solar Farm Facility.
Nelson described the permit as a solar farm facility at 27555 S. Gougar Road. Since it’s within 1.5 miles of the Village the county asks for the Village recommendation.
Matt Walsh and Alex spoke and gave details on the solar farm. Questions were asked by the Board regarding lease time, how many homes it would power, aesthetics, etc.
The Board Found no objections to approved.
