COMMUNITY SERVICES COMMITTEE MINUTES FEBRUARY 8, 2017

CALL TO ORDER

Chairman Keith Ogle called the meeting of the Community Services Committee to order at 5:30 P.M. on February 8, 2017, at the Village Administration Building, 432 W. Nebraska Street.

ROLL CALL

Community Services Committee members present were Mayor Holland, Trustees Keith Ogle, Cindy Heath, Mike Stevens, Dick Trevarthan and Doug Walker; Dottie Bauer, Mary Ann Bergdolld and Jeff Boubelik. Also in attendance were Administrator Jerry Ducay, Asst. Administrator Rob Piscia, Police Chief John Burica; Community Relations Manager Mary Canino and Administrative Assistant Theresa Cork. KidsWork Children's Museum representative Debbie Powers was also present.

APPROVAL OF MINUTES (October 12, 2016)

Trustee Trevarthan made a motion (#1), seconded by Member Bauer, to approve the Community Services Committee minutes of October 12, 2016. The motion was unanimously approved.

PUBLIC PROPERTY REQUESTS

A. Kids Work Children 's Museum: Annual Fundraiser

Debbie Powers, Board President of the KidsWork Children's Museum, was present to request the use of the courtyard between the Trolley Barn and This & That Gifts for their annual fundraising gala scheduled for Friday, May 5, 2017, from 7:00 p.m. - 10:00 p.m. The request included a tent in the area, as well as liquor and live entertainment. She reported Cinco de Mayo was the theme for this year's event, and in keeping with the theme, have planned a comparative tequila tasting in addition to the cocktail reception, hors d'oeuvres, and light buffet. It was noted the Village is involved with the approval for the event as this area is part of the property the Village rents from the owners of the Trolley Barn (Mike and Nancy Cartalano). Ms. Powers answered questions from the committee members regarding details of the event. Further details relating to the liquor license(s) and to securing the confined area will be requested by staff.

Following discussion, Member Boubelik made a motion (#2), seconded by Clerk Borrelli to approve the KidsWork Children's Museum public property request. The motion was unanimously approved.

B. Patrick Mizwicki "Strive for 5 "Foundation: 5K Walk/Run

Trustee Ogle presented a request from the Pat Mizwicki Strive For 5 Foundation to hold their annual SK Walk/Run on Saturday, May 20, from 7:00 a.m. to Noon. Use of the SK route going east was requested and use of Breidert Green for check in and activities. The organization will be invoiced for police/ESDA monitoring of the event. He reported the foundation has submitted a financial summary of the donations contributed from the event (primarily scholarships).

Following presentation, Mayor Holland made a motion (#3), seconded by Trustee Stevens to approve the public property request for the Patrick Mizwicki "Strive for 5" Foundation - 5K Walk/Run. The motion was unanimously approved.

C. Frankfort Park District: "Short Run on a Long Day 5K"

Trustee Ogle also presented the Park District's public property request for its annual "Short Run on a Long Day" 5K Run/Walk event scheduled for Wednesday, June 21, 2017, beginning at 7:00 p.m. (set up at 5:00 p.m.). He stated the Park District requested use of Old Plank Road Trail and streets in downtown Frankfort, noting participants gather at Main Park for beginning and end of race. He further noted the Park District requested beer in an enclosed area at Main Park for runners only (maximum two beers) as previously requested and approved in 2015 and 2016.

Following presentation, it was noted that Mayor Holland, as Liquor Commissioner, would inquire if the servers were Bassett certified. Clerk Borrelli made a motion (#4), seconded by Trustee Stevens to approve the Park District's public property request for their annual "Short Run on a Long Day 5K." The motion was unanimously approved.

SMOKEY BARQUE: "FRANKFORT HOPS FEST"

Trustee Ogle reported Tommy Ridings submitted a public property request for a new event, "Frankfort Hops Fest," sponsored by Smokey Barque Restaurant. The event is proposed for Saturday, May 27, 2017, from 3:00 p.m. to 6:00 p.m. in downtown Frankfort. Mr. Ridings was not present to answer questions from the committee members.

Trustee Ogle reported Mr. Ridings has requested the closure of Ash Street for the setup of booths and tables for the beer tasting event. Participants would buy tickets for beer sampling within the Smokey Barque establishment and then exit thru the side door onto Ash Street for the tasting. Samplings of craft beer would be provided by microbreweries. Discussion was held regarding the new event proposed and on the closure of Ash Street.

Following discussion, the committee was in support of the event; however, the request lacked details from the applicant. The committee directed staff to work with Mr. Ridings and to bring the proposal back to committee in March with a detailed plan of the event. Committee also recommended Mr. Ridings contact the Frankfort Historic Business Association and neighboring businesses informing them of his proposal so that the merchants have an opportunity to provide input as well.

Hearing no further business, Trustee Trevarthan made a motion (#5), seconded by Trustee Heath, to adjourn the Community Services Committee meeting of February 8, 2017, at 6:07 PM. The motion was unanimously approved.
