PRESENTATION: Water & Sewer IEPA Loan Projects – Allison Swisher Civil Engineer Allison Swisher gave a brief summary of the 2017 IEPA loan funded projects with an estimated cost of $87,864.00. She also discussed the approval of an Authorization Ordinance in March 2017. Mike Waldron with Strand Associates discussed the Phase III - Long Term Control Plan construction of a $50 million Wet Weather Treatment Facility. He stated the construction of the facility will begin next year and be completed in 2020. He stated the Long Term Control Plan, which addresses the Combined Sewer Overflow (CSO) plan, is a 12 year program that was mandated by the IEPA. Eric Cockerill with Donohue & Associates discussed the NPDES Permit mandated by the IEPA for phosphorus removal project at the Aux Sable and West Side Treatment Plants. He also briefly discussed the expansion project at the Aux Sable Treatment Plant. He stated the construction on the projects is proposed to begin April 2017 and be completed by October 2019. Mike Young with RJN Group discussed the Five Year Sewer System Rehabilitation Program, including Goals and Objectives, Sewer Investigations, Rehabilitation Techniques, and the Implementation Schedule and Project Cost. A brief discussion was held concerning the mandated projects and the cost associated with these projects, life expectancy on the water and sewer linings, and the mapping history of water main breaks for the past four years. PUBLIC COMMENTS: Kathy Spieler, West Park Avenue, spoke representing Mary Beth Gannon regarding the Rialto Theater and in support of Ron Onesti for the General Manager position for the Rialto Theater. Kathy Spieler also discussed handicap parking by the Rialto Theatre. A brief discussion was held regarding the Rialto Theater's process in choosing a General Manager. Rod Westfall, Wedgewood Subdivision, spoke in favor of Ron Onesti as General Manager of the Rialto Theatre. Wayne Barnett spoke in favor of Ron Onesti as General Manager of the Rialto Theatre. Mr. Barnett invited the Council and Rialto Board members to a show at Arcada Theatre in St. Charles. Karen Ward spoke in favor of Ron Onesti as General Manager of the Rialto Theatre. Mr. Onesti and the Council spoke regarding the Rialto and his experience with renovating and managing the Arcada in St. Charles. XV. MAYOR AND COUNCIL COMMENTS: XVI. CLOSED SESSION to discuss the following subjects: Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilman Larry E.
