Lemont Environmental Advisory Commission continues to monitor the Sports Complex development on brownfields parcel

Lemont Environmental Advisory Commission met Thursday, Feb. 25.

The Environmental Advisory Commission is a group of seven appointed members. LEAC keeps abreast of and advises the Village Board on environmental issues. The Commission sponsors Earth Day in April which includes a cleanup, a recycling event and tree planting. A Fall Recycling Day is also sponsored each October.

MINUTES – February 25, 2016

Attendees: G. Bergmark, C. Albrecht, B. Reinke, and T. Thomas; Excused: C. Nottoli, M. Nichols, and E. Carusiello; Village representative: Heather Valone

#6056 - Oxbow Midwest Calcining: The plant appears to be partially operational.

#6057 - Environmental Checklists: No industrial/commercial applications received to test the new checklist. The checklist has been reviewed by Heather Valone and there is a plan to utilize the checklist with an existing development, utilizing LEAC input.

#6060 - Tech Reviews (7):

Montefiori property final plan approved, IDOT and MWRD approvals pending, woodland restoration plan approval pending.

Dunkin Donuts site approved, construction ongoing.

508 Illinois Street, three bldgs. (zoned multi-family), site development permit pending.

Fox Meadows, SE corner 131st & Parker, plan pending.

5th Street lots (2) – re-subdivision pending.

#6061 - Form R Reports: Reports are generated for internal review as necessary.

#6076 - NRG Energy Inc.: Operations continue on only two stacks. They currently will not be able to meet the 2017 standards. Facility slated for closure by 2018.

#6100 - Phillips 66/Lemont Kar Gas LUST Incident (#942117): The new property owner had the building demolished and five tanks removed in 2014-15. The owner is in the process of following the 2006 IEPA-approved CAP which included the removal of the majority of the impacted soils from the property. The site is reportedly proceeding with a request for No Further Action from the IEPA pending additional offsite investigation.

#6107 – BP LUST Incident (#20060901): The FOIA request has been completed by the IEPA. BP has requested property restrictions, a highway agreement for contamination underneath the street to the north, as well as a restriction on groundwater use. No additional information provided at this time. LEAC will follow up with the Village in order to determine status of BP requests.

#6109 - Sports Complex: The LEAC will continue to monitor the Sports Complex development on the Brownfields parcel.

#6110 - Heritage Quarries Restoration Project: Citgo is planning a Spring event for April 23, 2016. A $10,000 grant was received from Commonwealth Edison from the Green Region Program to improve the boat launch area. Grant from CN pending for tree planting and removal of invasive species area.

#6112 - Concrete Recycler: The commission has questions regarding the apparent ongoing land use for the property north of Archer and east of Rt. 83. Dumping of concrete and soil has been observed to continue. Multiple tickets have been issued by the Village for violations.

#6113 – Electronic Recycling: Disposal options for large electronics such as TVs and computers are listed on the Village website, including two new recycling centers through the Cook County Forest Preserve: the Little Red Schoolhouse and the Sagawau Center. #6115 – Tree Ordinance: Current tree ordinance in place calls for replacement of trees. LEAC recommends further review of the ordinance compared to surrounding communities, with suggestion of fines in addition to tree replacement requirements. An alternative ordinance has been provided for review.

#6116 – Household Hazardous Waste: New Household Hazardous Waste facility located at 156 Fort Hill Drive in Naperville, IL. Additional information can be found at the following website: www.naperville.il.us/hhw.aspx

#6117 - Spring Recycling: set for April 16, 2016. Notifications will be sent to Lemont residents via water bills. A full household hazardous waste collection is planned for Fall 2016 with Citgo coordination. Tree planting will take place April 22, 2016 along Main Street and along 127th Street.

#6118 – DuPage Co. Environmental Commission Symposium to be held by Sustain DuPage (non-profit) March 12, 2016 at Naperville’s NIU campus. So far, 12 municipalities will be present. A brief presentation will be given by each municipality, based on the following three points: successes/strengths as a commission; challenges; and projects within the next 5 years.

The next meeting date is March 24, 2016 at the Village Hall @ 7:30PM.
