Village of Manhattan Board of Trustees met Oct. 7.

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, October 7, 2025.
CALL TO ORDER:
Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 5:30 P.M.
ROLL CALL:
Bahena aye, Young aye, Dilling aye, Neighbors aye, Boone aye, Doyle aye, Adrieansen aye (7 ayes, 0 nays, 0 absent) Also present are Bouck, Wold, Nelson, Chief Gulli, Tyk, Pintar , Attorney Taylor.
PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:
Mayor Adrieansen said that the first thing on the agenda is an ordinance authorizing the execution of an annexation agreement with Skyline Real Estate Development. This is for the subdivision just south of Butternut Ridge. Mayor Adrieansen said that the Planning and Zoning Department did not have a quorum at their August 23rd meeting. Therefore, they could not make a recommendation on Butternut Ridge South. Mayor Adrieansen said that we will need to open a Public Hearing and continue the public hearing for the annexation agreement until October 21st meeting.

Dilling motion to continue a Public Hearing for an Ordinance authorizing the execution of an annexation agreement with Skyline Real Estate Development, LLC (Butternut Ridge South) Doyle Second. Bahena motion to approve a Resolution adopting the Comprehensive Land Use Plan for the Village of Manhattan Resolution authorizing the submission of an application by the Village of Manhattan for a project to be funded by the Illinois Department of Transportation for a Safe Routes to School Program. Doyle second. Roll Call: Boone aye, Doyle aye, Bahena aye, Young aye, Dilling aye, Neighbors aye. (6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.
Bahena motion to approve a Resolution awarding bid for the Manhattan Road Water Main Improvement Project to Airy’s Inc. in the amount of $599,847.00. Young second. Young motion to approve a Resolution awarding bid for the Front Street Water Manin Improvement Project to P.T. Ferro Construction Co. in the amount of $455,958.00. Boone Second. Boone motion to approve a Resolution awarding bid for the 12-inch water main lining well No. 6 project to Fer-Pal in the amount of $329,560.00. Neighbors second. Roll Call: Young aye, Dilling aye, Neighbors aye, Boone aye, Doyle aye, Bahena aye.(6 ayes, 0 nays, 0 absent, 0 abstain) Motion Carried.
FROM VILLAGE OFFICIALS:
Mayor Adrieansen informs everyone that we will be entering executive session. Doyle did not have anything to add at this time.
Boone said that the IML Conference was a great experience, and he felt that he got a lot out of it. Boone also said that St. Joe’s has their 5K on October 25th.
Neighbors said that she’s happy that we are doing something about the traffic to school. Neighbors also said that she is hoping that parents talk with their children about safety on the streets. Neighbors said that she seen two young people on a battery bicyle driving down Cedar Rd. and Smith Rd. Neighbors said that she is glad that we’re talking about safety tips and rules about children going on those vehicles to and from school. Neighbors said that cars have a difficult time seeing these bikes and scooters in the road and hopes that everyone will be safe.
Dilling said that the fest over the weekend was amazing. Dilling also said that Eastern is really going well.
Young said that the fest was great and knows how much hard work goes into these events. Young thanked Kristen Reinke from the Village of Manhattan, The Manhattan Police Department, EMA Services, Public Work. Justin also thanked the taxing bodies such as Manhattan Park District and the Manhattan Chamber of Commerce for their mutual support. Young said that the event was a lot of fun, and it has expanded over the years. Young liked seeing something in town that is for all ages. Young said the band was great at the event as well.
Bahena said that she heard all great things about the fest but was unable to make it. Bahena said that she attended IML for the first time and thought it was a great experience, and it was good networking. Bahena also reminded everyone that October 10th is World Mental Health Day and check on your loved ones.
Clerk Bouck has nothing at this time.
REPORTS FROM VILLAGE STAFF:
Village Administrator Wold said that he has no report
Nelson said that the 34 single family lots next to the Villas of Prairie Trails are under contract with the local builder. Nelson said that he is doing his due diligence and is hoping that the final plat coming up soon.
Public Works Superintendent Tyk said that the Well 7 project is going good. They have started putting brick around the building, starting to shingle the roof and painters are coming this week to start on the inside.
Pintar has nothing to add at this time.
Chief Gulli said that this weekend is busy, on October 11th at Peaceful Grounds from 7pm-10pm they have the masquerade for the Special Olympics Benefit. Gulli also said that on October 11th from 6pm to 9pm is the real men who cook, for the Will County Children’s Advocacy center at JJC. Gulli thanked everyone who attended the bike rodeo and said it was a huge success. The bike rodeo had more attendance than the previous year. Gulli thanked the EMA, Fire Department, and everyone who helped kick that event off safely. Gulli also noted that they have had to pull a few of the scooters over that are driving on the roads and feels it comes down to parents teaching their children the rules and how to follow them.
