Village of Frankfort Board of Trustees met Oct. 6.

Here are the minutes provided by the board:

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, October 6, 2025, at 7:00 p.m., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Buri ca, and Deputy Police Chief Kevin Lanz.

Clerk Schubert announced a quorum of the public body was present.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

RECOGNITION OF HICKORY CREEK MIDDLE SCHOOL GIRLS' SOFTBALL TEAM

Mayor Ogle entertained a motion from the floor to approve a proclamation honoring the Hickory Creek Middle School Girls' Softball Team for their outstanding achievement in winning the 2025 Illinois Elementary School Association (IESA) 3A State Championship. The Tigers secured their title with a 5-1 victory over Channahon in the quarterfinals, a 6-2 win against Chatham in the semifinals, and an impressive 11-2 triumph over Washington Center in the championship game. This marks the program's fifth state title, a testament to the players' talent, dedication, and teamwork, and the leadership of Coaches Mitch Stein and Erin Nemeth.

Trustee Borrelli moved, seconded by Trustee Rigoni, to approve a proclamation recognizing and congratulating the Hickory Creek Middle School Girls' SoftbaJl Team for their exceptional achievement in winning the 2025 IESA Class 3A State Championship. A voice vote was taken. All were in favor. The motion carried.

Mayor Ogle presented the framed proclamation, and Coach Stein proudly introduced each member of the championship team. Mayor Ogle congratulated the team on their achievement and expressed confidence in their continued success.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (September 22, 2025)

B. Approval of Bills - $3,752,196.38

Trustee Rossi, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustee Leddin presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle entertained a motion from the floor to adopt an amendment to the Liquor Code Ordinance authorizing an increase in the number of Class C-1 licenses (Full-service restaurant, permitting bar, no carry-outs) from nine to ten to accommodate liquor sales at Frankfort Chop House, located at 11235 W. Laraway Road, Units A, B, and C.

Trustee Petrow moved, seconded by Trustee Borrelli, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3530) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 113: INTOXICATING LIQUOR, SECTION 113.20 LIMITATION ON NUMBER OF LICENSES, to increase the number of Class C-1 liquor licenses from nine (9) to ten (10) in the Village of Frankfort.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

• Mayor Ogle announced the Frankfort Restaurant Association will host its 2nd Annual Frankforter Oktoberfest on Friday, October 10 and Saturday, October 11 in downtown Frankfort.

• Mayor Ogle reported the Will County Children's Advocacy Center will holds its 15th Annual Men Who Cook fundraiser on Saturday, October 11, from 6:00 p.m. to 9:00 p.m. at the J.J.C. Weitendorf Center, 17840 W. Laraway Road, Joliet.

• Mayor Ogle encouraged the public to participate in the Scary at the Prairie 5K Costume Run & Spooky Sprint on Saturday, October 18, at 10:30 a.m. in downtown Frankfort. Online registration is available at www.raceroster.com.

• Mayor Ogle reported the Village of Frankfort and the Frankfort Public Library will host Ghost Stories on the Green on Friday, October 24, at Breidert Green, from 6:00 p.m. to 7:30 p.m.

• Mayor Ogle announced the Frankfort Police Department will host the annual E.F. Bucko Costume Parade and Safety Trunk or Treat event on Saturday, October 25, from 10:00 a.m. to Noon in downtown Frankfort.

BOARD COMMENTS

Clerk Schubert announced the next Committee of the Whole meeting will be held on Wednesday, October 8, at 5:30 p.m., and the next Village Board meeting on Monday, October 20, at 7:00 p.m., which will be the final meeting for business casual attire.

The Village Board extended congratulations to the Hickory Creek Middle School Girls' Softball Team on their state championship victory.

Board members expressed enthusiasm for the upcoming Oktoberfest and other fall events, encouraging residents to attend and enjoy the festivities in downtown Frankfort.

The Village welcomed a new business on Bankview Drive to the community.

Residents were reminded to follow the 9PM Routine - lock vehicle doors and homes, close garage doors, and never leave keys or key fobs inside vehicles.

The Boy Scouts in attendance were recognized for participating in the meeting as part of their government merit badge requirements.

OTHER BUSINESS

There were no other items of business.

There were no comments from the public.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, October 6, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7: 16 p.m.
